ROAD TRAFFIC REGULATION ACT 1984
LOCAL AUTHORITIES’ TRAFFIC ORDERS (PROCEDURE) (ENGLAND) AND WALES REGULATIONS 1996 as amended

Notice is hereby given that under the powers contained in Section 35 of the Road Traffic Regulation Act 1984, South Ribble Borough Council (“the Council”) has made the Council of the Borough of South Ribble (Off-Street Parking Places) Variation Order No. 2 2026 the effect of which will be: -

To designate the following car parks as off-street long/short stay Pay and Display car parks:

Kingsway Car Park Bamber Bridge, Ryefield Avenue Car Park Penwortham:
• 2 hours free (time of arrival ticket required) – no return within 3 hours
• Long stay permits available

Cann Bridge Street Car Park Higher Walton:
• 2 hours free (time of arrival ticket required) – no return within 3 hours
• Long stay permits available
• Residents permit - £50 annually

Bowling Terrace Car Park Leyland:
• 1 hour free (time of arrival ticket required) – no return within 3 hours
• Up to 3 hours £1
• Weekly ticket £12
• Long stay permits available
• Residents permit - £50 annually

Churchill Way Car Park Leyland:
• 1 hour free (time of arrival ticket required) – no return within 3 hours
• Up to 3 hours £1
• All day £3
• Weekly ticket £12
• Long stay permits available

East Street Car Park:
• 1 hour free (time of arrival ticket required) – no return within 3 hours
• Up to 3 hours £1
• Residents permit - £50 annually

Victoria Road Car Park Walton-le-Dale:
• 1 hour free (time of arrival ticket required) – no return within 3 hours
• Up to 3 hours £1
• Residents permit - £50 annually
• Long stay permits available

Liverpool Road Car Park Penwortham:
• 1 hour free (time of arrival ticket required) – no return within 3 hours
• Up to 3 hours £1
• Up to 4 hours £2

Leyland Leisure Centre, Lancastergate, Leyland:
• 1 hour free (time of arrival ticket required) – no return within 3 hours
• 3 hours free for Leisure centre users
• Long stay permits available

Withy Grove Bamber Bridge Leisure Centre Brindle Road, Withy Grove Overflow Car Park:
• 3 hours free (time of arrival ticket required) – no return within 3 hours
• All day £3
• Weekly ticket £12
• Long stay permits available

It is intended that these arrangements shall come into effect on 3 September 2026. The Order will be available for inspection at Civic Centre, West Paddock, Leyland, PR25 1DH from 09:00 to 17:00 Monday to Friday. Alternatively, these can be viewed on the Council’s website at

www.southribble.gov.uk/parking



If any person wishes to question the validity of the Order, or any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
