TEMPORARY STREET CLOSURE ORDER 2026

HARLOW DISTRICT COUNCIL in exercise of its powers contained in Section 21 of the Town Police Clauses Act 1847 (as amended) and of all enabling powers available to it and after consulting with the Chief Police Officer for the County of Essex and the County Highways Authority makes the following Order:

1. Harlow District Council recognises the desire of the Harlow District Council to hold the Town Show in the Town Park, Harlow in the County of Essex for the mutual enjoyment of residents in the Harlow District.

2. To enable the show to be properly and safely conducted the lengths of School Lane/Park Lane specified in the Schedule to this Order shall be closed to some or all vehicular traffic including motor propelled vehicles and cycles between the hours of 9.00am and 12.00 midnight on Saturday 29th to Sunday 30th August 2026.

3. In case of emergencies only due to overcrowding and proper crowd management, Harlow District Council may temporarily close the following roads to all traffic (except emergency vehicles) in all directions as shown cross hatched blue on the plan attached to this Notice:

Edinburgh Way (A414) – From the junction of Edinburgh Way/Elizabeth Way/Fifth Avenue (Known as Burnt Mill Roundabout) for a distance of approximately 450m to School Lane

Fifth Avenue/Zelenskyy Avenue (A1019) – From the junction of Edinburgh Way/Elizabeth Way/Fifth Avenue (Known as Burnt Mill Roundabout) southbound to the junction of Fifth Avenue/Hammarskjold Road (Known as Sainsburys Roundabout)

4. Harlow District Council is to erect signage and barrier the road at each point of closure hatched red and cross hatched blue in the attached Schedule and have those points staffed by stewards throughout the relevant periods in the Schedule to ensure other road users are fully aware of the closure, and that other agencies/emergency vehicles/residents and authorised vehicles have adequate access. Stewards are to ensure that those streets temporarily closed are safely made available for normal traffic as soon as possible after the event. In addition, relevant street closure and other traffic advisory signs are to be erected as agreed.

5. This Order may be cited as the Harlow District Council (School Lane/Park Lane) Temporary Street Closure Order 2026 and shall be in force at the times stated on Saturday 29th to Sunday 30th August 2026 only.

Schedule

“The Plan” means the Plan annexed hereto reference GIM4410-184B for closure on Saturday 29th and Sunday 30th August 2026.

1. As to the roadway shown as hatched red on the Plan this is the closed route between 9.00am to 12.00 midnight on 29th and 30th August 2026.

2. Exemptions for this closure allow for vehicle access for emergency vehicles, residents of Park Lane and School Lane and other authorised vehicles.

3. In case of emergencies only due to overcrowding, Harlow District Council may temporarily close the following roads to all traffic (except emergency vehicles) in all directions as shown cross hatched blue on the plan attached to this Notice:
