Keswick - Proposed Speed Limit Reductions and Road Calming Measures
What is happening?

PROPOSED SPEED LIMIT REDUCTION ORDERS AND ROAD CALMING MEASURES 2026
Norfolk County Council propose to make the following Orders under the Road Traffic Regulation Act 1984:
The Norfolk County Council (Keswick and Intwood, C184 Low Road) (20 mph Speed Limit Zone) Order 202X
The effect of which is to introduce a 20 miles per hour speed limit zone and prohibit any motor vehicle from exceeding 20 mph along the C184 Low Road from a point 152 metres south-east of the centreline of its junction with the U78471 Mark Lemmon Close, south-eastwards to a point 67 metres south-east of the centreline of its junction with the western arm of the U78028 Keswick Hall Road.
The Norfolk County Council (Cringleford and Keswick and Intwood, C184 Low Road) (30 mph Speed Limit) Consolidation and Variation Order 202X
The effect of which is to:
- consolidate The Norfolk County Council (Cringleford and Keswick, Low Road) (30 M.P.H. Speed Limit) Order 2009 and vary the Order by removing the existing reference to Low Road and replacing it with the C184 Low Road:
a. From a point 87 metres south-east of the centreline of its junction with the U78471 Mark Lemmon Close for 65 metres south eastwards; and
b. From a point 67 metres south-east of the centreline of its junction with the western arm of the U78028 Keswick Hall Road south-eastwards to its junction with the B1113 Norwich Road
- revoke The Norfolk County Council (Keswick, Low Road) (40 M.P.H. Speed Limit) Order 2009 to remove the current 40mph on Low Road that is proposed to become a 30 mph restriction in this proposal.

The Order is proposed to be consolidated for clarity and efficient administration of the restrictions. As part of the consolidation the existing Order is being updated to reflect current legislation, is being clarified to make it clearer, is being amended to correct minor errors. The reference of ‘vehicles’ is being updated to ‘motor vehicles’ to reflect current legislation.

As required under Section 90C of the Highways Act 1980 and The Highways (Road Humps) Regulations 1999, notice is hereby given that Norfolk County Council propose to install speed cushions under Section 90A of the Highways Act 1980 at the following locations in Keswick and Intwood:

Measurements are to the centre of the speed cushions which are 3 metres in length and 1.6 metres wide with a height of 75mm (0.075m) in accordance with Norfolk County Council standards.
The proposed road cushions are intended to assist in reducing vehicle speeds and supporting compliance with the proposed speed limits, thereby improving road safety for all users.
A copy of the draft Orders, plans and Statement of Reasons for making the Order can be viewed online at www.norfolk.citizenspace.com. Copies are also available for inspection at Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2DH and at the offices of South Norfolk Council, Horizon Business Centre, Peachman Way, Norwich, NR7 0WF, during normal office hours. Online viewing is recommended.
Any objections and representations relating to the Orders and road cushion proposals must be made in writing and must specify the grounds on which they are made. All correspondence for these proposals must be received at the office of nplaw, Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2DH, marked for the attention of the nplaw Traffic Regulation Order Team by 8th September 2026.
