College Road - Changes to Disabled Persons’ Parking Bay Hours and Restrictions

The Harrow (Free Parking Places) (Disabled Persons) (Non-residential) (Amendment No. 10) Traffic Order 2026
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow on 19th August 2026 made the above-mentioned Orders under sections 45, 46 and 49 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985 and all other enabling powers.
2. The general effect of the Order will be to:
a) on the north side of College Road, to convert the hours of control of a total of six disabled bays outside Nos. 4 to 30 College Road, from ‘Monday to Saturday 8am to 6.30pm and Sunday 10am to 6pm’, to ‘Monday to Sunday 8am to 8pm’. The extent of the bays and the maximum stay would remain unchanged; however, a 4-hour no-return period would be introduced; and
b) on the north side of the unnamed service road off Greenhill Way at the rear of Nos. 303 to 313 Station Road and Nos. 2 to 24 St Ann’s Road, to convert the hours of control of eight perpendicular disabled bays opposite the rear of Nos. 16 to 24 St Ann’s Road, from ‘Monday to Saturday 8am to 6.30pm, to ‘Monday to Sunday 8am to 8pm’. The extent of the bays and the maximum stay period would remain unchanged; however, a 4-hour no-return limit would be introduced.
3. A copy of the Orders, which will come into operation on 24th August 2026 and of relevant previous Orders can be inspected until the end of 6 weeks from the date on which the Orders were made at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between the hours of 10.00 a.m. and 6.00 p.m. Monday to Saturday and 11.00 a.m. and 3.00 p.m. Sunday, excluding Bank Holidays;
4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.
