What is happening?
THE SPELTHORNE BOROUGH COUNCIL (OFF-STREET PARKING PLACES) ORDER 2020
NOTICE IS HEREBY GIVEN that SPELTHORNE BOROUGH COUNCIL has made an Order under section 32 and 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended and the by the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Spelthorne) Order 2006 and in compliance with the Local Authorities’ Traffic Order (Procedure) (England and Wales) Regulations 1996 and under all other enabling powers, the effect of which is to vary charges to be paid in connection with the use of the above Off Street Parking Pay and Display parking places as detailed in the Schedule set out below.
Changes
Revise the wording for the Elmsleigh Surface+MSCP new pay on foot system use.
Enabled the use of virtual contract permits.
Remove the reference to a season ticket type no longer available since the introduction of the Parking Order 2020.
Clarify the motorcycle parking conditions, where they are only able to park in designated bays, free of charge.
Revise the wording for the terms of use of the Council staff and Member parking scheme.
Redraft the reference to the Traffic Management Act 2004 to cease requiring amendments if new legislation is introduced.
Change of the Staines-upon-Thames Short and Long Stay tariffs and introduction of reference to the charges being per parking session.
Addition of item clarifying that no return is permitted within the same charging period, to avoid misuse of lower cost initial tariff points.
Removal of Abbey Drive, Dumsey Meadow, Old Bathing Station and Green Street from Schedule 1 chargeable tariffs, and addition of the same car parks to Schedule 3 Free parking places with 11 hour maximum stay.
Update to the latest debt registration fee, as set by parliament.
Removal of the reference to “Maximum charge £1000” for Film Company dispensations and suspensions, rewording of the target audience of the line, and addition of charges for areas suspended that are not a marked bay.
Revise the Parking Order map for Spelthorne Leisure Centre (Eclipse), to accurately reflect the new layout.
The Order comes into operation on 08/09/2026.
A copy of the Order and schedules may be inspected at the offices of Spelthorne Borough Council at the address given below during office hours, 9am and 5pm, Monday to Thursday and 9am to 12noon on Fridays (excluding bank and public holidays).
Any representations must to be received by 04/09/2026.
