LONDON BOROUGH OF MERTON
2. The general effect of the ‘Cycle Hire Parking Places’ Order will be to:
(a) designate a parking place on the carriageway in the lengths of road specified in the Schedule 1 to this notice for the leaving of electric assisted pedal cycles being used in a public hire scheme operated under an agreement with the Council;
(b) remove the parking places for the leaving of electric assisted pedal cycles in the lengths of road specified in Schedule 2 to this notice.
3. The general effect of the ‘Parking Place Amendment’ Orders will be to remove existing parking places in certain of the lengths of road specified in Schedule 1 to this notice to accommodate the introduction of electric assisted pedal cycle hire parking places and to extend existing adjacent parking places to the lengths of road specified in Schedule 2 to this notice.
4. A copy of the Orders, which will come into force on 1 September 2026, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden SM4 5DX. 5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE 1
BELVEDERE AVENUE, SW19; the north-east side, from a point 7.5 metres north-west of the common boundary of No. 58 Church Road and No. 8 Belvedere Avenue, north-westward for a distance of 6 metres.
LEAMINGTON AVENUE, SM4; the north side, from a point 40.10 metres west of the western kerb-line of Monkleigh Road westward for a distance of 6 metres.
MANOR PLACE, CR4; the north-east side, from a point 8.7 metres north-east of the north-eastern kerb-line of Manor Road, north-westward for a distance of 6.0 metres.
MOSTYN ROAD, SW19; the south-west side, from a point 81.3 metres north-west of a point opposite the south-eastern flank wall of No. 60 Mostyn Road north-westward for a distance of 11 metres.
SCHEDULE 2
BELVEDERE AVENUE, SW19; the north-east side, from a point opposite a point 6.2 metres south-east of the north-western flank wall of No. 31 Belvedere Grove, south-eastward for a distance of 5.5 metres.
DUDLEY ROAD, SW19; the north side, from a point opposite a point 0.4 metres east of the party wall of Nos. 23 and 24 Dudley Road, eastward for a distance of 6.2 metres.
MOSTYN ROAD, SW19; the south-west side, from a point 1.3 metres north-west of a point in line with the south-eastern flank wall of No. 60 Mostyn Road, north-westward for a distance of 5 metres.
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(ABINGDON CLOSE, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
1. The Council of the London Borough of Merton hereby give notice that to facilitate excavation works in the verge and carriageway in Abingdon Close, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will–
(a) cause or permit any vehicle to enter or proceed in Abingdon Close, from its junction with East Road to the common boundary of Nos. 10 and 11 Abingdon Road;
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the road or length of road specified in paragraph 2(a) above; or
(c) enter or proceed in the northern footway adjacent to the length of road specified in 2(a) above.
3. Any designated parking place situated in the road or length of road specified in paragraph 2 above will be suspended for the duration of the works.
4. The restrictions and suspensions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by the footway closure should proceed using the footway opposite.
6. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent vehicular access to premises in or adjacent to the lengths of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.
7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Tuesday 1st September 2026 with the works anticipated to be completed by Thursday 10th September 2026. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1)
LONDON BOROUGH OF MERTON
(ROPER WAY, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecoms works, they intend to make an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works no person will -
(a) cause or permit any vehicle to enter or proceed in Roper Way, from its junction with Eastfields Road generally north-eastwards for a distance of 30 metres; or
(b) wait, including for the purpose of loading or unloading a vehicle, in the length of road specified in sub paragraph 2(a) above; or
(c) enter or proceed in the western footway adjacent to the length of road specified in sub-paragraph 2(a) above.
3. During the works the following Order will be suspended:
(a) London Borough of Merton (Prescribed Route) (No. 48) Traffic Order 1990;
(b) Merton (Prescribed Route) (Sandy Lane) Traffic Order 2021.
4. Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works.
5. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
7. Vehicular traffic affected by the road closure should proceed using one or more of the following roads as required:
Eastfields Road, Guya Gardens, Lock’s Lane, Priestley Road, Sandy Lane, Streatham Road.
8. Pedestrians affected by the footway closure should proceed using the footway opposite or as directed by signage.
9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
10. The Order will come into operation on 29 August 2026 and it is anticipated the works will be completed in one day. However, the Order will remain in force for a maximum period of 3 months should further works be required.

(BRIDGES ROAD MEWS, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
1. The Council of the London Borough of Merton hereby give notice that to facilitate a new gas mains connection in Bridges Road Mews, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works no person would cause or permit any vehicle to:-
(a) enter or proceed in Bridges Road Mews from a point 12 metres west of the western kerb-line of its junction with Bridges Road westwards for a distance of 8 metres; or
(b) wait, including for the purpose of loading or unloading a vehicle, in the length of Bridges Road Mews specified in sub-paragraph (a) above.
