ROAD TRAFFIC REGULATION ACT 1984

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames propose to make the following Order the Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. ) Order 202 under sections 6, 45, 46, 49 and 124 (insofar as applicable) of the Road Traffic Regulation Act 1984 as amended, and all other powers thereunto enabling.

2. The general effect of the Order will be to: -

(a) introduce waiting restrictions (double yellow lines) operating ‘at any time’ in

(i) Arcade Parade, Chessington, opposite No. 2 and No. 4;

(ii) Bramham Gardens, Chessington adjacent No. 20 Clayton Road, Chessington and fully around the island site;

(iii) Cheshire Gardens, Chessington, at its southern junction with Sussex Gardens;

(iv) Ditton Road, Surbiton, opposite (evens only) Nos. 4 to 8;

(v) Greenfield Avenue, Surbiton, at its junction with Elmbridge Avenue;

(vi) Hook Road, Chessington, opposite (odds only) Nos. 373 to 379;

(vii) Leatherhead Road, Chessington outside Nos. 7 to 9;

(viii) Oakhurst Road, Chessington, outside Nos. 20 to 28;

(ix) Oakleigh Avenue, Surbiton, outside Nos. 3 to 7;

(x) Parkside Crescent, Surbiton, at its junction with Elmbridge Avenue;

(xi) Rhodrons Avenue, Chessington, outside and opposite Nos. 32 to 38;

(xii) Ronelean Road, Surbiton, outside and opposite Nos. 9 to 17; and

(xiii) Sherbourne Road, Chessington, at its junction with Rhodrons Avenue.

(b) introduce ‘no loading/unloading (single kerb blips) operating Monday to Friday between 8am and 9.30am and 3.30pm and 6.30pm in: -

(i) Cadogan Road, Surbiton, at its junction with Maple Road; and

(ii) St Leonard’s Road, Surbiton, at its junction with Maple Road.

(c) remove a length of single yellow line and introduce waiting restrictions (double yellow lines) operating ‘at any time’ in Burlington Road, New Malden, outside and opposite No. 121; and outside No. 2 Beverley Road, New Malden.

(d) remove an existing length of single yellow line in Somerset Avenue, Chessington on its north west side adjacent No. 248 Hook Road.

(e) amend the times of an existing ‘goods vehicles loading only’ and ‘disabled persons’ parking place in Thames Street, Kingston, (on the west side, outside Nos. 29 to 31), for the loading & unloading of goods vehicles only to operate 8am to 10am, a maximum stay of 30 minutes, with no return within 1 hour; and for disabled persons only to operate 10am to 10.30pm, a maximum stay of 4 hours, with no return within 1 hour.

(f) amend the map-based tiles to the schedule attached to: The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) Order 2023 to match conditions as they exist on site.

3.  Copies of the proposed Order, of the Council’s Statement of Reasons for proposing to make the Order and draft map-based schedules showing the location and the effect of the proposals may be inspected from 13 August 2026 as follows: -

(a) online at https://consultation.appyway.com/kingston-upon-thames selecting MapKing0135 – Parking Batch 9;

(b) Council libraries; or

(c) copies of the draft Order and draft map-based schedules can also be obtained by calling 020 8547 5000 (between 9am and 5pm Monday to Friday).
