NOTICE OF PUBLIC CONSULTATION ON THE PROPOSED
SUBMISSION WEST LONDON WASTE PLAN

Planning and Compulsory Purchase Act 2004 and Regulations 19 and 20 of The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended)

NOTICE IS HEREBY GIVEN that the Proposed Submission version of the West London Waste Plan has been published in line with Regulation 19, with representations being welcomed for a period of eight weeks from Tuesday 4th August to Monday 28th September 2026 (11:59 pm) in line with Regulation 20.

The London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow, Richmond upon Thames (the west London boroughs) and the Old Oak and Park Royal Development Corporation (OPDC) have prepared the Proposed Submission West London Waste Plan (WLWP) for public consultation. Ealing Council is hosting the consultation on their online portal, on behalf of the authorities involved - further details are provided below. 

The Proposed Submission WLWP covers the west London boroughs and those parts of Brent and Ealing that are within the OPDC area. It sets out the proposed planning strategy for waste management in the WLWP plan area up to 2041 and includes policies proposed to be used when assessing planning applications that relate to waste management. It also identifies sites proposed to be safeguarded for waste use.

This is the final opportunity to comment before the documents are submitted to the Secretary of State for Examination, and the west London boroughs and OPDC invite representations on whether the Proposed Submission WLWP is ‘sound’ and ‘legally compliant’, including whether it is in general conformity with the London Plan. Representations must be made no later than Monday 28th September 2026 (11:59 pm).

Copies of the Proposed Submission WLWP are available for inspection as follows: 

• Online copies on Ealing Council’s online consultation portal: haveyoursay.ealing.gov.uk/projects/wlwp-consultation.  

• Printed copies are also available to view at the following venues in the OPDC area:

• Printed copies are also available at other West London Boroughs’ main offices and selected libraries in the WLWP area. For further information on these, please visit the online consultation portal. You can submit your comments to us in writing by any of the following methods:

• Complete an online questionnaire on Ealing Council’s online consultation portal: haveyoursay.ealing.gov.uk/projects/wlwp-consultation. 

• Email your completed response form to wlwasteplan@ealing.gov.uk. A PDF and Word version of the form can be found at haveyoursay.ealing.gov.uk/projects/wlwp-consultation. In the form, in ‘Word’ format you can type in your response and return it as an email attachment.

• Complete and post printed copies of the response form to the address given below. Printed copies are available at the selected locations listed on the consultation portal.
