Proposed Amendments to The Guildford Town Centre Controlled Parking Zone in the
Borough of Guildford
NOTICE IS HEREBY GIVEN that Surrey County Council proposes to make an Order under Sections 1(1), 2(1) to 3 and 4, 32, 35, 36, 45, 46, 49, 51 and 53 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the Act’) the effect of which will be to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2025” (“The Order of 2025”).
The Order, to be known as “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No._) 202_” which proposes to make the changes as described below.
The general purpose and effect of the Order will be to:
(a) amend and revoke some of the existing parking controls,
(b) introduce No Waiting At Any Time double yellow lines,
(c) convert various existing restrictions to permit only parking spaces,
(d) convert various existing restrictions to shared use parking spaces,
(e) introduce formalised School Keep Clear restrictions,
(f) In respect to paragraphs (c) and (d) above, disabled persons blue badge holders may wait in those parking places free of charge and without time limit.
(g) In respect to paragraphs (c) and (d) above, any vehicle may wait in those parking places for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading unloading goods (for a period not exceeding twenty minutes)
(h) in respect of the proposed No Waiting Restrictions referred to in paragraph (b) above, provide that the usual exemptions in respect of loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the affected lengths of roads, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue badge” Scheme would apply, and
(i) in respect to paragraph (e) above, any vehicle may stop on those “School “Keep Clear” markings” in respect of stopping to avoid an accident, when required to do so by law or with the permission of a police constable in uniform or if displaying a valid waiver certificate issued by the County Council or any agents acting on its behalf or to anything done in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police.
(j) Carry out certain legal drafting amendments to the Order of 2025 which will not affect any of the onstreet parking controls enforced by that Order in any way whatsoever.

These documents, together with a copy of the Order of 2025 (and the subsequently amending Orders, together with all the plans that accompany those Orders), and a copy of the proposed Order and a statement of the County Council’s guidelines for the acceptance of objections to Traffic Regulation Orders may also be viewed at (1) Surrey Highways, Hazel House, Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (by appointment only); or (2) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB or (3) at Guildford Library, 77 North Street, Guildford, Surrey GU1 4AL during normal office hours on Mondays to Fridays inclusive in the case of (1) and (2) immediately above or normal opening hours in the case of (3) immediately above.
Copies of the Orders to be amended may be viewed on request to the Traffic Regulation Orders Team as quoted below.
