NOTICE IS GIVEN that on 17 August 2026 Oxfordshire County Council made the above experimental orders under the Road Traffic Regulation Act 1984 (“the 1984 Act”). The effect of the orders is to introduce ‘School Streets’ restrictions which are timed road closures that prohibit access for motor vehicles at school drop-off and/or pick-up times. This is to create a safe, welcoming and attractive environment where children, parents and teachers can walk, cycle or scoot, and park away from and walk to school with less risk of danger, concentrated air pollution and traffic congestion.

The effect of the orders, which come into force on 2nd September 2026 is to restrict the use of roads at the following locations and times to prevent motor vehicles from entering the restricted area:

1. Banbury (8:15am to 9:15am & 2:30pm to 4:00pm) Harriers Banbury Academy (SS10): Harriers View – at its junction with Bloxham Road.

2. Didcot (8:00am to 9:00am and 2:30pm to 3:30pm) Willowcroft Community Primary School & St Birinus Boys School (SS11):

• Abbott Road – at its eastern & western junctions with Queensway,

• Glebe Road (northern end) – at its junction with Newlands Avenue,

• Lynmouth Road – at its junction with Newlands Avenue,

• Mereland Road (northern end) – at its junction with Kynaston Road,

• Mereland Road (southern end) – at its junction with Green Close,

• Ridgeway Road (northern end) – at its junction with Kynaston Road.

3. Oxford (8:00am to 9:00am and 2:30pm to 3:30pm) Sandhills Community Primary School (SS06):

• Delbush Avenue (southern end) – at its junction with Merewood Avenue,

• Delbush Avenue (northern end) – at its junction with Hill View.

4. Carterton (8:15am to 9:15am & 2:30pm to 3:30pm) Edith Moorhouse Primary School & St Josephs Catholic Primary School (SS12):

• Edgeworth Drive – at its junction with the B4020 Upavon Way,

• Lawton Avenue (northern end) – at its junction with Rock Close/Arkell Avenue,

• Lawton Avenue (southern end) – at its junction with Alvescot Road,

• Richens Drive – at its junction with the B4020 Upavon Way

The closures will operate Monday to Friday during term time only. Exempted motorists include (but not limited to) emergency services, residents and visitors, blue badge holders, school buses/transports, and deliveries.

The Experimental Orders came into force on 2 September 2026 and may remain in force for a maximum of 18 months. If the provisions of the experimental Orders are made permanent the measures will be incorporated into the existing Oxfordshire County Council local traffic orders.

The orders contain provisions allowing for the Corporate Director for Environment & Place to modify or suspend the Orders or any provisions of the Orders (if appropriate) in accordance with Section 10(2) of the Road Traffic Regulation Act 1984.

The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely. Any person may object to the making of an orders for the purposes of such indefinite continuation within a period of 6 months (a) beginning with the day on which an experimental Orders come into force or (b) if an Order is varied or modified by the Council pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification comes into force.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.

If you wish to question the validity of the Experimental Orders or any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to an Order, you may within 6 weeks from 24 August 2026 apply to the High Court for this purpose. ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1) & (7)

Notice of Temporary Traffic Order

Stadhampton, B4015 (30mph Speed Limit)

Date of Order: 17 August 2026

Coming into force: 22 August 2026

This Order is being introduced because of excavations to facilitate jointing and cabling works as part of electricity network upgrade which are to be completed 2 September. This is a 24 hour daily speed limit restriction. The effect of the Order is to temporarily reduce the 50mph speed limit to 30mph eastwards for 445metres from near the entrance to Marylands Farm. Appropriate traffic signs will be displayed to indicate when the measures are in force.

The relevant part of the Oxfordshire County Council (Stadhampton-Chalgrove Areas) (Speed Limits) Order 2025 regarding the existing 50mph speed limit shall be temporarily suspended. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Notice of Temporary Prohibition of Through Traffic

Longworth, Bramling Cross

Date of Order: 17 August 2026

Coming into force: 24 August 2026

This Order is being introduced because of water main works which is anticipated to take until 31 August 2026 to be completed. The effect of the Order is to temporarily prohibit any vehicle proceeding in that part of Bramling Cross outside property Nos.30 & 31.

Exemptions are included for emergency vehicles, the Works and for access to property. Appropriate traffic signs will be displayed to indicate when the measures are in force. This Order will remain in force for a maximum of 18 months or until the works have been completed whichever is the sooner. (Ref: T18294/RAG)

Notice of Temporary Prohibition of Through Traffic

Great Coxwell, Coxwell Road & A420

Date of Order: 1 September 2026

Coming into force: 7 September 2026

This Order is being introduced because of widening of the existing carriageway and the construction of a signal controlled junction which are anticipated to be completed 16 April 2027. This is a 24 hour daily road closure and restrictions. The effect of the Order is to temporarily prohibit any vehicle proceeding in that part of the link road between the A420 and Coxwell Road. (involves closure of designated right turn lane onto the A420 and turning left off the A420. Both manoeuvres will be prevented by the closure of the link road.) Exemptions are included for emergency vehicles and the Works. Appropriate traffic signs will be displayed to indicate when and where the measures are in force. The alternative route for traffic is via the A420, London Street, Coxwell Street, Coxwell Road and vice versa. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T18343/AC)

Notice of Temporary 30mph Speed Limit

Coming into force: 11 September 2026

This Order is being introduced for road safety to allow excavations to facilitate associated jointing & cabling works as part of a network upgrade scheme which are anticipated to be completed 21 September 2026. This is a 24 hour restriction. The effect of the Order is to temporarily prohibit vehicles exceeding 30mph for a length of 230 metres from the junction of Southend to the junction to Cuddesdon. The relevant part of the Oxfordshire County Council (Stadhampton – Chalgrove Areas) (Speed Limits) Order 2025 will be temporarily suspended. Appropriate traffic signs will be displayed to indicate when and where the measures are in force. Notice of Temporary Traffic Order

Culham, Thames Valley Path/Footpath No.183/11/80

Date of Order: 23 February 2026

Coming into force: 6 March 2026

This Order was introduced because of construction of the Didcot to Culham Thames River crossing bridge which is anticipated to be completed November 2027. This is a 24 hour footpath closure. The effect of the Order is to close temporarily that part of the Footpath No.183/11/80 from south of Zouch Farm – between east Culham and the railway line. Exemptions are included for emergency services, for Works and for pedestrian access to property which is only accessible up to the point of closure. There is no alternative nearby crossing. Appropriate signs will be displayed to indicate when and where the measures are in force. The order, with the consent of the Secretary of State for Transport will remain in force until 30 November 2027 or until the works are completed whichever is the sooner. (Ref: T17198/AC)
