** Mae’r Hysbysiad hwn yn gywiriad i’r Hysbysiad Cyhoeddus o’r un enw a gyhoeddwyd ar y 15fed o Orffennaf 2026 ac yn ei ddisodli.

HYSBYSIR drwy hyn fod Cyngor Sir Caerfyrddin (y cyfeirir ato fel “y Cyngor” o hyn ymlaen), ar yr 17eg o Awst 2026, wedi gwneud Gorchymyn o dan Adrannau 1(1), 2(1) i 2(3), 4, 32(1), 35, 45, 46, 49, 51, 53, 122(1) ac 122(2) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd), a Rhan IV o Atodlen 9 iddi, a’r holl bwerau galluogi eraill.

Pwrpas ac effaith y Gorchymyn fydd amrywio ymhellach “Gorchymyn Sir Gaerfyrddin (Rhydaman) Ardal Barcio Arbennig (Mannau Parcio i Breswylwyr) 2004”, “Gorchymyn Sir Gaerfyrddin (Caerfyrddin) Ardal Barcio Arbennig (Mannau Parcio i Breswylwyr) 2004”, “Gorchymyn Sir Gaerfyrddin (Llanelli) Ardal Barcio Arbennig (Mannau Parcio i Breswylwyr) 2004” a “Gorchymyn Sir Gaerfyrddin (ac eithrio Caerfyrddin, Llanelli a Rhydaman) Ardal Barcio Arbennig (Mannau Parcio i Breswylwyr) 2004” (y cyfeirir atynt gyda’i gilydd fel ‘y Gorchmynion Cydgrynhoi’), fel a ganlyn:

1. Cyflwyno system electronig newydd ar gyfer gwneud cais am hawlenni parcio i breswylwyr, eu cyflwyno, eu hadnewyddu a chael rhai newydd.

2. Amrywio paragraff (i) o Erthygl 8 o’r Gorchmynion Cydgrynhoi fel a ganlyn:
Y tâl am roi hawlen barcio i breswylwyr gan y Cyngor, a fydd yn ddilys am ddeuddeg mis, fydd £40.00.

3. Amrywio paragraff (ii) o Erthygl 8 o’r Gorchmynion Cydgrynhoi fel a ganlyn:
Y tâl am roi hawlen barcio i ymwelwyr gan y Cyngor i breswylwyr, a fydd yn ddilys am ddeuddeg mis, fydd £45.00.

4. Amrywio paragraff (iii) o Erthygl 8 o’r Gorchmynion Cydgrynhoi fel a ganlyn:
Y tâl am roi hawlen busnes gan y Cyngor, a fydd yn ddilys am ddeuddeg mis, fydd £60.00.

5. Amrywio paragraff (iv) o Erthygl 8 o’r Gorchmynion Cydgrynhoi fel a ganlyn:
Am bob hawlen barcio newydd y bydd ei hangen yn lle hawlen a gollwyd, a dreuliwyd neu a ddifrodwyd, codir tâl o £40.00 ar breswylwyr a £60.00 ar fusnesau. Bydd y cyfryw hawlenni yn ddilys am ddeuddeng mis o’r dyddiad cyflwyno. Codir £45.00 am ddarparu hawlen newydd i ymwelwyr cyn pen deuddeng mis o’r dyddiad cyflwyno.

Bydd y Gorchymyn yn dod yn weithredol ar ac o’r 1af o Fedi 2026 a bydd modd:

• gweld copi ohono yng Nghanolfannau Gwasanaethau Cwsmeriaid HWB Cyngor Sir Caerfyrddin yn Uned 22, Rhodfa’r Santes Catrin, Caerfyrddin, SA31 1GA; 36 Stryd Stepney, Llanelli, SA15 3TR; a 41 Stryd y Cei, Rhydaman, SA18 3BS;

• gweld copi ohono ar wefan Cyngor Sir Caerfyrddin drwy https://www.sirgar.llyw.cymru/cartref/ cyngor-a-democratiaeth/hysbysiadau-cyhoeddus; neu

• gofyn am gopi ohono drwy gysylltu ag Adran Priffyrdd Cyngor Sir Caerfyrddin drwy anfon e-bost at RheoliTraffig@sirgar.gov.uk.

Gall unrhyw un sy’n dymuno cwestiynu dilysrwydd y Gorchymyn, neu unrhyw ddarpariaeth a gynhwysir ynddo:
1. am nad yw o fewn y pwerau a roddir gan y Ddeddf; neu

2. am na chydymffurfiwyd ag unrhyw ofyniad yn y Ddeddf, neu unrhyw offeryn a wnaed oddi tani, mewn perthynas â’r Gorchymyn, wneud cais i’r Uchel Lys at y diben hwn o fewn chwe (6) wythnos i’r dyddiad y gwnaed y Gorchymyn.

The County Of Carmarthenshire (County-Wide) Special Parking Area (Digital Resident Parking Permits and Permit Charges) Variation Order 2026 **

This Notice serves as a correction to the Public Notice of the same name published on the 15th July 2026 and replaces it.

NOTICE is hereby given that, on the 17th day of August 2026, Carmarthenshire County Council (hereinafter referred to as “the Council”) made an Order under Sections 1(1), 2(1) to 2(3), 4, 32(1), 35, 45, 46, 49, 51, 53, 122(1) and 122(2) of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended) and all other enabling powers.

The purpose and effect of the Order will be to further vary “The County of Carmarthenshire (Ammanford) Special Parking Area (Resident Parking Places) Order 2004”, “The County of Carmarthenshire (Carmarthen) Special Parking Area (Resident Parking Places) Order 2004”, “The County of Carmarthenshire (Llanelli) Special Parking Area (Resident Parking Places) Order 2004” and “The County of Carmarthenshire (with the exception of Carmarthen, Llanelli and Ammanford) Special Parking Area (Residents Parking Places) Order 2004” (collectively referred to as ‘the Consolidation Orders’) as follows:

1. To introduce a new electronic system for the application, renewal, replacement and issue of residents’ parking permits.

2. To vary paragraph (i) of Article 8 of the Consolidation Orders as follows:
The charge for the issue of a resident’s parking permit by the Council, having a validity of twelve months, shall be £40.00.

3. To vary paragraph (ii) of Article 8 of the
Consolidation Orders as follows:
The charge for the issue of a visitor’s parking permit to a resident by the Council, having a validity of twelve months, shall be £45.00.

4. To vary paragraph (iii) of Article 8 of the Consolidation Orders as follows:
The charge for the issue of a business permit by the Council, having a validity of twelve months, shall be £60.00.

5. To vary paragraph (iv) of Article 8 of the Consolidation Orders as follows:

The charge for the issue of a replacement of lost, worn or damaged permit shall be £40.00 per resident’s parking permit and £60.00 per business permit which shall be valid for twelve months from the date of re-issue, and £45.00 per visitors parking permit when replaced within twelve months from the date of issue.

The Order will become operational on and from the 1st September 2026 and a copy of the Order can be:

• inspected at Carmarthenshire County Council’s Customer Service HWBs located at Unit 22, St Catherine’s Walk, Carmarthen, SA31 1GA; 36 Stepney Street, Llanelli, SA15 3TR; and 41 Quay Street, Ammanford, SA18 3BS;

• viewed on Carmarthenshire County Council’s website at https://www.carmarthenshire.gov.wales/home/ council-democracy/public-notices; or

• requested by contacting Carmarthenshire County Council’s Highways Department at ENTrafficManagement@carmarthenshire.gov.uk.

Any persons wishing to question the validity of the Order, or any provision contained in it, on the grounds that:

1. it is not within the powers conferred by the Act; or

2. a requirement of the Act, or of any instrument made under it, has not been complied with in relation to the Order, may, within six (6) weeks of the date on which the Order was made, apply to the High Court for this purpose.
