ELSHAM ROAD AND RUSSELL ROAD AREA - BUS AND COACH BAN

The Kensington and Chelsea (Prescribed Routes) (No. 2) Traffic Order 2026

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea on 18thAugust 2026 Made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to continue in force indefinitely the provisions of The Kensington and Chelsea (Prescribed Routes) (No. 5) Experimental Traffic Order 2025, that is, to prohibit all buses (including coaches) from entering Elsham Road, Fairfax Place, Holland Gardens, Russell Gardens and Russell Road, excluding any part of those roads that is a red route side road. An exemption will apply to buses following a diversion route approved by the Council or following either a scheduled or an unscheduled diversion route under instruction from Transport for London.

3. A Copy of the Order, which will come into force on 25th August 2026 and of all other relevant documents can be obtained for inspection by emailing trafficorders@ rbkc.gov.uk quoting reference: "RBKC/TMO/Elsham Rd & Russell Rd area bus and coach ban" and can be inspected by appointment at Kensington Town Hall, Hornton Street, London W8 7NX during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made.

4. Anyone wishing to question the validity of the Order or of any of its provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
