Kirklees - On-Street Parking Places, Waiting, Loading And Stopping Restrictions Order

(TRAFFIC REGULATION) (CONSOLIDATION ORDER PROVIDING ON-STREET PARKING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS AND MIGRATION TO A ‘MAP-BASED’ FORMAT) ORDER 2024

(AMENDMENT NO. 02) EXPERIMENTAL ORDER 2026
TOWN GATE, HOLMFIRTH

The Council of the Borough of Kirklees have made the above Order under their powers in the Road Traffic Regulation Act 1984 the effect of which, as it affects lengths of road in Holmfirth in the Kirklees district, will be as follows:-

1. To prohibit the waiting of vehicles between the hours of 08:00 – 18:00, on all days (excluding bank holidays), on a length of Town Gate, Holmfirth

2. To modify the existing restrictions against waiting (between 20:00 – 02:00 on all days) on a length of Town Gate, Holmfirth contained in the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, Loading and Stopping Restrictions and Migration to a ‘Map-Based’ Format) Order 2024 so as to exempt the waiting of taxis from these restrictions.

REASON: After the installation of extensive parking restriction changes in Holmfirth town centre, it was felt that changes were needed to the layby outside Holy Trinity Church, Town Gate to make it more useable.

The current parking restrictions mean that apart from when the taxi rank is in operation there are no restrictions on parking, this has meant the space can be occupied all day causing delivery issues to businesses.

The ETRO restricts the use of this layby to loading/unloading and blue badge holders between 8am and 6pm, with no changes to the taxi rank overnight. 

It is considered that these measures will enable multi-use access during the day.

The Order will be implemented initially on an experimental basis for eighteen months, after which time it will be reviewed. The Council may then make the Order permanent or abandon it. 

The Council may vary or modify the Order if it so desires although no variation or modification may be made after 12 months. 

This Order was made on 21 July 2026 and will take effect on 10 August 2026.

Objections must be sent no later than 10 February 2027, and please ensure you quote reference DEV/HG/D116-2602 (EAO)

If the Order is varied or modified in any way, objections may be received within six months of the variation or modification taking effect.

Any person wishing to challenge the Order on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 or that any requirements of that, or of any instrument made under it, have not been complied with may apply to the High Court within six weeks following 21 July 2026.
