York - Multiple Temporary Traffic Restrictions and Road/Public Right of Way Closures
What is happening?
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Sections 14(1) & 15(8) of the Road Traffic Regulation Act 1984 (the Act), on Thursday, 20 August 2026 in respect of the locations numbered (1), (2), (3), (4), (5) & (6). Furthermore, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the locations numbered (7), (8), (9), (10), (11), (12) & (13).
(1) MILL LANE, HEWORTH
This Order prohibits vehicles from proceeding and waiting in that length of carriageway on Mill Lane, Heworth between the junction with Heworth Green and East Parade (closed carriageway) during the period when water mains works are being undertaken thereon, commencing at 0800hrs on Monday, 24 August 2026 and ending at 1700hrs on Friday, 28 August 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Heworth Green, Heworth Road, East Parade, Eboracum Way, Layerthorpe, Hawthorn Grove. Access for resident and emergency vehicles will be maintained throughout the works period.
(2) FARMERS WAY, COPMANTHORPE
This Order prohibits vehicles from proceeding and waiting in that length of road on Farmers Way, Copmanthorpe between its junctions with Wheelwright Close and Sawyers Crescent (closed roads) during the period when telecoms works are being undertaken thereon, commencing at 0930hrs on Monday, 24 August 2026 and ending at 1530hrs on Wednesday, 26 August 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will be closed between 0930hrs and 1530hrs each day of the works period. An alternative route for diverted vehicles will be signed during the works period via Farmers Way, Flaxman Croft. Access for resident and emergency vehicles will be maintained throughout the works period.
(3) MARKHAM STREET, YORK
This Order prohibits vehicles from proceeding and waiting in that length of road on Markham Street, York between its junction with Eldon Street and the projected eastern boundary of property No. 37 (closed roads) during the period when gas mains works are being undertaken thereon, commencing at 0800hrs on Monday, 24 August 2026 and ending at 1700hrs on Sunday, 30 August 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will be closed between 0800hrs and 1700hrs each day of the works period. An alternative route for diverted vehicles will be signed during the works period via Haxby Road, Lowther Street, Eldon Street. Additionally, the ‘ONE WAY’ direction of traffic flow in Markham Street are suspended during the period of physical closure to allow two-way traffic flow in the said road. Additionally, all ‘on-street’ parking places situated on both sides of Markham Street (i) between its junction with Haxby Road and the projected north-western boundary of property No.3 and (ii) between the projected north-eastern boundaries of property No’s. 25 & 37 will be suspended during the works period. Access for resident and emergency vehicles can be arranged with traffic management operatives.
(4) MOOR LANE, BISHOPTHORPE
This Order prohibits vehicles from proceeding and waiting in that length of road on Moor Lane, Bishopthorpe between its junction with Moor Lane Drive and the projected eastern boundary of property No. 4 (closed roads) during the period when telecoms works are being undertaken thereon, commencing at 0830hrs on Monday, 24 August 2026 and ending at 1600hrs on Wednesday, 26 August 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will be closed between 0830hrs and 1600hrs each day of the works period. An alternative route for diverted vehicles will not be signed during the works period. Access for resident and emergency vehicles will be maintained throughout the works period.
(5) ASHVILLE STREET, YORK
This Order prohibits vehicles from proceeding and waiting in that length of road on Ashville Street, York between its junction with Huntington Road and the projected western boundary of property No. 40 (closed roads) during the period when water mains works are being undertaken thereon, commencing at 0930hrs on Wednesday, 26 August 2026 and ending at 1600hrs on Friday, 28 August 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will be closed between 0930hrs and 1600hrs each day of the works period. An alternative route for diverted vehicles will not be signed during the works period. Access for resident and emergency vehicles will be maintained throughout the works period.
(6) LANDING LANE, YORK
This Order prohibits vehicles from proceeding and waiting in that length of road on Landing Lane, York between its junction with Water End and the entrance to the RSPCA (closed roads) during the period when water mains works are being undertaken thereon, commencing at 0800hrs on Monday, 24 August 2026 and ending at 1700hrs on Monday, 05 October 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will not be signed during the works period. Access to the RSPCA and Yorkshire Water substation will be maintained throughout the works period and will be signed via the alternative south-west junction of Landing Lane from Water End. Access for emergency vehicles will be maintained throughout the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
(7) PROW 55/2/10 NORTH STREET GARDENS TO OUSE BRIDGE (CONTINUATION), YORK
This Order, with authorisation from the Secretary of State for Transport, continues in force The York (PROW 55/2/10 North Street Gardens to Ouse Bridge) (Temporary Traffic Restriction) Order 2022 (original Order). The effect of which is to continue in force the prohibition on pedestrians from proceeding and waiting in that length of public right of way on PROW 55/2/10 North Street Gardens to Ouse Bridge, York (closed public right of way) during the period commencing at 0001 hours on Saturday, 29 August 2026 and ending at 2359 hours on Sunday, 27 February 2028 (works period) or on a date when danger arising from a structural defect works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians will not be signed during the danger period.
(8) PUBLIC RIGHT OF WAY 28/7/10 (CONTINUATION), OSBALDWICK
This Order, with authorisation from the Secretary of State for Transport, continues in force The Osbaldwick (Public Right of Way 28/7/10) (Temporary Traffic Restriction) Order 2022 (original Order). The effect of which is to continue in force the prohibition on pedestrians from proceeding and waiting in that length of public right of way on Public Right of Way 28/7/10, Osbaldwick (closed public right of way) during the period commencing at 0001 hours on Saturday, 29 August 2026 and ending at 2359 hours on Monday, 28 February 2028 (works period) or on a date when danger arising from a structural defect works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians will not be signed during the danger period.
(9) PUBLIC RIGHT OF WAY 11/10/10 (CONTINUATION), SKELTON
This Order, with authorisation from the Secretary of State for Transport, continues in force The Skelton (Public Right of Way 11/10/10) (Temporary Traffic Restriction) Order 2022 (original Order). The effect of which is to continue in force the prohibition on pedestrians from proceeding and waiting in that length of public right of way on Public Right of Way 11/10/10, Skelton (closed public right of way) during the period commencing at 0001 hours on Saturday, 29 August 2026 and ending at 2359 hours on Monday, 28 February 2028 (works period) or on a date when danger arising from a structural defect works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians will not be signed during the danger period.
(10) BACK LANE OF CLAREMONT TERRACE FROM ADJACENT TO NO. 1 TO REAR OF NO. 16 & UNION TERRACE CAR PARK (CONTINUATION), YORK
This Order continues in force The York (Back Lane of Claremont Terrace from adjacent to No. 1 to rear of No. 16 & Union Terrace Car Park) (Emergency Temporary Traffic Restriction) Order 2026 (original Order). The effect of which is to continue the prohibition on vehicles and pedestrians from proceeding and waiting in that length of road on Back Lane of Claremont Terrace from adjacent to No. 1 to rear of No. 16 & Union Terrace Car Park, York (i) the rear access to property No’s 1 to 16 on Claremont Terrace and (ii) South-east car parking spaces of Union Terrace Car Park (closed road) during the period commencing at 0001 hours on Saturday, 29 August 2026 and ending at 2359hrs on Friday, 02 October 2026 (works period) or on a date when structural wall repair works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route will not be signed during the works period. Access for pedestrians to Back Lane of Claremont Terrace will be maintained throughout the works period. Additionally, blue badge holder parking and Car Club holder parking will remain unaffected during the Union Terrace Parking Suspension.
(11) BACK LANE, WIGGINTON
This Order will prohibit vehicles from proceeding and waiting in that length of road on Back Lane, Wigginton between its junction with Church Lane and the projected western boundary of the property known as The Rowans (closed roads) during the period when highway maintenance works are being undertaken thereon, commencing at 0900hrs on Saturday, 01 August 2026 and ending at 1600hrs on Wednesday, 02 September 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will be closed between 0900hrs and 1600hrs each day of the works period. An alternative route for diverted vehicles will be signed during the works period via Greenshaw Drive, Westfield Lane, The Village, Church Lane. Any specific access requirements may be arranged by speaking to the site traffic management operatives, who will co-ordinate with residents’ requirements around the ongoing construction operations. Emergency access will be maintained throughout the works period.
(12) A64 FROM ASKHAM FIELDS JUNCTION TO BUCKLES INN, ASKHAM BRYAN
This Order will prohibit vehicles from proceeding and waiting in that length of road on A64 from Askham Fields junction to Buckles Inn, Askham Bryan between its roundabout controlled junction with Askham Fields Lane and junction with Manor Heath (closed roads) during the period when resurfacing works are being undertaken thereon, commencing at 2000hrs on Tuesday, 01 September 2026 and ending at 0500hrs on Wednesday, 02 September 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via A64, A1036 Tadcaster Road. Access for resident and emergency vehicles will be maintained throughout the works period.
(13) NABURN LANE, WHELDRAKE
This Order will prohibit vehicles from proceeding and waiting in that length of road on Naburn Lane, Wheldrake between the projected western boundaries of properties known as Wisteria Lodge and Fairview (closed roads) during the period when water mains works are being undertaken thereon, commencing at 0800hrs on Wednesday, 02 September 2026 and ending at 1700hrs on Wednesday, 02 September 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Moor Lane, York Road, Howden Lane. Access for resident and emergency vehicles will be maintained throughout the works period.
