(MINSTER LOVELL PARISH) (SPEED LIMITS) ORDER 2026

NOTICE is given that on 3 August 2026 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984. The orders, which come into force on 14 August introduce lower speed limits in Asthall & Minster Lovell as follows:

1. 30mph speed limits (Asthall):
a) B4047 Burford Road – from its junction with the A40 Asthall roundabout, eastwards for 325 metres, replacing the existing 40mph & 60mph speed limits in the process,
b) The unnamed road (running north towards Asthall) – from its junction with the B4047 Burford Road, for a distance of 140 metres, replacing the existing 40mph speed limit in the process.

2. 40mph speed limit (Asthall) – ‘buffer’ limit on the B4047 Burford Road, eastwards from the 30mph speed limit for 300 metres.

3. 50mph speed limits (Minster Lovell) – on the B4047 Burford Road as follows, replacing the existing 60mph National speed limits in the process:
a) Western end – between the proposed 40mph ‘buffer’ limit at Asthall & the existing 30mph speed limit at Minster Lovell,
b) Eastern end – between the existing 40mph speed limit at Minster Lovell & the existing 40mph speed limit at Witney.

The Oxfordshire County Council (Asthall Parish) (Speed Limits) Order 2025, and the Oxfordshire County Council (Minster Lovell) (Speed Limits) Order 2025 are revoked/replaced.

(VARIOUS ROADS – WEST OXFORDSHIRE)
(PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.4) ORDER 2026

NOTICE is given that on 10 August 2026 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The effect of Order, which comes into force on 17 August is to help better manage all day parking from commuters and non-residents in Witney, and formalise the existing scheme for residents on West End, by introducing various parking restrictions as follows:

1. Proposed parking places:
a) ‘Permit holders only’ parking bays – to be introduced on the north side of West End, replacing the three existing time limited (‘2 hours no return within 1 hour, Monday-Saturday, 8am to 6pm’) parking bays adjacent to Nos.14-16, Nos.20-34, and Nos.36-44
b) ‘Shared use parking bays, ‘Permit holders or 2 hours no return within 1 hour, on all days 8am-6pm’ (with permit holders only outside of these times) introduced on the south side of West End, replacing the two previous time limited (‘2 hours no return within 1 hour, Monday-Saturday, 8am to 6pm’) parking bays adjacent to No.9, and Nos.11-21.

2. Eligible properties:
Residents of West End (even Nos.2-80, odd Nos.1-75) will be eligible to apply for annual Residents and Visitors’ Parking Permits with a local identifier of ‘WE’, which will be shown on road signage where restrictions apply.

3. Residents permits:
Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.

4. Visitors permits:
Will be available for residents at the above eligible addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

5. Charges:
a) for residents permits per property will be £70 per annum. Visitors permits for residents aged 70 or over will be free of charge, for all other residents the first block of 25 visitors permits will be free, and the second block will cost £31.50.
b) Contractors may apply for a permit to use a resident’s parking place at a charge of £33 for any period not exceeding a week.

6. Other Matters:
a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order, where it has been abused, or where the agreed terms have not been complied with. This may result in suspension of eligibility for further permits.
b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are ‘No Waiting’ restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.
c) The Oxfordshire County Council (West Oxfordshire – Various Roads) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2026 is further amended as a result, updating Map Tiles: EH35 & EI35 in the process.

If you wish to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 10 August 2026 apply to the High Court for this purpose. ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1) & (2)

Notice of Temporary Prohibition of Through Traffic
(Carterton, Northwood Crescent)

Works commence: 3 August 2026

Coming into force: 3 August 2026

This Order continues in force a closure by Notice introduced because of dwelling construction works which are anticipated to take until 31 December 2029 to be completed. The effect of the Order is to temporarily prohibit any vehicle proceeding in that part of Northwood Crescent between its southeast end and its junction with Raynham Close. Exemptions are included for emergency vehicles, the Works and for access to property. Appropriate traffic signs will be displayed to indicate when and where the measures are in force. The alternative route for traffic will be signed locally. The Council are satisfied that due to the extensive nature of the works that the order may remain in force until December 2029 or until the works have been completed whichever is the sooner.
