What is happening?

THE BOROUGH OF BLACKBURN WITH DARWEN

(BLAKEY MOOR, BLACKBURN)

(TEMPORARY ROAD CLOSURE) ORDER 2026

NOTICE is hereby given that the Blackburn with Darwen Borough Council, intend to make the above Order under Section 14 (1)(a) of the Road Traffic Regulation Act 1984.

The effect of the Order is retain the temporary closure of Blakey Moor for the following extent: From its junction with Barton Street to its junction with Duke Street.

The continued closure is necessary for the refurbishment works to the Grade II Listed Victoria College building on Blakey Moor to be properly completed.

The Order will come into force on 14th August 2026 and shall continue in force for a period of eighteen months or until the works are completed, whichever is earlier. However, it is anticipated that the work will be completed by 15th September 2027.

The alternative route for the affected traffic will be Blakey Moor, Northgate, Duke Street, Blackburn

There will be no access for emergency services or pedestrians.
