GORCHYMYN CEFNFFORDD YR A55 (TWNNEL PENMAEN-BACH, BWRDEISTREF SIROL CONWY) (GWAHARDDIADAU A CHYFYNGIADAU TRAFFIG DROS DRO) 202-

MAE GWEINIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ymhen dim llai na 7 niwrnod i ddyddiad yr Hysbysiad hwn. Mae angen y Gorchymyn er mwyn gwneud gwaith ar gefnffordd yr A55, neu gerllaw iddi, wrth Dwnnel Penmaen-bach, Conwy.

Effaith y Gorchymyn arfaethedig fydd yw gwneud y canlynol dros dro:

i. cau, am yn ail, gerbytffordd tua’r dwyrain a cherbytffordd tua’r gorllewin y darn o’r A55 a bennir yn Atodlen 1 i’r Hysbysiad hwn. Bydd gwrthlif yn weithredol yn y lôn allanol o ba un bynnag o’r cerbytffyrdd sy’n aros ar agor i draffig;

ii. gwahardd pob cerbyd rhag goddiweddyd ar y darn o’r A55 a bennir yn Atodlen 2 a rheoli symudiad y traffig drwy fylchau yn llain ganol yr A55, fel y’i disgrifir yn Atodlen 3, a hynny y ddwy ochr i’r Twnnel (a gaiff ei ailagor yn ystod y gwaith) tra bo’r gwrthlif tua’r dwyrain neu’r gorllewin yn weithredol;

iii. gosod terfyn cyflymder o 50 mya ar y darn o’r A55 a bennir yn Atodlen 4;

iv. gosod terfyn cyflymder o 40 mya ar y darnau o’r A55 a bennir yn Atodlen 5;

v. gosod terfyn cyflymder o 30 mya ar y darnau o’r A55 a bennir yn Atodlen 6;

vi. gwahardd cerbydau sy’n 3.2 metr neu’n lletach neu 3.7 metr neu’n lletach rhag mynd ar y darnau o’r A55 a bennir yn Atodlen 7, ac eithrio cerbydau a awdurdodwyd gan Heddlu Gogledd Cymru. Disgrifir y llwybr arall hefyd yn yr Atodlen honno. Dim ond un cyfyngiad lled bydd ar waith ar unrhyw adeg;

vii. gwahardd beicwyr a cherddwyr rhag mynd ar y darn o’r llwybr beiciau/llwybr troed sy’n gyfagos i’r darn o’r A55 a bennir yn Atodlen 8. Disgrifir y llwybr arall hefyd yn yr Atodlen honno;

viii. gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys ac ar gyfer y gwaith, rhag cael ei yrru ar y darnau o’r A55 a bennir yn Atodlen

5. Bydd arwyddion traffig a osodir ymlaen llaw yn dangos y cyfnodau pan fydd y ffordd ar gau a dim ond am gyfnodau byr y disgwylir iddi fod ar gau. Nid oes angen unrhyw lwybrau dargyfeiriol.

Daw’r Gorchymyn i rym ar 7 Medi 2026. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro yn weithredol yn ysbeidiol a dros nos yn bennaf (19:00 – 07:00 o’r gloch) o 7 Medi 2026 am gyfnod o 18 mis ar y mwyaf. Bydd hysbysiad am y gwaharddiadau a’r cyfyngiadau yn cael ei arddangos cyn i unrhyw waith ddechrau.

Y darn o gerbytffordd tua’r dwyrain (y pentir) yr A55 sy’n ymestyn o bwynt 320 o fetrau i’r gorllewin o borth gorllewinol Twnnel Penmaen-bach tua’r Gorllewin hyd at bwynt 130 o fetrau i’r dwyrain o borth dwyreiniol y twnnel hwnnw.

Terfynau’r bylchau yn y llain ganol
Y bwlch yn y llain ganol rhwng pwynt sy’n 130 o fetrau i’r dwyrain o borth dwyreiniol Twnnel Penmaen-bach tua’r Gorllewin a phwynt sy’n 65 o fetrau i’r dwyrain o’r porth hwnnw.

Terfyn cyflymder 40 mya dros dro a gwahardd cerbydau
Y darn o gerbytffordd tua’r gorllewin yr A55 sy’n ymestyn o bwynt 500 metr i’r dwyrain o ganolbwynt cylchfan Cyffordd 19 (Cyfnewidfa Glan Conwy) hyd at ganolbwynt trosbont Traphont y Red Gables, gan gynnwys y ffyrdd ymuno ac ymadael tua’r gorllewin wrth Gyffyrdd 19, 18, 17, y gylchfan wrth Gyffordd 16 a’r bwlch yn y llain ganol fel y’i diffinnir ym mharagraff 2 o Atodlen 3.

Y darn o gerbytffordd tua’r dwyrain yr A55 sy’n ymestyn o ganolbwynt trosbont Traphont y Red Gables hyd at y llain ganol wrth bwynt sy’n 191 o fetrau i’r gorllewin o borth gorllewinol Twnnel Pentir Penmaen-bach tua’r Dwyrain, gan gynnwys y bwlch yn y llain ganol fel y’i diffinnir ym mharagraff 2 o Atodlen 3.

Y darn o gerbytffordd tua’r dwyrain yr A55 sy’n ymestyn o’r llain ganol wrth bwynt sy’n 787 o fetrau i’r dwyrain o borth dwyreiniol Twnnel Pentir Penmaen-bach tua’r Dwyrain hyd at bwynt sy’n 500 metr i’r dwyrain o ganolbwynt cylchfan Cyffordd 19 (Cyfnewidfa Glan Conwy), gan gynnwys y ffyrdd ymuno ac ymadael tua’r dwyrain wrth Gyffyrdd 17, 18 a 19.

Estyn cyfyngiad cyflymder 30 mya y Pentir
Y darn o’r bwlch yn y llain ganol rhwng pwynt sy’n 130 o fetrau i’r dwyrain o borth dwyreiniol Twnnel Penmaen-bach tua’r Gorllewin a phwynt sy’n 65 o fetrau i’r dwyrain o’r porth hwnnw.

Y darn o gerbytffordd tua’r gorllewin yr A55 sy’n ymestyn o bwynt 840 o fetrau i’r gorllewin o ganolbwynt trosbont Cyffordd 17 (Morfa Conwy) hyd at bwynt 362 o fetrau i’r gorllewin o borth gorllewinol Twnnel Penmaen-bach tua’r Gorllewin.

Y darn o gerbytffordd tua’r dwyrain yr A55 sy’n ymestyn o bwynt 940 o fetrau i’r dwyrain o ganolbwynt Cyffordd 16 (Cylchfan Puffin) hyd at bwynt 191 o fetrau i’r gorllewin o borth gorllewinol Twnnel Pentir Penmaen-bach tua’r Dwyrain.

Y bwlch yn y llain ganol rhwng pwynt sy’n 210 o fetrau i’r gorllewin o borth gorllewinol Twnnel Penmaen-bach tua’r Gorllewin a phwynt sy’n 320 o fetrau i’r gorllewin o’r porth hwnnw.

THE A55 TRUNK ROAD (PENMAENBACH TUNNEL, CONWY COUNTY BOROUGH) (TEMPORARY TRAFFIC PROHIBITIONS & RESTRICTIONS) ORDER 202-

THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A55 trunk road at Penmaenbach Tunnel, Conwy.

The effect of the proposed Order will be to temporarily:

i. close, alternately, the eastbound and westbound carriageways of the length of the A55 specified in Schedule 1 to this Notice. Contraflow will operate in the offside lane of whichever carriageway remains open to traffic;

ii. prohibit all vehicles from overtaking on the length of the A55 specified in Schedule

2 and control the movement of traffic through gaps in the central reservation of the A55, as described in Schedule 3, either side of the Tunnel (which will be re-opened during the works) whilst eastbound or westbound contraflow is in operation;

iii. impose a 50 mph speed limit on the length of the A55 specified in Schedule 4;

iv. impose a 40 mph speed limit on the lengths of the A55 specified in Schedule 5;

v. impose a 30 mph speed limit on the lengths of the A55 specified in Schedule 6;

vi. prohibit vehicles with a width of or exceeding 3.2 metres or 3.7 metres from proceeding on the lengths of the A55 specified in Schedule 7, except vehicles authorised by North Wales Police. The alternative route is also described in that Schedule. Only one width restriction will be in place at any one time;

vii. prohibit cyclists and pedestrians from proceeding in the length of the cycleway/footpath adjacent to the length of the A55 specified in Schedule 8. The alternative route is also described in that Schedule;

viii. prohibit all vehicles, other than those being used by the emergency services and for the works, from being driven on the lengths of the A55 specified in Schedule

5. Any such closures will be indicated by advance traffic signs and are only expected to be for short periods of time. No diversionary routes are necessary.

The Order will come into force on 7 September 2026. The temporary prohibitions and restrictions are expected to operate intermittently and mostly overnight (19:00 – 07:00 hours) from 7 September 2026 for a maximum duration of 18 months. Notice of the prohibitions and restrictions will be displayed before the start of any works.

The length of the A55 that extends from a point 320 metres west of the western portal of the Penmaenbach Westbound Tunnel to a point 130 metres east of the eastern portal of that tunnel.

SCHEDULE 2
No overtaking
The length of the eastbound (headland) carriageway of the A55 that extends from a point 320 metres west of the western portal of the Penmaenbach Westbound Tunnel to a point 130 metres east of the eastern portal of that tunnel.

SCHEDULE 3
Limits of the central reserve gaps
The gap in the central reservation situated between a point 130 metres east of the eastern portal of the Penmaenbach Westbound Tunnel and a point 65 metres east of that portal.

The gap in the central reservation situated between a point 210 metres west of the western portal of the Penmaenbach Westbound Tunnel and a point 320 metres west of that portal.

SCHEDULE 4
Temporary 50 mph speed limit
The length of the A55 westbound carriageway that extends from a point 20 metres east of the eastern portal of the Conwy Tunnel to a point 20 metres west of the centre-point of Morfa Drive over-bridge.

SCHEDULE 5
Temporary 40 mph speed limit and prohibition of vehicles
The length of the A55 westbound carriageway that extends from a point 500 metres east of the centre-point of the Junction 19 (Glan Conwy Interchange) roundabout to the centre-point of Red Gables Viaduct over-bridge, including the westbound entry and exit slip roads at Junctions 19, 18, 17, the roundabout at Junction 16 and the central reserve gap as defined in paragraph 2 of Schedule 3.

The length of the A55 eastbound carriageway that extends from the centre-point of Red Gables Viaduct over-bridge to the central reserve at a point 191 metres west of the western portal of Penmaenbach Eastbound Headland Tunnel, including the central reserve gap as defined in paragraph 2 of Schedule 3.

The length of the A55 eastbound carriageway that extends from the central reservation at a point 787 metres east of the eastern portal of the Penmaenbach Eastbound Headland Tunnel to a point 500 metres east of the centre-point of the Junction 19 (Glan Conwy Interchange) roundabout, including the eastbound entry and exit slip roads at Junctions 17, 18 and 19.

SCHEDULE 6

Extension of the Headland 30mph speed restriction
The length of the central reserve gap between a point 130 metres east of the eastern portal of the Penmaenbach Westbound Tunnel and a point 65 metres east of that portal.

The length of the A55 westbound carriageway that extends from a point 840 metres west of the centre-point of the Junction 17 (Conwy Morfa) over-bridge to a point 362 metres west of the western portal of the Penmaenbach Westbound Tunnel.

The length of the A55 eastbound carriageway that extends from a point 940 metres east of the centre-point of Junction 16 (Puffin Roundabout) to a point 191 metres west of the western portal of Penmaenbach Eastbound Headland Tunnel.

The gap in the central reservation between a point 210 metres west of the western portal of the Penmaenbach Westbound Tunnel and a point 320 metres west of that portal.
