NOTICE OF INTENTION TO ESTABLISH A TWO NEW ZEBRA CROSSINGS AND TO CONSTRUCT TWO ROAD HUMPS A586 WESTCLIFFE DRIVE, BETWEEN GRANGE ROAD AND ANNESLEY AVENUE TRAFFIC REGULATION NOTICE 2026
NOTICE IS HEREBY GIVEN that Blackpool Borough Council (“the Council”), in exercise of its powers under section 23 of the Road Traffic Regulation Act 1984 and sections 90A and 90C of the Highways Act 1980, proposes to establish two zebra pedestrian crossings on raised tables/road humps at A586 Westcliffe Drive, between Grange Road and Annesley Avenue, Blackpool.
The effect of the proposed humped zebra crossings will be to:
• avoid danger to persons or other traffic using the road or any other road preventing the likelihood of any such danger arising; and
• facilitate the passage on the road or any other road of any class of traffic (including pedestrians).
Zebra Crossings
The new pedestrian zebra crossings are proposed to be established on A586 Westcliffe Drive, the locations of the zebra crossings being described below:
• North-eastbound carriageway – Westcliffe Drive, outside Layton Methodist Church, 13.80 m from the centre of Annesley Avenue access, measured to the centre of the crossing.
• South-westbound carriageway – Westcliffe Drive, outside Layton Methodist Church, 15.69 m from the centre of Grange Road, measured to the centre of the crossing.
The design of the zebra crossings includes the provision of white zig-zag road markings on both sides of them. No parking or waiting would be permitted within the areas marked by white zig-zags.
Road Humps
The proposed road humps are to be constructed on A586 Westcliffe Drive, between Grange Road and Annesley Avenue, Blackpool, as described below:
• 75 mm high, kerb to kerb flat top road humps each with a plateau length of 6 metres and approach ramps at a gradient of 1:15 constructed on A586 Westcliffe Drive, the centre of the road humps at:
– North-eastbound carriageway – Westcliffe Drive, outside Layton Methodist Church, 13.80 m from the centre of Annesley Avenue access. – South-westbound carriageway – Westcliffe Drive, outside Layton Methodist Church, 15.69 m from the centre of Grange Road.
As specified in the following Schedules.

• Transverse profile: Kerb-to-kerb
• Height: 75mm
• Plateau length: 6 metres
• Length (in plan) of on/off ramps: 1.125 metres
• Overall length (plateau plus ramps): 8.25 metres
• On/off ramp gradient: 1:15

A copy of the notice, plan showing the locations of the proposed zebra crossings and road humps and a statement of the Council’s reasons for proposing to establish the crossings and construct the road humps may be inspected at Customer First, Municipal Buildings, Corporation Street, Blackpool, FY1 1NF and the Council’s offices at Number 1 Bickerstaffe Square, Talbot Road, Blackpool, FY1 3AH during their normal opening hours.
Any objections and representations relating to the proposed notice, proposed crossings and/or proposed road humps must be made in writing stating the grounds for any objection and should be sent to either;
• Head of Highway and Traffic Management Services, Blackpool Council, PO Box 4, Blackpool, FY1 1NA; or
• Email to traffic.management@blackpool.gov.uk quoting the above title before 9:00 am on 21st August 2026.
Please note that the Council may consider all representations received in public and that the substance of any representation together with the name and address of the person making it could become available for public inspection
