Rhoddir Hysbysiad drwy hyn ar 30 Gorffennaf 2026 y gwnaeth Cyngor Sir Dinas a Sir Caerdydd, wrth arfer ei bwerau dan Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd), a’r holl bwerau galluogi eraill, orchmynion rheoli traffig fydd yn diwygio Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Gwahardd a Chyfyngiadau Stopio, Aros, Llwytho a Mannau Parcio ar y Stryd) (Cydgrynhoi) 2024 i osod cyfyngiadau traffig fel y disgrifir ar y darnau o ffordd a nodir yn yr Atodlen isod.

Daw’r Gorchmynion i rym ar 6 Awst 2026 neu ar y dyddiad y caiff y llinellau a’r arwyddion angenrheidiol eu gosod ar y safle, pa bynnag un sydd hwyraf.

Os ydych am gwestiynu darpariaethau neu ddilysrwydd y Gorchymyn ar y sail nad ydynt o fewn y pwerau a ddyfarnwyd gan Ddeddf Rheoleiddio Traffig Ffyrdd 1984, neu ar y sail na chydymffurfiwyd ag unrhyw un o ofynion y Ddeddf, neu unrhyw offeryn a wnaed dan y Ddeddf, mewn perthynas â’r Gorchymyn, gallwch, o fewn chwe wythnos i 30 Gorffennaf 2026 wneud cais i’r Uchel Lys at y diben hwn.

ATODLEN
1) Mae Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Gwaharddiadau a Chyfyngiadau Stopio, Aros, Llwytho a Mannau Parcio ar y Stryd) (Cydgrynhoi) 2024 (Diwygiad Rhif 27) 2026 yn:

1. Eich atal rhag aros a llwytho ar unrhyw adeg yn: a) Stryd Bute ar y ddwy ochr o'r gyffordd â Theras Bute hyd at bwynt 60 metr i'r de o'r gyffordd â Sgwâr Callaghan a Stryd Herbert, b) Sgwâr Callaghan ar y ddwy ochr ar ei hyd, c) Stryd Herbert ar y ddwy ochr o'r gyffordd â Stryd Bute hyd at bwynt 5 metr i'r dwyrain o'r gyffordd â Rhodfa Lloyd George, d) Rhodfa Lloyd George ar y ddwy ochr o'r gyffordd â Herbert Street am 65 metr i'r de-ddwyrain

e) Heol Penarth ar ochr y gogledd-orllewin o bwynt 27 metr i'r gogledd-ddwyrain o'r gyffordd â Stryd Crawshay i'r gyffordd â Theras Tresilian/Ffordd Tresilian y ac ar ochr y de-ddwyrain o bwynt 11 metr i'r gogledd-ddwyrain o'r gyffordd â Stryd Masnach i'r gyffordd â Theras Tresilian/ Ffordd Tresilian, f) Ffordd Tresilian ar y ddwy ochr ar ei hyd, e) Glanfa Gorllewin y Gamlas ar i) ochr y gogledd o'r gyffordd â Heol Penarth am 15 metr i'r dwyrain; ac o bwynt 37 metr i'r dwyrain o'r gyffordd â Heol Penarth am 44 metr i'r gogledd-ddwyrain; ac o'r pen caeëëdig am 17 metr i'r de-orllewin, ii) ar ochr y de o'r gyffordd â Heol Penarth am 84 metr i'r dwyrain ac o ben caeëdig Glanfa Gorllewin y Gamlas am 21 metr i'r de-orllewin

2. Eich atal rhag aros ar unrhyw adeg heb lwytho rhwng 8am a 10pm yn Herbert Street ar ochr y gogledd o bwynt 81 metr i'r dwyrain o'r gyffordd â Stryd Bute i bwynt 50 metr i'r gorllewin o'r gyffordd â Stryd Tyndall ac ar ochr y de o bwynt 5 metr i'r dwyrain o'r gyffordd â Rhodfa Lloyd George am 81 metr i'r dwyrain

3. Eich atal rhag aros ar unrhyw adeg yn Stryd Bute ar ochr y dwyrain o bwynt 60 metr i'r de o'r gyffordd â Sgwâr Callaghan i bwynt 13 metr i'r de o'r gyffordd â Stryd Ogleddol yr Eglwys

4. Sefydlu man Llwytho Cerbydau Nwyddau yn Unig sy'n weithredol bob amser (uchafswm arhosiad 1 awr heb ddychwelyd o fewn 2 awr) yn:

a)Heol Penarth ar ochr y gogledd-orllewin o bwynt 15 metr i'r de-orllewin o'r gyffordd â Heol Saunders am 20 metr i'r de-orllewin, a b) Glanfa Gorllewin y Gamlas ar ochr y gogledd o bwynt 15 metr i'r dwyrain o'r gyffordd â Heol Penarth am 22 metr i'r dwyrain; ac ar ochr y de o bwynt 20 metr i'r gorllewin o'r pen caeëdig am 17 metr i'r gorllewin

5. Cyflwyno Man Parcio i ddeiliaid trwydded yn unig (Bysus yn Lle Trenau) yn Heol Penarth ar ochr y deddwyrain o bwynt 48 metr i'r de-orllewin o'r gyffordd â Heol Saunders am 80 metr i'r de-orllewin

NEW TRAFFIC ORDERS
FOR THE CITY AND COUNTY OF CARDIFF

Notice is hereby given that on the 30th July 2026 the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, made traffic regulation orders, the general effect of which to impose traffic restrictions in the lengths of road set out in the Schedule below. The title and nature of the Orders is also described in the said Schedule.

The Orders will come into operation on the 6th August 2026 or on the date that the necessary lines and signs are placed on site, whichever is the later.

A copy of the orders and plans showing the location and extent of the restrictions are available at www.cardiff.gov.uk/trafficorders. In addition you can obtain copies of the same by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making a written request to the address below.

The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any delay. This document is available in Welsh/Mae’r ddogfen hon ar gael yn Gymraeg.

If you wish to question the Order provisions or validity on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the ground that any requirement of, or any instrument made under the Act, has not been complied with in relation to the Order, you may, within six weeks from the 30th July 2026 apply to the High Court for this purpose.

SCHEDULE
1) The County Council of The City and County of Cardiff
(Prohibitions and Restrictions of Stopping, Waiting,
Loading and Street Parking Places) (Consolidation) Order 2024 (Amendment No 27) Order 2026 will:

1. Prevent you from waiting and loading at any time in:
a) Bute street on both sides from its junction with Bute Terrace to a point 60 metres south of its junction with Callaghan Square and Herbert Street, b) Callaghan Square on both sides throughout its length, c) Herbert Street on both sides from its junction with Bute Street to a point 5 metres east of its junction with Lloyd George Avenue, d) Lloyd George Avenue on both sides from its junction with Herbert Street for a distance of 65 metres southeast e) Penarth Road on its north west side from a point 27 metres north east of its junction with Crawshay Street to its junction with Tresillian Terrace/Tresillian Way and on its south east side from a point 11 meters north east of its junction with Trade Street to its junction with Tresillian Terrace/Tresillian Way, f) Tresillian Way on both sides throughout its length, g) West Canal Wharf on its

i) north side from its junction with Penarth Road for a distance of 15 metres east; and from a point 37 metres east of its junction with Penarth Road for a distance of 44 metres north east; and from its closed end for a distance of 17 metres south west, ii) on its south side from its junction with Penarth Road for a distance of 84 metres east and from the closed end of West Canal Wharf for a distance of 21 metres south west

2. Prevent you from waiting at any time with no loading between the hours of 8am to 10pm in Herbert Street on its north side from a point 81 metres east of its junction with Bute Street to a point 50 metres west of its junction with Tyndall Street and on its south side from a point 5 metres east of its junction with Lloyd George Avenue for a distance of 81 metres east

3. Prevent you from waiting at any time in Bute Street on its east side from a point 60 metres south of its junction with Callaghan Square to a point 13 metres south of its junction with North Church Street

4. Establish a Goods Vehicle Loading Only bay operational at all times (1 hour maximum stay with no return within 2 hours) in:

a) Penarth Road on its northwest side from a point 15 metres southwest of its junction with Saunders Road for a distance of 20 metres southwest, and b) West Canal Wharf on its north side from a point 15 metres east of its junction with Penarth Road for a distance of 22 metres east; and on its south side from a point 20 metres west of its closed end for a distance of 17 metres west

5. Introduce a special permit holders only Parking Place (Rail Replacement Buses) in Penarth Road on its southeast side from a point 48 metres southwest of its junction with Saunders Road for a distance of 80 metres southwest
