HYSBYSIR gyda hyn fod Cyngor Bwrdeistref Sirol Merthyr Tudful, drwy arfer ei bwerau o dan Adrannau 1(1) a 2(1) i (3) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (“y Ddeddf”)(fel y’i diwygiwyd), a phob pwˆer galluogol arall ac ar ôl ymgynghori â Phennaeth yr Heddlu yn unol â Rhan III o Atodlen 9 o’r Ddeddf wedi gwneud y Gorchymyn a ganlyn: y disgrifir yr effaith gyffredinol isod.

Mae effaith y Gorchymyn fel a ganlyn: -

1. Ni chaiff unrhyw berson beri i unrhyw gerbyd aros ar unrhyw adeg ar hyd ac ochrau darnau o ffordd a bennir yn yr Atodlen isod.

2. Ni fydd unrhyw beth yn Erthygl 1 yn ei gwneud yn anghyfreithlon i gerbydau’r gwasanaeth brys aros ar y darnau o ffyrdd ac ochrau darnau o ffyrdd a bennir ‘yno’ ac i Ymarferwyr Meddygol a Milfeddygon ymweld tra “ar alwad.” Caniateir i gerbydau aros at ddibenion esgyn, disgyn, llwytho a dadlwytho, adeiladu a gwaith ffordd, ar gyfer cynnal a chadw, gwella, ailadeiladu, arolygu neu arolygu darnau ffyrdd ac ochrau darnau o ffyrdd a chynnal gwasanaethau hanfodol, priodasau, angladdau a dosbarthu pecynnau post gan gerbydau gwasanaeth y Swyddfa Bost. Caniateir i gerbydau pobl anabl sy’n arddangos y bathodyn personau anabl perthnasol aros am hyd at dair awr (gyda dychwelyd wedi’i wahardd o fewn awr).

3. Os yw unrhyw berson yn dymuno cwestiynu dilysrwydd y Gorchymyn, neu unrhyw un o’i ddarpariaethau ar y sail nad yw ef neu hwy o fewn y pwerau a roddwyd gan Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd), neu nad yw unrhyw ofyniad y Ddeddf, neu unrhyw offeryn a wnaed ynddi, wedi’i gydymffurfio, caiff y person hwnnw o fewn chwe wythnos o’r dyddiad y gwneir y Gorchymyn, wneud cais i’r Uchel Lys at y dibenion hyn. Gwnaed y Gorchymyn ar 12 Awst 2026.

i) Yr ochr ddwyreiniol o bwynt 125 metr i’r de o’i chyffordd â’r ffordd sy’n arwain hyd at 16 Cae Mari Dwn, i gyfeiriad y de hyd at ei chyffordd ag ochr ogleddol Y Rhodfa. 

ii) Yr ochr ddwyreiniol o’i chyffordd ag ochr ddeheuol Y Rhodfa am a pellter o 10 metr i gyfeiriad y de.

iii) Yr ochr orllewinol o bwynt 101 metr i’r de o’i chyffordd â’r ffordd sy’n arwain i 16 Cae Mari Dwn, i gyfeiriad y de hyd at bwynt 10 metr i’r de o’r ochr ddeheuol ei chyffordd â’r Rhodfa.

iv) Dwy ochr yr Orymdaith o’r gyffordd â Heol y Frenhines am bellter o 10 metrau i gyfeiriad y dwyrain.

(PROHIBITION OF WAITING AT ANY TIME) ORDER 2026

NOTICE is hereby given that Merthyr Tydfil County Borough Council in exercise of its powers under Sections 1(1) and 2(1) to (3) of the Road Traffic Regulation Act 1984 (“the Act”)(as amended), and all other enabling powers and after consultation with the Chief of Police in accordance with Part III of Schedule 9 of the Act has made the following Order, the general effect of which is described below.

The effect of the Order is as follows: -

1. No person shall cause any vehicle to wait at any time on the lengths and
sides of lengths of road specified in the below Schedule.

2. Nothing in Article 1 shall render it unlawful for emergency service vehicles to wait on the lengths of roads and sides of lengths of roads specified ‘therein’ and for Medical Practitioners and Veterinary Surgeons to visit while “on call”. 

Vehicles are allowed to wait for the purposes of boarding, alighting, loading and unloading, building and road works, for maintenance, improvement, reconstruction, inspection or survey of the lengths of roads and sides of lengths of roads and the maintenance of essential services, weddings, funerals and the delivery of postal packets by vehicles of the service of the Post Office. Disabled persons’ vehicles displaying the relevant disabled persons badge are allowed to wait for up to three hours (with a return prohibited within one hour). 

3. If any person wishes to question the validity of the Order, or any of its provisions on the ground that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended), or that any requirement of the Act, or of any instrument made under it has not been complied with, that person may within six weeks from the date on which the Order is made, apply to the High Court for these purposes. The Order was made on 12th August 2026.

SCHEDULE
PROHIBITION OF WAITING AT ANY TIME
Queens Road, Twynyrodyn, Merthyr Tydfil

i) The eastern side from a point 125 metres south of its junction with the road leading to 16 Cae Mari Dwn, in a southerly direction to its junction with the northern side of The Parade.

ii) The eastern side from its junction with the southern side of The Parade for a distance of 10 metres in a southerly direction.

iii) The western side from a point 101 metres south of its junction with the road leading to 16 Cae Mari Dwn, in a southerly direction to a point 10 metres south of the southern side of its junction with The Parade.

iv) Both sides of The Parade from its junction with Queen’s Road for a distance of 10 metres in an easterly direction.
