ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A

(as amended)

LONDON BOROUGH OF MERTON (EFFRA ROAD AND OTHER VARIOUS ROADS) (CHARIOT FESTIVAL) (TEMPORARY RESTRICTION OF TRAFFIC) (SPECIAL EVENTS) ORDER 2026

1. The Council of the London Borough of Merton hereby give notice that to facilitate the holding of a religious festival organised by the Shree Ghanapathy Temple in Effra Road, they have made an Order, the effect of which, on Sunday 16 August 2026 will be to impose traffic restrictions in Effra Road and various roads.

2. Whilst the Order is in force and subject to paragraphs 4 and 6 below, no person shall cause or permit any vehicle on Sunday 16 August 2026:-

(a) between the hours of 7am and 6pm, to enter, proceed in or wait (including for the purpose of loading or unloading any vehicle) in EFFRA ROAD, between its junction with Edith Road and its junction with Haydons Road;

(b) between the hours of 9.30am and 1pm, to enter or proceed in:-

(i) BIRKBECK ROAD, between its junction with Effra Road and the southern kerb-line of Faraday Road;

(ii) CAXTON ROAD, from its junction with Haydons Road eastward for a distance of 10 metres;

(iii) COWDREY ROAD, from its junction with Haydons Road westward for a distance of 10 metres;

(iv) FARADAY ROAD, between its junction with Birkbeck Road and its junction with Evelyn Road;

(v) HAYDONS ROAD, between a point 10 metres north of the northern kerb-line of Queens Road and a point 10 metres south of the southern kerb-line of Effra Road; (NB. Non-local traffic will be diverted at its junction with Plough Lane to the north, and its junction with Merton High Street to the south);

(vi) QUEENS ROAD, between a point 10 metres west of its junction with Birkbeck Road and its junction with Haydons Road;

(vii) QUEENS ROAD, between a point 10 metres west of its junction with Birkbeck Road and its junction with Evelyn Road;

(viii) TENNYSON ROAD, between its junction with Haydons Road eastward for a distance of 10 metres;

(c) between the hours of 9.30am and 3pm, to enter or proceed in:

(i) EFFRA ROAD, between the eastern kerb-line of Edith Road and the western kerb-line of Birkbeck Road;

(ii) EFFRA ROAD, between the western kerb-line of Birkbeck Road and the eastern kerb-line of Ashley Road;

(iii) EDITH ROAD, from its junction with Effra Road southward for a distance of 6 metres;

(iv) EDITH ROAD, between a point 6 metres south of its junction with Effra Road and the northern kerb-line of Clarence Road;

(v) BIRKBECK ROAD, between its junction with Effra Road and the southern kerb-line of Faraday Road;

(d) between the hours of 9.30am and 1pm, to proceed northbound in HAYDONS ROAD, between its junction with Cowper Road and a point 10 metres south of the southern kerb-line of Effra Road (except local residents);

(e) between the hours of 8am and 1pm, to wait, including for the purpose of loading or unloading any vehicle in:-

(i) BIRKBECK ROAD, between its junction with Effra Road and its junction with Queens Road;

(ii) HAYDONS ROAD, between its junction with Effra Road and its junction with Queens Road;

(iii) QUEENS ROAD, between its junction with Birkbeck Road and its junction with Haydons Road.

3. Any designated parking place situated in any road or length of road specified in sub-paragraphs 2(a) and 2(c) of this notice will be suspended.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the closures should proceed as directed by signage.

6. Nothing in the Order will apply to:-

(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or an approved traffic marshal; or

(b) any person or vehicle engaged in the execution of the said event; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) so as to permit vehicular access to premises in or adjacent to the lengths of roads specified in sub-paragraphs 2(b)(iv), 2(b)(vii), 2(c)(ii), 2(c)(iv) above, Caxton Road, Cowper Road, Dryden Road, Garfield Road and Tennyson Road, insofar as access is reasonably practicable without interference with the event.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(ABINGDON CLOSE, SW19)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

1. The Council of the London Borough of Merton hereby give notice that to facilitate excavation works in the verge and carriageway in Abingdon Close, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would -

(a) cause or permit any vehicle to enter or proceed in Abingdon Close, from its junction with East Road to the common boundary of Nos. 10 and 11 Abingdon Close; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the road or length of road specified in paragraph 2(a) above; or

(c) enter or proceed in the northern footway adjacent to the length of road specified in 2(a) above.

3. Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works.

4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrians affected by the footway closure should proceed using the footway opposite.

6. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the lengths of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Tuesday 1st September 2026 with the works anticipated to be completed by Thursday 10th September 2026. However, the Order would remain in force for 3 months should further works be required.

(STANLEY ROAD, SW19) (NO. 2)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

1. The Council of the London Borough of Merton hereby give notice that to facilitate re-cladding works at No. 10 Stanley Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Stanley Road, the west side, from a point 36 metres north of its junction with The Broadway northward for a distance of 18 metres.

3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Friday 14 August 2026 and remain in force for a maximum period of 3 months.
