What is happening?

PUBLIC NOTICE by Westminster City Council

Notice is hereby given that on the date 23 July 2026 Westminster City Council made The City of Westminster (Stopping Up of Highways) (No.3) Order 2026 under sub-section 247 (2A) of the Town and Country Planning Act 1990, the general effect of which is to authorise the stopping up of a total area of 378 square metres of the highways Carlisle Place and a path adjacent to the western side of the public open space Cathedral Piazza, to enable development to be carried out at the premises 171 Victoria Street, London, SW1E 5NN. The development comprises the enclosure of the Carlisle Place and the Cathedral Piazza frontages of those premises.

The respective parts of those highways that the order authorises to be stopped up extend:

(a) 27.3 metres south-south-eastward from the footway of Victoria Street and along the eastern side of Carlisle Place by a width that varies in distance westward from the ground floor external wall of the Building by (i) 3.54 metres in line with the Victoria Street line of the Building, (ii) 10.05 metres 8.13 metres south-south-eastward of that line of the Building, (iii) 7.2 metres 24.7 metres south-south-eastward of that line of the Building, (iv) 2.12 metres 27.3 metres south-south-eastward of that line of the Building; and (b) 37.55 metres south-south-eastward from the footway of Victoria Street along a path adjacent to the western side of the public open space Cathedral Piazza by a width that varies in distance eastward from the ground floor external wall of the present building by (i) a uniform width of 4.7 metres from the footway of Victoria Street to 14.85 metres south-south-eastward, (ii) 6.38 metres between 14.85 and 18.2 metres south-south-eastward of the Victoria Street line of the Building, (iii) 4.45 metres between 18.2 and 32.89 metres south-south-eastward of that line of the building, (iv) 11.16 metres between 30.41 and 32.89 metres southsouth- eastward of that line of the building (v) 6.3 metres between 32.89 and 37.55 metres south-south-eastward of that line of the building,

The order and plan identifying the location of the highway authorised to be stopped up may be inspected free of charge between 11am and 5pm Mondays to Fridays at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, during a period of 6 weeks from the date of this notice. Any person aggrieved by the order who desires to question the order’s validity may make an application to the High Court under section 287 of the Town and Country Planning Act 1990 Act within six weeks of the date this notice is first published.

This notice is given pursuant to section 252 of the Town and Country Planning Act 1990.
