ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewage works in Griffiths Road, they intend to make an Order the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Griffiths Road from the eastern flank wall of No. 2 Griffiths Road to a point opposite the common boundary of Nos. 10 and 12 Griffiths Road; or

(b) wait, including for the purpose of loading or unloading a vehicle, in the length of Griffiths Road specified in sub-paragraph (a) above; or

(c) wait, including for the purpose of loading or unloading a vehicle, in the length of Griffiths Road that extends from the common boundary of Nos. 1 and 2 Griffiths Road and the common boundary of Nos. 11 and 13 Griffiths Road.

3. Any designated parking place situated in the roads or lengths of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to:-

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

6. Vehicular traffic affected by the road closure should proceed using one or more of the following roads as required -

Merton Road, Montague Road, Pelham Road and The Broadway.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into force on Tuesday 1 September 2026 and it is expected that the works will be completed within 10 days. However, the Order will remain in force for a period of 6 months.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 19 August 2026, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the ‘Electric Vehicle Charging Points’ Orders will be to:-

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify that the parking places listed in Schedule 1 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected using a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed;

(d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed.

3. The general effect of the ‘Parking Places Amendment’ Orders will be to remove lengths of parking place in the lengths of roads listed in Schedule 2 to this notice and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.

4. A copy of each of the Orders, which will come into force on 1 September 2026, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

AVENUE ROAD, SW16; the south-west side, from a point 13.2 metres north-west of its junction with Northborough Road, north-westward for a distance of 6 metres.

CANNON HILL LANE, SW20; the north-west side, from a point 3 metres north-east of the common boundary of Nos. 106 and 108 Cannon Hill Lane, south-westward for a distance of 6 metres (Partial footway parking, 1 metre on the footway).

HILLCROSS AVENUE, SM4; the south-east side, from the north-easternmost boundary wall of No. 283 Hillcross Avenue, south-westward for a distance of 6 metres.

MANOR WAY, CR4; the north-west side, from a point 1.4 metres south-west of common boundary of Nos. 189 and 191 Manor Way, north-eastward for a distance of 6 metres.

NEWMINSTER ROAD, SM4; the north-east side, from a point 1.9 metres north-west of the common boundary of No. 33 (the Community Centre building) and No. 35 Newminster Road, north-westward for a distance of 5.5 metres.

OAKLEIGH WAY, CR4; the south-east side, from a point 5.2 metres southwest of the north-easternmost property boundary wall of No. 41 Grove Road, south-westward for a distance of 6 metres.

WOODSTOCK WAY, CR4; the south side, from a point 1.5 metres east of a point opposite the north-western kerb-line of Warminster Way, eastward for a distance of 6 metres.
