TEMPORARY TRAFFIC REGULATION ORDER
ROAD TRAFFIC REGULATION ACT 1984 SECTION 16A
ALLPORT LANE YOUTH MARKET SPECIAL EVENT ORDER
2026

Whereas Wirral Borough Council are satisfied that Allport Lane, Bromborough should be restricted to facilitate the above special event and to enable it to take place safely. NOW THEREFORE the Council in exercise of its powers under s16A of the Road Traffic Regulations Act 1984 as amended and of all other enabling powers having satisfied itself that it is not reasonably practicable for the event to be held without being on this road intends to make an Order in the following terms: No person shall cause any vehicle to enter or proceed along Allport Lane, Bromborough from its junction with The Rake to its junction with Allport Lane. Alternatively routes for diverted vehicular traffic will be along The Cross, The Rake, Allport Lane. Access will be maintained for pedestrians and cyclists. The Order will not prevent reasonable access at any time for pedestrians to premises situated on or adjacent to any road to which this Order relates nor any premises accessible only to pedestrians from such a road. This Order will be known as the Wirral Borough Council Allport Lane Youth Market Special Event Order 2026 and shall come into operation on 22 August 2026 and apply from 05:00am until 18:00 pm on that day only.

(A) WIRRAL BOROUGH COUNCIL
(BIRKENHEAD CONTROLLED PARKING ZONE)
(WAITING, LOADING & PARKING PLACES) ORDER,
2008 (AMENDMENT NO 2) EXPERIMENTAL TRAFFIC
REGULATION ORDER 2026

The general effect of the above proposed Order will be to introduce junction protection in the form of double yellow lines (No Waiting at any Time) at its junction with Charing Cross; to introduce 2 x Loading Only bays, one on each side; and to introduce a number of parking bays on both sides of Grange Road West, between Charing Cross and Clayton Street. This is due to public realm enhancements in that area. The proposals will be introduced on an experimental basis, so that their impact can be monitored, and the restrictions subsequently modified if deemed necessary.

1. Notice is hereby given that in exercise of its powers, Wirral Borough Council has made a modification to the above order under sections 1, 2, 4, 9 & 10 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) Part 6 of the Traffic Management Act 2004, and of all other enabling powers and in consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, called the Metropolitan Borough of Wirral (Birkenhead Controlled Parking Zone) (Waiting, Loading & Parking Places) Order, 2008 – (Amendment No 2) 2026.

The effect of the Order, if made, will be to.

• Amend the existing Birkenhead Consolidation Order in place within the Birkenhead Controlled Parking Zone as set out below and to the extent shown on the plan DC/1087/100 attached to the draft Order. The plan is provided for the purposes of identifying the location and extents of the proposal and is referred to by a plan number for ease of reference.

PROPOSED PARKING RESTRICTIONS

There was recently an Experimental Traffic Regulation Order (ETRO) in place at this location that introduced a restricted parking zone and made revocations to the Birkenhead CPZ Consolidation order. However, the recent ETRO has been removed, and it is proposed to replace it with this updated ETRO. Therefore, the below revocations and additions are proposed to the existing consolidation order.

Revocations

The proposed Order will amend Schedule 2 & Schedule 3 of the Metropolitan Borough of Wirral (Birkenhead Controlled Parking Zone) (Waiting, Loading & Parking Places) Order, 2008 by the revocation of no waiting for vehicles at any time and no loading / unloading between the hours of 7.30am to 10am and 4.30pm to 6.30pm, on all days, on Grange Road West, North Side, from its junction with Exmouth Street for a distance of 38 metres in a westerly direction, and on Grange Road West, South Side, from its junction with Oxton Road for a distance of 17 metres in a westerly direction.

The proposed Order will amend Schedule 5 of the Metropolitan Borough of Wirral (Birkenhead Controlled Parking Zone) (Waiting, Loading & Parking Places) Order, 2008 by the revocation of limited waiting parking bays with a 15 minute limit, and no return allowed within 1 hour of leaving, between the hours of 8am and 6.30pm every day on Grange Road West, North Side, from a point 52 metres east of its junction with Eastbourne Road for a distance of 15 metres in an easterly direction and from a point 38 metres west of its junction with Exmouth Street for a distance of 9 metres in a westerly direction and from a point 47 metres west of its junction with Exmouth Street for a distance of 26 metres in a westerly direction and by the revocation of paid for parking bays operating between the hours of 8am and 6.30pm every day on Grange Road West, North Side, from a point 67 metres east of its junction with Eastbourne Road for a distance of 17 metres in an easterly direction and on Grange Road West, South Side, and from a point 47 metres west of its junction with Exmouth Street for a distance of 26 metres in a westerly direction.

The proposed Order will amend Schedule 6 of the Metropolitan Borough of Wirral (Birkenhead Controlled Parking Zone) (Waiting, Loading & Parking Places) Order, 2008 by the revocation of “No Stopping Except for Taxis” at all times and on all days, on Grange Road West, North Side, from a point 17 metres west of its junction with Oxton Road / Charing Cross for a distance of 12 metres in a westerly direction.

Introductions

The proposed Order will amend Schedule 2 & Schedule 3 of the Metropolitan Borough of Wirral (Birkenhead Controlled Parking Zone) (Waiting, Loading & Parking Places) Order, 2008 by the introduction of no waiting for vehicles at any time and no loading / unloading between 7.30am to 10am and 4.30pm to 6.30pm, on all days on Grange Road West, Both Sides, between a point 79 metres east of its junction with Clayton Street and its junction with Charing Cross.

The proposed Order will amend Schedule 5 of the Metropolitan Borough of Wirral (Birkenhead Controlled Parking Zone) (Waiting, Loading & Parking Places) Order, 2008 by the introduction of paid for parking bays operating between 8am and 6.30pm on Grange Road West, South Side from a point 7 metres east of its junction with Clayton Street in an easterly direction, for a distance of 30 metres, and from a point 49 metres east of its junction with Clayton Street in an easterly direction, for a distance of 30 metres and on Grange Road West, North Side, from a point 16 metres east of its junction with Clayton Street, in an easterly direction, for a distance of 48 metres and the introduction of limited waiting parking bays with a 15 minute limit, and no return allowed within 1 hour of leaving, between the hours of 8am and 6.30pm every day on Grange Road West, North Side, from a point 4 metres west of its junction with Clayton Street, in an easterly direction, for a distance of 12 metres

The proposed Order will amend Schedule 6 of the Metropolitan Borough of Wirral (Birkenhead Controlled Parking Zone) (Waiting, Loading & Parking Places) Order, 2008 by the introduction of bays for “Loading Only” purposes on all days, at all times on Grange Road West, North Side, from a point 64 metres east of Clayton Street in an easterly direction, for a distance of 15 metres and on Grange Road West, South Side, from a point 31 metres east of Clayton Street in an easterly direction, for a distance of 18 metres.

The usual exemptions contained within the parent Order will apply, including those relating to vehicles being used for emergency services, statutory undertakers, and other necessary purposes.

Vehicles displaying a valid disabled person’s badge, may wait in accordance with the exemptions set out in the parent Order and national Blue Badge scheme guidance.

(B) WIRRAL BOROUGH COUNCIL
(WALLASEY AREA) (WAITING, LOADING & PARKING PLACES) ORDER 2007
AMENDMENT NO 2 2025 – EXPERIMENTAL ORDER –
DOCK ROAD AREA – MODIFICATION 1

Notice is hereby given that in exercise of its powers, Wirral Borough Council has made a modification to the above order under sections 1, 2, 4, 9 & 10 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) Part 6 of the Traffic Management Act 2004, and of all other enabling powers and in consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, called the Wirral Borough Council (Wallasey Area) (Waiting, Loading & Parking Places) Order 2007 Amendment No 2 2025 – Experimental Order – Dock Road Area – Modification 1, the effect of which is to;

1. Make a modification to the existing Experimental Traffic Regulation Order (ETRO) Wirral Borough Council (Wallasey Area) (Waiting, Loading & Parking Places) Order 2007 Amendment No 2 2025 – Experimental Order – Dock Road Area, which has been in place since 3rd of September 2025.
2. In addition to the existing restrictions, to introduce No Waiting at Any Time in the form of double yellow lines on Sovereign Way, both sides, from its junction with Dock Road to its north-eastern highway termination

This is as set out below and shown on the plan attached to the draft modification order. The plan is provided for the purposes of identifying the location and extents of the proposal and is referred to by a plan number for ease of reference.

During the operation of the Experimental Order the Council has monitored the effects of the restrictions and identified displacement parking on Sovereign Way. The Council considers that the displaced parking adversely affects visibility, obstructs traffic movements, impedes access to adjacent premises and reduces the ability of larger vehicles to manoeuvre safely.

Accordingly, pursuant to section 10 of the Road Traffic Regulation Act 1984, the Council has modified the Experimental Order by introducing a prohibition of waiting at any time on both sides of Sovereign Way between its junction with Dock Road and its north-eastern highway termination.

The modification will come into operation on 19th of August 2026 and shall cease to have effect no later than 3rd of March 2027 unless the Experimental Order is made permanent, varied or revoked.

The modification to the Wirral Borough Council (Wallasey Area) (Waiting, Loading & Parking places) order 2007 Amendment No 2 2025 – Experimental order – Dock Road area will create the following new addition to the consolidation order - (Wallasey Area) (Waiting, Loading & Parking Places) Order 2007:

Addition to Experimental Order - Schedule 2: No waiting at any time

Sovereign Way, both sides, from its junction with Dock Road to its north-eastern highway termination

This will cover Sovereign Way – Both sides from its junction with Dock Road for a distance of 50 metres, in a north easterly direction, Sovereign Way, both sides from a point 32 metres north of its junction with Dock Road, in a westerly direction, for a distance of 46 metres; and Wirral Business Centre Access Road, both sides from a point 23 metres north of its junction with Dock Road in a north easterly direction, for a distance of 15 metres.

Exemptions D, E & F apply

“D” Means any vehicle, the driver of which is licensed by the Council to sell goods, or offer goods for sale, that is waiting otherwise than in a parking space on a specified length of road if goods are being sold from a stationary pitch situated within the parking place.

“E” Means any vehicle that is waiting only for so long as is necessary otherwise than in any designated parking space to enable it to be used in connection with the posting, or removal, of any advertising material in poster form, or is being used for cleaning windows or chimneys in, or on, premises adjacent to that parking space.

“F” Means any vehicle that is waiting otherwise than in a parking space for the purpose of delivering, or collecting, cash, valuables or valuable securities at a bank or other premises adjacent to that parking space.

Blue badge holder parking exemptions and the associated rules also apply as per the Department for Transport - The Blue Badge scheme: rights and responsibilities in England.

A copy of these Notices, maps, and the orders proposed or to be amended and modified and a statement of the Council’s reasons for proposing to make the modification to the Orders can be viewed by visiting the Licencing Department at Wallasey Town Hall, Brighton St, Wallasey CH44 8ED between 9.30am & 12pm and 2pm & 4pm, Monday to Friday, quoting the above scheme reference. Alternatively, they can be requested via email at trafficschemefeedback@wirral.gov.uk or via the contact centre on 0151 606 2004.

The Council will be considering in due course whether the provisions of the above order should be continued indefinitely. Any person who may have any comments, questions, objections or support for adopting the order for an indefinite period must submit them in writing setting out their reasoning to trafficschemefeedback@wirral.gov.uk quoting the scheme reference number within 6 months of 19th of August 2026 (OR if the order is subsequently varied by another order or modified pursuant to s10(2) of the Road Traffic Regulation Act 1984 then within 6 months of the day on which the variation or modification or the latest variation or modification came into force)
