TEMPORARY TRAFFIC REGULATION ORDERS 2026

Road Traffic Regulation Act 1984

Norfolk County Council in exercise of its powers under Sections 14(1), 14(2) and 15(8) of the Road Traffic Regulation Act 1984, hereby give notice that:

(i) THEY PROPOSE TO MAKE Temporary Traffic Regulation Orders in respect of the following roads:

B1077 Shelfanger Road/Denmark Street, A1066 Park Road/Victoria Road, Skelton Road, Frenze Road, Frenze Hall Lane. Access will be given to Walcot Road and Uplands Way up to the points of closure. The works promoter is Cadent. NB: please note that the works are anticipated to take place in phases, with Road A closed during phase 1 and Road B closed during phase 2. The restrictions for each phase will be in place when indicated by the presence of on-site signs.

FRANSHAM – U35191 Beeston Lane from its junction with C240 Station Road for 40m northwards to facilitate frame and cover repair works from 10th to 12th August 2026 (may continue until 23rd September 2026). Alternative route is via: U35191 Beeston Lane/Fransham Road, C241 Church Road, C240 Beeston Road/Station Road and vice versa (Beeston with Bittering, Great Dunham, Fransham). The works promoter is Anglian Water.

HOLME HALE – L117 Necton Road (also known as Cook Road) from 650m south-east of its junction with Ramms Lane for 40m south-eastwards to facilitate coping stone and pier cap replacements and fence painting works from 10th to 11th August 2026 (may continue until 22nd September 2026). Alternative route is via: C117 School Road, C116 Station Road/Swaffham Road/North Pickenham Road, C118 Whitegate Road/North Pickenham Road, A47, C117 Tuns Road (North Pickenham, Necton, Sporle with Palgrave, Holme Hale). The works promoter is Norfolk County Council.

KIMBERLEY AND CARLETON FOREHOE – U78197 Low Road from its junction with B1108 Norwich Road for 20m south-eastwards to facilitate joint box rebuilding works from 10th to 14th August 2026 (may continue until 25th September 2026). Alternative route is via: Low Road, Barnham Broom Road, Norwich Road. The works promoter is BT.

KIRBY CANE AND ELLINGHAM – C392 Church Road (also known as Loddon Road) from its junction with A143 Kirby Cane Bypass to its junction with C392 School Road to facilitate new fibre network installation works from 10th to 21st August 2026 (may continue until 2nd October 2026). Alternative route is via: Loddon Road, Old Bungay Road, Wardley Hill Road, A143 Yarmouth Road, A143 Kirby Cane Bypass, A146 Norwich Road, Bungay Road, School Road (Stockton, Ellingham, Gillingham, Kirby Cane). The works promoter is CityFibre.

QUIDENHAM – C153 Road from Kenninghall Hall To Eccles (also known as Quidenham Road) from 150m north of its junction with Banham Road for 40m northwards to facilitate electrical maintenance works from 08:00 on 10th August to 18:00 on 14th August 2026 (may continue until 25th September 2026). Alternative route is via: C153 Quidenham Road, C155 Harling Road/Eccles Road, C154 Quidenham Road, C153 Road from Quidenham to Eccles (Harling, Quidenham). The works promoter is Harling, Quidenham.

ROCKLANDS – A) B1077 Attleborough Road/Brayes Lane from 30m southwest of its junction with C135 The Street for 60m north-eastwards, B) U33040 Chapel Street from its junction with B1077 Attleborough Road/Brayes Lane for 30m northwards, and C) C135 The Street from its junction with B1077 Attleborough Road/Brayes Lane for 25m southwards to facilitate carriageway resurfacing works between 19:00 and 06:00 from 12th to 15th August 2026 (may continue until 26th September 2026). Alternative route is via: A) B1077 Caston Road/Carbrooke Road, B1108 Norwich Road, A1075 Thetford Road/Watton Road, B1111 Watton Road/Harling Road/Watton Road, A11 Attleborough Bypass, B1077 Ellingham Road/Attleborough Road/Watton Road and vice versa. B) B1077 Brayes Lane, U33040 Chapel Street, U33040 Bell Road/Bell Lane and vice versa and C) C130 Brayes Lane/Rocklands Road, C138 Watton Road, C158 Rocklands Road/Mount Pleasant/Rocklands Road, C135 Mill Lane/The Street and vice versa (Shropham, Rocklands, Great Ellingham, Attleborough, Stow Bedon and Breckles, Carbrooke, Watton, Thompson, Caston, Griston, Roudham and Larling, Rocklands). SEETHING AND KIRSTEAD – C203 Brooke Road from its junction with U76380 Church Road to its junction with C372 Seething Street to facilitate new fibre network installation works from 13th August to 3rd September 2026 (may continue until 3rd March 2027). Alternative route is via: Brooke Road, Hunstead Lane, The Street, B1332 Norwich Road, A143 Yarmouth Road/Broome Bypass/Kirby Cane Bypass, A146 Beccles Road/Loddon Bypass, Mundham Road, Loddon Road (Stockton, Mundham, Ellingham, Ditchingham, Brooke, Broome, Hales, Woodton, Gillingham, Loddon, Kirby Cane, Hedenham, Seething, Kirstead). The works promoter is CityFibre.

SHELFANGER – A) B1077 Winfarthing Road from its junction with C205 Common Road for 31m northwards, B) B1077 Church Road from its junction with C205 Common Road for 31m southwards, C) C205 Common Road from its junction with B1077 Winfarthing Road for 25m westwards and D) C205 Rectory Road from its junction with B1077 Winfarthing Road for 25m eastwards to facilitate carriageway resurfacing works between 19:00 and 05:00 from 10th to 11th August 2026 (may continue until 22nd September 2026). Alternative route is via: Winfarthing Road, Diss Road, Mill Road, The Street, Short Green, Hall Road, Mile Road, Heath Road, Long Row, Station Road, Ipswich Road, Victoria Road, Park Road, Denmark Street, Shelfanger Road, Church Road (Pulham Market, Roydon, Tibenham, Diss, Gissing, Heywood, Winfarthing, Dickleburgh and Rushall, Scole, Tivetshall, Burston and Shimpling, Aslacton, Shelfanger). The works promoter is Norfolk County Council.

SHELTON AND HARDWICK – U76133 Hall Lane from its junction with U76046 The Street for 375m northwards to facilitate carriageway repair works from 11th to 12th August 2026 (may continue until 23rd September 2026). Alternative route is via: Hall Lane, Common Road, The Street. The works promoter is Norfolk County Council.

SHOTESHAM – C203 Brooke Road from its junction with U71850 Market Lane for 300m south-eastwards to facilitate new fibre network installation works from 10th to 19th August 2026 (may continue until 30th September 2026). Alternative route is via: Brooke Road, Chapel Lane, Shotesham Road, B1332 Bungay Road/Norwich Road, High Green, Honeypot Lane, Heath Road (Poringland, Brooke, Howe, Shotesham). The works promoter is CityFibre Metro Networks.

SWAFFHAM – New Sporle Road from its junction with Northfield Road for 50m southwards to facilitate water pipe and mains works from 12th to 14th August 2026 (may continue until 25th September 2026). Alternative route is via: U33356 New Sporle Road, C562 Mangate Street, A1065 Station Street/Castleacre Road, U33356 New Sporle Road. The works promoter is Anglian Water.

TOPCROFT – C365 Barford Road from its junction with C368 The Street for 600m westwards to facilitate new fibre network installation works from 13th to 21st August 2026 (may continue until 2nd October 2026). Alternative route is via: Barford Road, Spring Lane, Aldburgh Road, B1527 Bungay Road, B1527

Hempnall Road, Triple Plea Road, Church Road, Dulgate Road, Upgate Street (Woodton, Hempnall, Bedingham, Topcroft). The works promoter is CityFibre.

WOODTON AND TOPCROFT – B1527 Hempnall Road from its junction with U76384 Kings Road for 690m eastwards to facilitate carriageway patching works on 11th August 2026 (may continue until 22nd September 2026). Alternative route is via: B1527 Hempnall Road, Short New Road, Church Road, B1332 Norwich Road, A143 Bungay Road, Old Railway Road, Bungay Road, Harleston Bypass, Brockdish Needham Bypass, Scole Road, Bungay Road, Lower Street, Bungay Road, A140 Scole Stuston Bypass, Dickleburgh Bypass, Ipswich Road, Long Stratton Bypass, Norwich Road, B1527 Hempnall Road, Mill Road, Bungay Road (Brockdish, Pulham Market, Redenhall with Harleston, Bungay, Earsham, Ditchingham, Stuston, Denton, Morningthorpe and Fritton, Dickleburgh and Rushall, Needham, Scole, Tivetshall, Wacton, Hempnall, Long Stratton, Wortwell, Alburgh, Burston and Shimpling, Hedenham, Brome and Oakley, Woodton, Topcroft). CONGHAM AND GRIMSTON – C72 Low Road from 250m east of its junction with C72 Lynn Road for 30m eastwards to facilitate new water connection works from 10th to 12th August 2026 (may continue until 23rd September 2026). Alternative route is via: Low Road, Lynn Road, Congham Road (Congham, Grimston). The works promoter is Anglian Water.

KING’S LYNN – U20741 Jermyn Road from its junction with U20743 Queensway for 30m westwards to facilitate junction reconstruction works between 08:30 and 16:30 from 10th to 29th August 2026 (may continue until 10th October 2026). Alternative route is via: Jermyn Road, Kent Road, Kensington Road, Queensway. The works promoter is Norse Group.

KING’S LYNN – A) U20767 Thoresby Avenue from its junction with U20769 Parkway for 50m north-eastwards and B) U20769 Parkway from 50m southeast of its junction with U20767 Thoresby Avenue for 100m north-westwards to facilitate carriageway planing and resurfacing works between 08:30 and 16:30 from 10th to 14th August 2026 (may continue until 25th September 2026). Alternative route is via: Parkway, Thurlin Road, Hall View Road, Oak Circle, Thoresby Avenue. The works promoter is Norse.

MARSHLAND ST. JAMES – C3 Walton Road from 50m northwest of its junction with C13 Smeeth Road for 50m north-westwards to facilitate new water connection works from 10th to 26th August 2026 (may continue until 7th October 2026). Alternative route is via: Walton Road, Smeeth Road, School Road, Main Road, Lynn Road, St Pauls Road South (Terrington St. John, Walsoken, Walpole Highway, West Walton, Marshland St. James). The works promoter is Anglian Water. NB: Works are anticipated to take place in phases. Phase 1 from 10th to 12th August 2026. Phase 2 from 24th to 26th August 2026.

MARSHLAND ST. JAMES – C3 School Road from 5m west of its junction with C4 Middle Drove for 35m westwards to facilitate parapet and headwall repair works between 05:00 and 17:00 on 10th August 2026 (may continue until 21st September 2026). Alternative route is via: School Road, Smeeth Road, Low Road, Chapel Road, Black Drove, Middle Drove (Tilney St. Lawrence, Marshland St. James). The works promoter is Norfolk County Council.

MARSHLAND ST. JAMES – C4 Middle Drove from 1800m south of its junction with C3 School Road for 170m southwards to facilitate cyclic maintenance and gulley cleaning works of Reeps Bridge between 05:00 and 17:00 on 11th August 2026 (may continue until 22nd September 2026). Alternative route is via: Middle Drove, Marshland Fen Road, Stow Road, Marsh Road, Edge Bank, Smeeth Road, School Road (Stow Bardolph, Emneth, Outwell, Marshland St. James). The works promoter is Norfolk County Council.

TERRINGTON ST. CLEMENT – C29 Northgate Way from 155m east of its junction with C30 Tower Road for 95m eastwards to facilitate water mains laying works. The Order continues the provisions of the Order dated 19th June 2026 that the road will be temporarily closed (except for pedestrian access) from 11th August to 14th September 2026 (previously 22nd June to 10th August 2026) (may continue until 11th December 2027). Alternative route is via: Northgate Way, Marsh Road, Lynn Road, Churchgate Way (Clenchwarton, Terrington St. Clement). The works promoter is Anglian Water.

TILNEY ST. LAWRENCE – C11 Islington Road from 1745m southeast of its junction with C625 Lynn Road for 240m southwards to facilitate overhead cable repair works between 09:00 and 15:30 on 11th August 2026 (may continue until 22nd September 2026). Alternative route is via: Islington Road, Lynn Road, New Road, Church Road, Magdalen Road, High Road (Tilney All Saints, Tilney St. Lawrence). The works promoter is UK Power Networks.

WATLINGTON – C52 Station Road from 20m west of the railway level crossing to 20m east of the railway level crossing to facilitate namely corrosion inspection and rail repair works between 22:30 and 05:00 from 11th to 13th August 2026 (may continue until 24th September 2026). Alternative route is via: Station Road, School Road, Downham Road, Watlington Road, Holme Road, The Causeway, West Head Road, Low Road, Stow Road, Church Road (Stow Bardolph, Wiggenhall St. Mary Magdalen, Runcton Holme, Watlington). The works promoter is Network Rail.

Unless otherwise stated, the effect of these Orders will be to prohibit the use by traffic of the named road(s)/footpath(s). In the event of the start date being delayed the new start date will be displayed on site in advance. Where an Order is for a reason other than works it is because of the likelihood of danger to the public or of serious damage to the road/footpath. Anticipated dates are stated but the Orders may continue until the end date where necessary or required. The Orders are revoked on the end date or on the actual date of removal of the prohibition/restriction where earlier without further notice. If necessary, the restrictions can have a maximum duration of 18 months or 6 months in respect of footpaths, cycle tracks, bridleways, restricted byways, and byways open to all traffic (BOAT), but may also be extended further by the Secretary of State.

Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.
