(Amendment No.82) Experimental Order 2026

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1 July 2022 has made an Order under Sections 9 and 10 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984.

The effect of the Order: To introduce an experimental No Stopping at Any Time (double red lines) and a Loading Only parking bay on United Way, Colchester and suspend No Stopping at Any Time on Verge or Footway & No Stopping on Main Carriageway (Clearway).

This Order will be incorporated on an experimental basis into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing title numbers TL990 287 & TL998 287 revision 0 with revision 1.

Date of operation: The Order will come into effect on Saturday 8th August 2026 and may last up to 18 months. Any alterations to this Order which will render it less restrictive may be authorised by the Parking Partnership Service Director, without the requirement to re-advertise the Order under Section 10(2) of the said Act, and after consultation with the Chief Officer of Police.

Objections: The Council will consider in due course whether the provisions of the experimental order should be continued in force indefinitely. Within a period of six months beginning from the date on which the experimental order came into force, or if that order is varied by another order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, any person may object to the making of an order for the purpose of such indefinite continuation. (Various Roads, Thorrington) (Combined Speed Limits) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under S81, 82(1) & 2(b), 83(2), 84(1)(a) and (2), and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order:

To Introduce: ‘40mph Speed Limit’ (an existing National Speed Limit Road)

‘The Essex County Council (Various Roads, Thorrington) (30mph Speed Limit and 40mph Speed Limit) Order 2024’ is hereby revoked in its entirety. All other restrictions not mentioned above shall remain in force by virtue of the new Order.

Notice is hereby given that the Essex County Council has made the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53, and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order:

1. To Revoke: ‘No Waiting at Any Time’ Restrictions.

2. To Revoke: ‘No Stopping at Any Time on Verge or Footway’ Restrictions.

3. To Relocate: ‘No Stopping Except for Buses’ Restrictions.

4. To Implement: a ‘No Stopping Except for Buses’ Restriction.

5. To Implement: ‘No Stopping on Main Carriageway – 24hr Clearway’ Restriction.

This Order will be incorporated into ‘The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting map tiles: TL985 282 and TL985 285 Revision 1 to Revision 2, TL990 285 Revision 0 to Revision 1.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Bridgefield Close, Colchester in the City of Colchester, from a point approximately 40m south west then north west of its junction with Saint Andrews Avenue for a distance of approximately 20m in a north westerly direction. The closure is scheduled to commence on 24th August 2026 for 8 days, or where stated on a valid permit (EC30020904326 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while service upgrade works are undertaken by UK Power Networks.

No diversion route is available.

(Chestnut Avenue, Colchester) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Chestnut Avenue, Colchester in the City of Colchester, from a point approximately 25m south west of its junction with Blackheath for a distance of approximately 65m in a south westerly direction. The closure is scheduled to commence on 24th August 2026 for 3 days, or where stated on a valid permit (BC411002WGSP4R4T – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while footway and carriageway cabling and splicing works are undertaken by Openreach.

An alternative route is available via Chestnut Avenue, Blackheath, Ash Grove and vice versa.

The Order will come into effect on 6th August 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Easthorpe Road, Copford) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Easthorpe Road, Copford in the City of Colchester, from a point approximately 290m south west of its junction with Rectory Road for a distance of approximately 80m in a south westerly direction. The closure is scheduled to commence on 25th August 2026 for 4 days, or where stated on a valid permit (EC30016051966 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.

An alternative route is available via Easthorpe Road, Well Lane, Porters Green Road, Whitehouse Farm Road, Rectory Road, Easthorpe Road and vice versa.

The Order will come into effect on 6th August 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Heath Road, Fordham Heath) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Heath Road, Fordham Heath in the City of Colchester, from a point approximately 315m south east, north east then south east of its junction with Wood Lane for a distance of approximately 20m in a south easterly direction. The closure is scheduled to commence on 25th August 2026 for 3 days, or where stated on a valid permit (AD03168154693 – Anglian Water Business (National)). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stoptap replacement works are undertaken by Anglian Water Business (National).

An alternative route is available via Wood Lane, A1124, Halstead Road, Halstead Road Roundabout, Chitts Hill, Argents Lane and vice versa. (with access only into Heath Road).

The Order will come into effect on 6th August 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mill Lane, Birch) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mill Lane, Birch in the City of Colchester, from a point approximately 125m north west of its junction with Greenfield Road for a distance of approximately 30m in a north westerly direction. The closure is scheduled to commence on 24th August 2026 for 3 days, or where stated on a valid permit (AD01310809287 – Anglian Water Business (National)). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Anglian Water Business (National).

No diversion route is available. (with access only into Mill Lane).

The Order will come into effect on 6th August 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Trinity Square, Colchester) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Trinity Square, Colchester in the City of Colchester, from its junction with Trinity Street for a distance of approximately 20m in an easterly direction. The closure is scheduled to commence on 24th August 2026 for 7 days, or where stated on a valid permit (EC30087402218 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.

No diversion route is available.

The Order will come into effect on 6th August 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, City of Colchester) (Temporary Introduction of a Clearway) (Streetworks No.9) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road.

The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works are scheduled to commence after 6th August 2026, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. Access will be maintained for emergency services. Residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

The clearway is required for the safety of the public and workforce while clearway and cycleway construction works are undertaken by Octavius Infrastructure Ltd.

The Order will come into effect on 6th August 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, City of Colchester) (Temporary Prohibition of Traffic) (Streetworks No.10) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close those lengths of road in the City of Colchester, as detailed in the Schedule.

The works are scheduled to commence after 6th August 2026, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

The closure is required for the safety of the public and workforce while clearway and cycleway construction works are undertaken by Octavius Infrastructure Ltd.

The Order will come into effect on 6th August 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Guildford Road/Rosebery Avenue/East Hill, Colchester) (Temporary Introduction of a 20 MPH Speed Restriction) & (Priory Street/High Street, Colchester) (Temporary Suspension of a One Way) & (High Street, Colchester) (Temporary Suspension of Bus Lane) & (East Street, Colchester) (Temporary Introduction of a Width Restriction) (Streetworks No.11) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily introduce a 20mph speed restriction in that length of East Hill, Colchester, from its junction with Priory Street to its junction with Brook Street a distance of approximately 300m (restriction in both directions).

2. To temporarily introduce a 20mph speed restriction in that length of Guildford Road, Colchester, from its junction with East Hill for a distance of approximately 55m in a northerly direction (restriction in both directions).

3. To temporarily introduce a 20mph speed restriction in that length of Rosebery Avenue, Colchester, from its junction with East Hill for a distance of approximately 55m in a southerly direction (restriction in both directions).
