What is happening?

THE A38 AND A30 TRUNK ROADS AND M5 MOTORWAY (WOBBLY WHEEL TO SPLATFORD)
(TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 2026
NOTICE IS HEREBY GIVEN that National Highways Limited (a) intends to make an Order on the A38 and A30 trunk roads and the M5 Motorway in the County of Devon to allow sign installation and associated maintenance works to be carried out in safety.
The works are expected to take place overnight (20.00 to 06.00) commencing on or after 1 September 2026 and be completed by 12 October 2026.
The effect of the Order would be:
(a) to impose a mandatory 50 mph speed limit on the A38 westbound from 150 metres east to 70 metres west of Brenton Road overbridge;
(b) to impose a mandatory 10 mph speed limit on the A38 westbound from 70 metres west of Brenton Road overbridge to the westbound exit slip road at Splatford Split Junction whilst convoy working is taking place;
(c) authorise the closure of:
(i) the M5 southbound from the southbound exit slip road at Junction 31 to the A38;
(ii) the A38 westbound from the M5 to westbound entry slip road at the A379 Wobbly Wheel Junction;
(iii) the A38 westbound between the exit and entry slip roads at Splatford Split Junction;
(iv) the A30 eastbound between the exit and entry slip roads at Alphington.
(v) the link road from the A30 eastbound to the A38 southbound;
During the closures, traffic would be diverted via junctions of the A38, the A30 and local roads.
The closures (which would not apply to emergency services, traffic officer or works vehicles) speed limits, and diversion routes would be clearly indicated by traffic signs throughout the works.
The Order would come into force on 30 August 2026 and have a maximum duration of 18 months.
