What is happening?

THE LONDON BOROUGH OF REDBRIDGE
School Streets Scheme - The Redbridge (Prescribed Routes) (School Streets) - (Experimental No.6) Order 2026

(NOTE: This Notice is about the introduction of part-time pedestrian zones during term-time (school streets) in streets adjacent to Woodford Green Primary School and the introduction of a ‘no-entry’ in High Elms, IG8. Objections may be made – see paragraph 4).

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Redbridge made on the 18th August 2026 the above-mentioned Order under Section 9 of the Road Traffic Regulation Act 1984 (as amended).

2. The general effect of the Order, which will come into force on 2nd September 2026, is to:
(a) implement a pedestrian and cycle zone in High Elms, IG8 as described in more detail in the Schedule to this Notice. All motor vehicles, except permit holders, will be prohibited from entering or proceeding in the pedestrian and cycle zone during the prescribed hours specified in the Schedule to this Notice;

(b) implement a prohibition of entry on High Elms (the southern to northern extremity), IG8 at a point in line with the southern kerb-line of Links Road, IG8 for vehicles travelling in a southerly direction;

3. A copy of the Order and other documents giving more detailed particulars of the Order, including map-based plans may be examined at: The Customer Centre, Lynton House, 255-259 High Road, Ilford, IG1 1NY, between 10:00am and 4:00pm Monday to Friday (except on Bank Holidays).

4. The Council will consider in due course whether the provisions of the Order should be continued in force indefinitely by means of a permanent Order made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Order within a period of 6 months beginning with the date on which the Experimental Order comes into force or, if the Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force.

5. Any objection must be made in writing and must state the grounds on which it is made and be sent to: redbridgetmo@wsp.com, or by writing to: School Streets Team, 2nd Floor (Front), Lynton House, 255-259 High Road, Ilford, IG1 1NY, (quoting reference REDW001). Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.

6. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
