THE SOUTHEND-ON-SEA CITY COUNCIL

(OFF-STREET PARKING PLACES) (VARIOUS AMENDMENTS) AMENDMENT NO. ORDER 2026*

Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1, 2, 4 and 122 under the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act, hereby give notice that it intends to make the following Amendment Order:

• The Southend-on-Sea City Council (Off-street Parking Places) (Various Amendments) Amendment No.* Order 2026

The effect of the Traffic Regulation Orders (TRO) would be to:

(i) To introduce provisions restricting the use of Disabled Persons Parking Places within off-street parking places to vehicles displaying a valid Disabled Person’s Badge.

(ii) To introduce Registration Services Visitor Parking Places subject to the applicable parking charges, a maximum stay of 1 hour, and no return within 2 hours at Civic Centre North Car Park.

(iii) To introduce a Staff Permit (Priority 1A) for employees with limited mobility approved by the Council, permitting vehicles displaying a valid permit to use designated Priority 1A Staff Permit bays.

(iv) To designate specified parking bays within Civic Centre East Car Park as Priority 1A Staff Permit only bays.

Copies of the Notice of Proposal, proposed draft Amendment Orders, the Statement of Reasons for proposing to make the Order and designs showing the proposals can be inspected;

• At the Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ER.

The public consultation period will be live from 17th August 2026 until 7th September 2026. Any persons desiring to make a comment on the proposals, only within the given dates, can do so by: making a comment on TraffWeb system under ‘Public Consultation’ using the following link, https://southend.traffweb.app/traffweb/2/PublicConsultation, or by emailing traffweb@southend.gov.uk, or stating the grounds thereof in writing addressed to the TRO Team to the address stated above.
