Merton - Traffic Regulation Order for Pedestrian Crossings & Parking Restriction Changes

Road Traffic Regulation Act 1984

The GLA Roads and GLA Side Roads (Merton) Consolidation Traffic Order 2007 A297 GLA Road (St Helier Avenue) Variation Order 2026

1. Transport for London, hereby gives notice that it intends to make the above named Order under section 6 of the Road Traffic Regulation Act 1984.

2. The general nature and effect of the Order will be to:

(1) relocate the existing Loading and Disabled Persons Vehicles Bay outside of Nos. 71 and 73 St Helier Avenue to outside Nos. 73 and 75 St Helier Avenue, operating No Stopping Mon–Sat 7am - 7pm Except 10am–4pm loading max 20 mins and disabled persons’ vehicles max 3 hours.

(2) remove the existing Loading and Disabled Persons Vehicles Bay on the eastern kerb-line of St Helier Avenue outside of No. 1 Netley Gardens, to allow for a new pedestrian crossing with zig zag markings to be introduced.

(3) remove the existing Loading and Disabled Persons Vehicles Bay on the western kerb-line of St Helier Avenue outside of No. 20 Dore Gardens, to allow for a new pedestrian crossing with zig zag markings to be introduced.

(4) remove the existing Parking and Disabled Persons Vehicles Bay outside No.1 Newhouse Walk, to allow for an extension of the existing Footway Parking Bays on the eastern kerb-line of St Helier Avenue by 4 metres in a southerly direction and extending of the existing No Stopping At Any Time restrictions by 14.5 metres in a northerly direction.

(5) shorten the existing Footway Parking Bays on the eastern kerb-line of St Helier Avenue outside No. 129 St Helier Avenue by 23 metres and outside No. 131 St Helier Avenue by 20 metres, to allow for a new pedestrian crossing with zig zag markings to be introduced.

(6) shorten the existing Footway Parking Bay on the eastern kerb-line of St Helier Avenue outside No. 303 St Helier Avenue by 13.5 metres and outside No. 305 St Helier Avenue by 11 metres, to allow for a new pedestrian crossing with zig zag markings to be introduced.

(7) shorten the existing Footway Parking Bay Bays on the western kerb-line of St Helier Avenue outside No. 308 St Helier Avenue by 20 metres and outside No. 310 St Helier Avenue by 5 metres, to allow for a new pedestrian crossing with zig zag markings to be introduced.

(8) introduce No Stopping At Any Time restrictions on the eastern kerb-line outside No. 69 St Helier Avenue replacing the existing No Stopping Monday to Saturday, 7am to 7pm restrictions.

(9) introduce No Stopping At Any Time restrictions on the south-western kerb-line of Arras Avenue at its junction with St Helier Avenue by 11 metres in a south-easterly direction replacing the existing No Stopping Monday to Saturday, 7am to 7pm restrictions.

3. The road which would be affected by the Order are the A297 GLA Road – St Helier Avenue in the London Borough of Merton.

4. A copy of the Order, a statement of Transport for London’s reasons for the proposals, a map indicating the location and effect of the Order and copies of any Order revoked, suspended or varied by the Order can be inspected by visiting our website at https://haveyoursay.tfl.gov.uk/tro and selecting the relevant borough and reference the Traffic Order relates to or by appointment during normal office hours at our office at the address below. 6. All objections and other representations to the proposed Order must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London, SE1 8NJ or by emailing trafficordersection@tfl.gov.uk quoting reference NP SNO/REGULATION/STOT/JW/TRO, GLA/2026/0115 to arrive before 20th August 2026. Please note due to Hybrid working access to post is restricted and requests for documents and confirmation of your objections or representations may be delayed. Objections and other representations may be communicated to other persons who may be affected.
