Proposed Amendments to Waiting and Loading Restrictions in Oatlands Avenue (D3868) Weybridge

SURREY COUNTY COUNCIL propose to make “The Surrey County Council (Various Roads in Elmbridge) (Waiting Loading and Unloading Restriction and On-Street Parking Places Orders) (Amendment No. 5) Order 202-, under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51, and 53 of and Part IV of Schedule 9 the Road Traffic and Regulation Act 1984 (“the Act”) the effect of which will be to:- (a) amend “The Surrey County Council (Various Roads in the Borough of Elmbridge) (Consolidation and Revocation of Prohibition of Stopping Outside Schools) Order 2021” so as to prohibit the stopping by vehicles in that length of the eastern side of Oatlands Avenue (D3868) Weybridge as extends from points 24 to 53 metres south of the prolongation of the southern kerb line of Conifers (D3869), for a total distance of 29 metres, operating Monday to Friday (inclusive) between 8.15am and 9.15am and between 2.30pm and 4pm. The existing waiting restrictions (single yellow line) operating Monday to Friday (inclusive) between 10am and 12pm on the same length of road will be removed; (b) carry out legal drafting amendments to the “The Surrey County Council Various Roads in the Borough of Elmbridge (Consolidation and Revocation of Controlled Parking Zones) Order 2021” so as to set out provisions relating to waiting restrictions within the Controlled Parking Zones; and (c) make certain amendments to the following Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the Borough of Elmbridge, which will not affect the operation of those prohibitions and restrictions:- (1) The Surrey County Council Various Roads in the Borough of Elmbridge (Consolidation and Revocation of Residents’ On-Street Parking Places) Order 2021; (2) The Surrey County Council (Various Roads in Elmbridge) (Consolidation and Revocation of Free Street Parking Places and Loading Bays) Order 2021; (3) The Surrey County Council (Various Roads in Elmbridge) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2021; (4) The Surrey County Council Various Roads in Elmbridge (Consolidation and Revocation of Prohibition of Waiting of Heavy Commercial Vehicles) Order 2021; (5) The Surrey County Council (Borough of Elmbridge) (Consolidation and Revocation of Solo Motor Cycle Parking Places) Order 2021; (6) The Surrey County Council Various Roads in the Borough of Elmbridge (Consolidation and Revocation of On-Street Car Club Parking Places) Order 2021; (7) The Surrey County Council (Various Roads in Elmbridge) Electric Vehicle Parking Places Order 2024.

The usual exemptions for the prohibition of stopping shall apply, namely any person causing a vehicle to stop in order to avoid an accident or if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council.

If you wish to object to, or make any other representation regarding the proposed measures, you must send the grounds on which they are made – (a) in writing to Traffic Regulation Orders Team, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ; or (b) by using the online form via the website quoted above – by 4 September 2026.
