THE SOUTHEND-ON-SEA CITY COUNCIL (WAITING, LOADING, STOPPING AND PARKING PLACES) (MAP BASED) (CIVIC CENTRE SERVICE ROAD, TICKFIELD AVENUE AND DISABLED BAYS – BATCH 2) AMENDMENT NO. ORDER 2026*
Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1, 2, 4 and 122 under the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act, hereby give notice that it intends to make the following Amendment Orders:
• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Civic Centre Service Road, Tickfield Avenue and Disabled Bays – Batch 2) Amendment No.* Order 2026
The effect of the Traffic Regulation Order (TRO) would be to:
1. To introduce a Staff Permit (Priority 1A) for employees with limited mobility approved by the Council, permitting vehicles displaying a valid permit to use designated Priority 1A Staff Permit bay on Civic Centre Service Road.
2. To amend the Permit Parking Only bay on Tickfield Avenue to Council Fleet permit holders only.
3. Introduce new disabled parking bays at the locations listed in Table 1 of this Notice.

Copies of the Notice of Intent (NOI), proposed draft Amendment Orders, the Statement of Reasons for proposing to make the Orders and designs showing the proposals can be inspected;

• Online via the Councils website using the following link, under the ‘Static Traffic Regulation Orders (TROs) – Public Consultation’ heading:

• At the Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ER.
The public consultation period will be live from 17th August 2026 to 7th September 2026. Any persons desiring to make a comment on the proposals, only within the given dates, can do so by: making a comment on TraffWeb system under ‘Public Consultation’ using the following link, https://southend.traffweb.app/traffweb/2/PublicConsultation, or by emailing traffweb@southend.gov.uk, or stating the grounds thereof in writing addressed to the Traffic Management Team to the address stated above. The changes for On-street parking will amend the following Order; ‘The Southend Borough Council (Waiting, Loading, Stopping and Parking Places) (Map Based) (Consolidation) Order 2021’. A copy of this Consolidation Order, can be found online using the following link, under the ‘Consolidation Orders’ heading:
