What is happening?

ROYAL BOROUGH OF GREENWICH
ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
LABYRINTH ON THAMES - ROAD CLOSURES IN GREENWICH CHURCH STREET, KING WILLIAM WALK, PARK
ROW AND PARKING SUSPENSION ON WELLAND STREET (TEMPORARY MEASURES) [TT7(26)]

1. The Council of the Royal Borough of Greenwich hereby gives notice that, to ensure minimum disruption to traffic flow and safe movement of pedestrians associated with the ‘Labyrinth on Thames’ festival, it intends to make an Order under section 14(1) of the Road Traffic Regulation Act (RTRA) 1984 to prolong the validity of the temporary prohibitions, implemented under section 14(2) of the RTRA 1984, for the duration of the festival.
2. The effect of the Order would be to:
a) prohibit vehicles from entering, proceeding, waiting or loading/unloading in:
i. Greenwich Church Street – entire section situated to the north of its junction with College Approach;
ii. King William Walk – entire section situated to the north of its junction with College Approach;
iii. Park Row – entire section situated to the north of its junction with Old Woolwich Road;
iv. Welland Street – between its junction with Greenwich Church Road and the access way to Cutty Sark car park;
b) prohibit vehicles from entering or proceeding into Park Row – at its junction with Romney Road/Trafalgar Road;
c) prohibit vehicles from travelling in a northerly direction in Park Row;
d) prohibit vehicles from waiting/loading in Welland Street - between the access way to Cutty Sark car park and a point 20m west of
said access way.
3. The prohibitions referred to in paragraph 2 of this notice would come into operation on 7th August 2026 and be effective only overnight from 8pm until 1am on the following day on the weekends of:
a) Friday 7th August 2026 – Sunday 9th August 2026 (until 1am Monday 10th August); and
b) Saturday 15th August 2026 – Sunday 16th August 2026 (until 1am Monday 17th August).
4. Nothing in this Notice would apply to:
a) anything done with the permission or at the direction of a police constable in uniform, civil enforcement officer or traffic warden;
b) any vehicle being used for Police, fire brigade or ambulance services;
c) any vehicle being used by a statutory undertaker, whereby it is necessary by reason of an emergency, for that vehicle to have access to part of the street under restriction;
5. The prohibitions will apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016
6. Plans showing the road closures and traffic management can be inspected, either by writing to traffic-orders@royalgreenwich.gov.uk (quoting
reference ‘TT7(26) – Labyrinth on Thames’) or visiting the Woolwich Centre Library, The Woolwich Centre, 35 Wellington Street, London SE18 6HQ during normal office hours on Monday to Fridays inclusive.
