THE BOROUGH COUNCIL OF TEST VALLEY OFF STREET PARKING PLACES ORDER 2026 NOTICE OF PROPOSALS

NOTICE IS HEREBY GIVEN that the Borough Council of Test Valley (“the Council”) proposes to make a new Off Street Parking Places Order the effect of which is to amend The Borough Council of Test Valley Off Street Parking Places Order 2022 (the “2022 Order”). The general nature and effect of the amendments are as follows:

  1. Removal of EVCP parking bays and addition of parent and child parking bays at Chantry Centre Multi-storey car park Andover levels 2A.

  2. High Street (South End) Disabled-only parking (time limited) and Market Day restrictions – these are to be retained, and the Council may from time-to-time designate additional Disabled-only parking in this location designate which will be indicated by appropriate signs and/or markings.

  3. The temporary disabled parking bays to be made permanent at George Yard (East) car park, Andover.

  4. Winchester Road Car Park, Andover - provision of season ticket parking to be introduced.

  5. Shepherd’s Spring Lane Car Park Andover, the two-hour free option is no longer available via RingGo but remains available via Pay & Display ticket.

  6. Romsey Rapids Car Park, Romsey – the four-hour free option has been removed from RingGo but remains available via Pay & Display ticket.

  7. Church Road, Former Magistrates Car Park, Romsey – Hampshire County Council visitor and permit bays to be removed.

  8. For all Car Parks and Parking places, introducing the ability of the Council to designate an existing parking bay as an electric vehicle charging bay.

  9. All other provisions within the Order will remain unchanged.

The proposed new order will be known as The Borough Council of Test Valley Off Street Parking Places Order 2026.

More detailed particulars of the proposals are available for inspection on the Council’s web site and may be examined during normal working hours at Council Offices, Beech Hurst, Weyhill Road, Andover SP10 3AJ and at Council Offices, Former Magistrates Court, Church Street, Romsey, SO51 8AQ.

All objections and other representations relating to the order must be made in writing and specify the grounds on which they are made and must be received at the address below no later than 16:00 hours on 11th September 2026.
