Southampton - Permanent Traffic Regulation Changes for Bargate Development
What is happening?
PUBLIC NOTICE THE CITY OF SOUTHAMPTON (BARGATE DEVELOPMENT) ORDER 2026
NOTICE IS HEREBY GIVEN THAT SOUTHAMPTON CITY COUNCIL made the above Order on 4th August 2026, the effects of which will be:
1. To introduce No Waiting at Any Time in the following lengths of road:
a. East Street, south side, for its entire length between High Street and Queen's Way (in place of existing no waiting restrictions and Pay and Display parking),
b. Strand, all sides, for its entire length,
c. Queen's Way, west side, For its entire length between the Strand and East Street, save for point 2 and point 3a below (in place of existing Pay & Display parking).
2. To relocate the No Stopping except Taxis Rank in Queen's Way, west side, to 16m north of East Street northwards for 16m.
3. To introduce Goods Vehicle Loading Only in the following lengths of road:
a. Queen's Way, west side, from 20m south-east of the Strand, southwards for 18m,
b. Brewery Street (part previously known as Strand), north side, From 46m west of Queen's Way, westwards for 19m.
4. To introduce Disabled Parking Bays in East Street, north side, From 8m east of York Buildings eastwards for 11m (in place of Pay and Display parking)
5. To remove the One-way restriction applying to the following lengths of road:
a. Strand, for its entire length
b. Brewery Street (part previously known as Strand), for its entire length
(Note: a one-way restriction will apply southbound between York Buildings Service Road and East Street
6. To update the restrictions applying to York Walk (off of York Buildings) as they appear on-street and to reflect new/amended roads names within the scheme area.
This Order will come into operation on 10th August 2026.
Copies of the Order, relevant map and statement of reasons can be viewed on the Councils website: transport.southampton.gov.uk/TRO or may be inspected Monday - Friday, 10am - 3pm at Gateway in the Civic Centre, Southampton SO14 7LY. Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
