(VARIOUS LOCATIONS NEATH PORT TALBOT COUNTY BOROUGH) (TEMPORARY ROAD CLOSURES) NO 4 ORDER 2026 

NOTICE is hereby given that Neath Port Talbot County Borough Council intend in not less than seven days from the date of this Notice to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended). The effect of the Order will be to temporarily prohibit vehicular traffic from proceeding along the lengths of roads set out in the Schedule below whilst the Order is in force. 

During such periods as are indicated by traffic signs informing the public that the roads are closed. The Order is necessary to enable the Council’s Highway Section to carry out resurfacing and maintenance works in the roads. 

The Order will come into force on the 7th September 2026 and shall continue in force for a maximum duration of 18 months, or until the works are completed whichever is the sooner. It is estimated that the works for each closure will take 3 days to complete. 

SCHEDULE 
Schedule 1 B4434 From Rhyddings to Neath will be closed from its junction with A474 Cadoxton Road in a southerly direction to its junction with B4434 Riverside Drive for a distance of approximately 200m along its length. The alternative route for vehicular traffic will be via B4434 Riverside Drive, Prince of Wales Drive, Prince of Wales Drive Gnoll Park Road Roundabout, Gnoll Park Drive, Victoria Gardens, B4434 Eastland Road, A474 Stockhams to Windsor Road, Nelson Mandela Way, A474 Saltings Roundabout, A474 Court Herbert Roundabout, Neath Abbey Road and A474 Cadoxton Road. 

Schedule 2
Crymlyn Parc, Skewen will be closed from its junction with Crymlyn Road in a northerly direction to its junction with Cae Morfa. 
The alternative route for vehicular traffic will be via the unaffected section of Crymlyn Parc, Crymlyn Gardens and Crymlyn Road. 

Heol Ffranc, Skewen will be closed from its junction with Crymlyn Parc in a westerly direction in its entirety. 

Llwyn Y Bryn, Skewen will be closed from its junction with Heol Ffranc in a southerly direction in its entirety. 

Bryngwyn, Skewen will be closed from its junction with Llwyn Y Bryn in an easterly direction in its entirety. 

Heol Pentwyn, Skewen will be closed from its junction with Crymlyn Parc in an easterly direction in its entirety. 

Schedule 3 
Dwr Y Felin Road, Neath will be closed from its junction with Llygad Yr Haul in a northerly direction for 340m along its length. 
The alternative route for vehicular traffic will be via Cloda Avenue, Ty’n Yr Heol Road, Main Road, A474 Neath Road, A474 Penywern Road and Llygad Yr Haul. 

Princess Drive, Neath will be closed in its entirety. 
Taillwyd Road, Neath will be closed in its entirety. 
Rhiwlas, Neath will be closed in its entirety. 
Rhyd Y Pennau, Neath will be closed in its entirety. 
Maes Y Meillion, Neath will be closed in its entirety. 
Golwg Y Mynydd, Neath will be closed in its entirety. 
Bryn Heulog, Neath will be closed in its entirety. 

Schedule 4 
Geoffrey Street, Neath will be closed from its junction with London Road in an easterly direction to its junction with Eastland Road in its entirety. Geoffrey Street One-Way Traffic Order will be suspended for the duration of the closure from its junction with Eastland Road to its junction with London Road. 

The alternative route for vehicular traffic will be via B4434 Eastland Road, Arthur Street and London Road. 

Schedule 5 
Lewis Road, Neath will be closed from its junction with Llewelyn Street in an easterly direction for 505m along its length. George Street, Neath will be closed from its junction with Lewis Road in a southerly direction for 70m along its length. 
The alternative route for vehicular traffic will be via the remaining unaffected area of Lewis Road, B4434 Eastland Road, B4287 Cimla Road, and Westernmoor Road. 

Schedule 6 
Glyn Street, Aberavon will be closed from its junction with Ysguthan Road in a southerly direction for 110m along its length. The alternative route for vehicular traffic will be via Glenavon Street, Henshaw Street, and Ysguthan Road. 

Lane Rear of 1 to 29 Henshaw Street, Aberavon will be closed from its junction with Glyn Street in a southerly direction for a distance of 30m along it length. 

Lane Rear of 1 to 23 Glyn Street, Aberavon will be closed from its junction with Glyn Street in a westerly direction for 105m along its length 

Schedule 7 
B4286 Heilbronn Way, Port Talbot will be closed from its junction with Pentyla Baglan Road in an easterly direction to the Gyratory at Heilbronn Way Tesco Roundabout. 

B4286 Cwmavon Road, Port Talbot will be closed from its junction with B4286 Heilbronn Way in a northerly direction for 150m along its length. 

Prior Street, Port Talbot will be closed from its junction with Heilbronn Way Tesco Roundabout in a southerly direction for 80m.along its length. 
The alternative route for vehicular traffic East Bound will be via A48 Heilbronn Way, Talbot Road, A4107 Abbey Road, Tan Y Groes Street, Pen Y Cae Road, Lletty Harri, Dan Y Ffynnon, Afan Valley Road, B4287 Queen Street, B4286 Dan Y Bont, Maes Y Bettws, Salem Road, Depot Road, Ty’r Owen Row, High Street and B4286 Cwmavon Road. 

The alternative route for vehicular traffic West Bound will be via the unaffected section of Prior Street, Ynys Street, Dan Y Bryn Road, Tan Y Groes Street, A4107 Abbey Road A48 Talbot Road and Heilbronn Way. 

Tesco Overspill Car Park Access Road, Port Talbot will be closed from Heilbronn Way Tesco Roundabout in a northerly direction for 135m along its length. 

Schedule 8 
Heol Tewdwr, Port Talbot will be closed from its junction with Coronation Avenue in a westerly direction to its junction with Heol Y Fedw. 
The alternative route for vehicular traffic will be via Coronation Avenue, Eastern Avenue and Heol Y Fedw. 

Schedule 9 
Webb Place, Sandfields will be closed in its entirety. 
Lake Road, Sandfields will be closed from its junction with Newbridge Road in a westerly direction for 150m along its length. 
The alternative route for vehicular traffic will be via Newbridge Road, Victoria Road and the unaffected section of Lake Road. 

Schedule
10 Maes Rhedyn, Baglan will be closed from its junction with Lodge Drive in a northerly direction for 210m along its length. 

The Maes Rhedyn One-Way Traffic Order will be suspended for the duration of the closure from its junction with Lodge Drive in a westerly direction to the junction of Willow Way. 

Lodge Drive, Baglan will be closed from its junction with Willow Way in an easterly direction to its junction with Fairwood Drive. 
The alternative route for vehicular traffic will be via Roundabout South of Willow Way, Glan Hafren, Elmwood Road and Fairwood Road. 
Willow Way, Glan Hafren, Elmwood Road and Fairwood Road. 

Schedule 11 
Orchard Street, Neath will be closed from its junction with Green Street in a southerly direction to the junction of Alfred Street. 

London Road, Neath will be closed from its junction with Alfred Street in a southerly direction for 125m along its length. 

St Davids Street, Neath will be closed from its junction with Orchard Street in an easterly direction to its junction with Water Street. 

Victoria Gardens, Neath will be closed from its junction with London Road in a easterly direction to its junction with Victoria Gardens. 

Alfred Street, Neath will be closed from its junction with London Road in a westerly direction for 50m along its length. 

Greenway Road, Neath will be closed from its junction with London Road in an easterly direction to its junction with Eastland Road. 

Queen Street, Neath will be closed from its junction with Orchard Street in a north-westerly direction to its junction with Green Street in its entirety. The Creswell Road One-Way Traffic Order will be suspended for the duration of the closure from its junction with Victoria Gardens to its junction with London Road. The Rectory Road One-Way Traffic” Order will be suspended for the duration of the closure. 

The Eastland Road 7.5 Tonne Weight Limit Order will be suspended for the duration of the closures from the junction of Cimla Road to Stockhomes-Windsor Road Roundabout. 

The alternative route for vehicular traffic will be via Ropewalk, B4434 Windsor Road, The Parade, Croft Road, Riverside Drive, Prince of Wales Drive, Prince of Wales Drive Gnoll Park Road Roundabout, B4434 Gnoll Park Road. 

Schedule 12 
Heol Y Coed, Glyncorrwg will be closed from its junction with Melyn Street in an easterly direction to its junction with Norton Terrace in its entirety. 

Norton Terrac, Glyncorrwge will be closed from its junction with Heol Y Coed in an easterly direction in its entirety. 

Schedule 13 
Pantdu, Cwmavon will be closed from its junction with the B4286 Cwmavon Road in a westerly direction in its entirety. 

Schedule 14 
A4107 Pen Y Cae Road, Port Talbot will be closed from its junction with The Uplands in a southerly direction for 545m along its length. The alternative route for vehicular traffic will be via the remaining unaffected section of A4107 Pen Y Cae Road, Lletty Harri, Dan Y Ffynnon, Afan Valley Road, B4287 Queen Street, B4286 Danybont, Maes Y Bettws, B4286 From Cwmavon to Pontrhydyfen, Salem Road, Depot Road, Ty’r Owen Row, High Street, Cwmavon Road, Heilbronn Way, A48 Pentyla Roundabout, Heilbronn Way, Heilbronn Way Roundabout, Heilbronn Way, A48 Talbot Road, A4107 Abbey Road and A4107 Tan Y Groes Street. 

Schedule 15 
Rockingham Terrace, Briton Ferry will be closed from its junction with Shelone Road in a southerly direction for 610m along its length. 

Middleton Street, Briton Ferry will be closed from its junction with Rockingham Terrace in an easterly direction for 20m along its length. 

Osterly Street, Briton Ferry will be closed from its junction with Rockingham Terrace in an easterly direction for 20m along its length. 

Hoo Street, Briton Ferry will be closed from its junction with Rockingham Terrace in an easterly direction for 20m along its length. 

Mansel Street, Briton Ferry will be closed from its junction with Rockingham Terrace in an easterly direction for 20m along its length. 

Vernon Street, Briton Ferry will be closed from its junction with Rockingham Terrace in an easterly direction for 20m along its length. 

Grandison Street, Briton Ferry will be closed from its junction with Rockingham Terrace in an easterly direction for 20m along its length. 

Caroline Street, Briton Ferry will be closed from its junction with Rockingham Terrace in an easterly direction for 20m along its length The alternative route for vehicular traffic will be via Shelone Road, A474 Neath Road and Regent Street East. 

Schedule 16 
A4230 Skewen will be closed from its junction with Lonlas Avenue in an easterly direction for 740m along its length. 

Lonlas Business Park Access Road, Skewen will be closed from its junction with A4230 Siding Terrace in a northerly direction for 55m along its length. Lucy Road, Skewen will be closed from its junction with Lonlas Business Park Access Road in its entirety. Graig Road, Skewen will be closed from its junction with A4230 Dynevor Place in a northerly direction in its entirety. 

Penlan Road, Skewen will be closed from its junction with Graig Road in its entirety. 

Brookville Drive, Skewen will be closed from its junction with A4230 Dynevor Place in an easterly direction for 85m along its length. The alternative route for vehicular traffic will be via the unaffected section of A4230, Peniel Green Road, Peniel Green Road Junction 44 Roundabout, B4625 Birchgrove Road, Drummau Road, and A4230 New Road. 

Schedule 17 
Church Crescent, Baglan will be closed from its junction with A48 Pentwyn Baglan Road in a north-easterly direction to its junction with Church Road for 65m along its length. 

St Illtyds Drive, Baglan will be closed from its junction with Church Road in a north-easterly direction to its junction with Church View for 305m along its length. 

Church Lane, Baglan will be closed from its junction with St Illtyds Drive in an easterly direction in its entirety. 

The alternative route for vehicular traffic will be via A48 Pentwyn Baglan Road, A48 from Briton Ferry to Baglan Roundabout, Sunny Mount, Glan Hafren, Willow Way, Lodge Drive, Willow Grove and Church View. 

Schedule 18 
Station Road, Skewen will be closed from its junction with A4230 New Road in a northerly direction to its junction with Dynevor Road in its entirety. The alternative route for vehicular traffic will be via Dynevor Road, Drummau Road and A4230 New Road. 

Schedule 19
Link from B4286 to Dan Y Coed (Tabernacle Terrace), Cwmavon will be closed from its junction with Heol Y Parc in a southerly direction to its junction with B4286 Cwmavon Road in its entirety. 

Lane Rear of Tabernacle Terrace, Cwmavon will be closed from its junction with the Link from B4286 to Dan Y Coed (Tabernacle Terrace) in a northwesterly direction in its entirety. 

The alternative route for vehicular traffic will be via Dan Y Coed, Heol Jiwbili, B4286 Salem Road, Depot Road, Ty’r Owen Row, High Street and B4286 Cwmavon Road. 

Schedule 20 
Old Road, Briton Ferry will be closed from its junction with Ynysymaerdy Road in a northerly direction for 20m along its length. 

Ynysymaerdy Road (East of A474) Briton Ferry will be closed from its junction with A474 Neath Road in an easterly direction for 175m along its length. 

The alternative route for vehicular traffic will be via A474 Neath Road, A474 Cwrt Sart, Tyla Road and Old Road & Ormond Street. Ynysymaerdy Road (West of A474) Briton Ferry will be closed from its junction with A474 Neath Road in a westerly direction for 220m along its length. 

The alternative route for vehicular traffic will be via A474 Neath Road, Regent Street East, Regent Street West, Shelone Road Elm Road and Unaffected section of Brynhyfryd Road.
