THE COUNCIL OF THE BOROUGH OF ST. HELENS

(A570 RAINFORD BY-PASS, A580 EAST LANCASHIRE ROAD, A570 JAMES ROBY WAY, A58 LINKWAY WEST, A58 LINKWAY EAST, A569 MARSHALLS CROSS ROAD, A569 SCORECROSS AND M62 JUNCTION 7 GYRATORY)

(TEMPORARY 10, 20, 30 & 40 MPH SPEED LIMIT) ORDER 2026

NOTICE IS HEREBY GIVEN that on the 15th day of July, 2026, the St. Helens Borough Council made an Order under the provisions of Section 14(1, 4, 5 & 7) of the Road Traffic Regulation Act 1984 (as Amended), the effect of which will be:

  1. To impose a speed limit of 40 miles per hour in any direction on the A570 Rainford By-Pass (including slip roads), between its junction with the A580 East Lancashire Road and St. Helens Council/West Lancashire Council boundary, on those sections where the speed limit is not already 40 miles per hour.
  2. To impose a speed limit of 30 miles per hour in any direction on the A570 Rainford By-Pass (including slip roads), between its junction with the A580 East Lancashire Road and St. Helens Council/West Lancashire Council boundary
  3. To impose a speed limit of 20 miles per hour in any direction on the A570 Rainford By-Pass (including slip roads), between its junction with the A580 East Lancashire Road and St. Helens Council/West Lancashire Council/West Lancashire Council boundary.
  4. To impose a speed limit of 10 miles per hour in any direction on the A570 Rainford By-Pass (including slip roads), between its junction with the A580 East Lancashire Road and St. Helens Council/West Lancashire Council boundary.
  5. To impose a speed limit of 40 miles per hour in any direction on the A580 East Lancashire Road (including slip roads) from the St. Helens Council/Wigan Council boundary to the St. Helens Council/Knowsley Council boundary, on those sections where the speed limit is not already 40 miles per hour.
  6. To impose a speed limit of 30 miles per hour in any direction on the A580 East Lancashire Road (including slip roads) from the St. Helens Council/Wigan Council boundary to the St. Helens Council/Knowsley Council boundary
  7. To impose a speed limit of 20 miles per hour in any direction on the A580 East Lancashire Road (including slip roads) from the St. Helens Council/Wigan Council boundary to the St. Helens Council/Knowsley Council boundary
  8. To impose a speed limit of 10 miles per hour in any direction on the A580 East Lancashire Road (including slip roads) from the St. Helens Council/Wigan Council boundary to the St. Helens Council/Knowsley Council boundary
  9. To impose a speed limit of 40 miles per hour in any direction on A570 James Roby Way (including slip roads), between its junctions with A58 Linkway East and Junction 7 on the M62, on those sections where the speed limit is not already 40 miles per hour.
  10. To impose a speed limit of 30 miles per hour in any direction on A570 James Roby Way (including slip roads), between its junctions with A58 Linkway East and Junction 7 on the M62, on those sections where the speed limit is not already 30 miles per hour.
  11. To impose a speed limit of 20 miles per hour in any direction on A570 James Roby Way (including slip roads), between its junctions with A58 Linkway East and Junction 7 on the M62.
  12. To impose a speed limit of 10 miles per hour in any direction on A570 James Roby Way (including slip roads), between its junctions with A58 Linkway East and Junction 7 on the M62.
  13. To impose a speed limit of 30 miles per hour in any direction on A58 Linkway West, between its junctions with Chalon Way West and A58 Linkway East.
  14. To impose a speed limit of 20 miles per hour in any direction on A58 Linkway West, between its junctions with Chalon Way West and A58 Linkway East.
  15. To impose a speed limit of 10 miles per hour in any direction on A58 Linkway West, between its junctions with Chalon Way West and A58 Linkway East.
  16. To impose a speed limit of 30 miles per hour in any direction on A58 Linkway East, for its entire length.
  17. To impose a speed limit of 20 miles per hour in any direction on A58 Linkway East, for its entire length.
  18. To impose a speed limit of 10 miles per hour in any direction on A58 Linkway East, for its entire length.
  19. To impose a speed limit of 20 miles per hour in any direction on A569 Marshalls Cross Road, between its junctions with Robins Lane and B5204 Mill Lane.
  20. To impose a speed limit of 10 miles per hour in any direction on A569 Marshalls Cross Road, between its junctions with Robins Lane and B5204 Mill Lane.
  21. To impose a speed limit of 30 miles per hour in any direction on A569 Scorecross, between its junctions with A570 James Roby Way and A569 Marshalls Cross Road, on those sections where the speed limit is not already 30 miles per hour.
  22. To impose a speed limit of 20 miles per hour in any direction on A569 Scorecross, between its junctions with A570 James Roby Way and A569 Marshalls Cross Road.
  23. To impose a speed limit of 10 miles per hour in any direction on A569 Scorecross, between its junctions with A570 James Roby Way and A569 Marshalls Cross Road.
  24. To impose a speed limit of 40 miles per hour on M62 Junction 7 Gyratory (including slip roads), for its entire length.
  25. To impose a speed limit of 30 miles per hour on M62 Junction 7 Gyratory (including slip roads), for its entire length.
  26. To impose a speed limit of 20 miles per hour on M62 Junction 7 Gyratory (including slip roads), for its entire length.
  27. To impose a speed limit of 10 miles per hour on M62 Junction 7 Gyratory (including slip roads), for its entire length.

The Order came into force on Monday 6th July 2026, and will have a maximum duration of eighteen months. The temporary speed limit(s) will be imposed during this period to such extent and at such times as indicated by traffic signs.

The reason for making this Order is to facilitate Highways Improvements/Maintenance, Statutory Apparatus Improvements/Maintenance and to provide safety zones for works, executed on or near the A570 Rainford By-Pass, A580 East Lancashire Road, A570 James Roby Way, A58 Linkway West, A58 Linkway East, A569 Marshalls Cross Road, A569 Scorecross and M62 Junction 7 Gyratory.
