Kent County Council, acting in exercise of its powers under the Road Traffic Regulation Act 1984, makes or intends to make the following Orders.

FOLKESTONE & HYTHE AREA

Birkdale Drive, Folkestone, CT19 5LW (PROHIBITION OF DRIVING) TEMPORARY ORDER 2026

To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Birkdale Drive, Folkestone, on or after 3rd August 2026 for up to 6 hours or until the works have been completed.

The road will be closed from outside numbers 19 & 21 for approximately 40m in a Southwesterly direction. The closure will be between the hours of 09:30 and 15:30 only, to the extent indicated by signs and barriers on site.

There is no alternative route. Every effort will be made to maintain access for residents whenever it is safe to do so.

Pedestrian access will be maintained during the works.

Bossingham Road, Stelling Minnis & The Street, Bossingham (PROHIBITION OF DRIVING) TEMPORARY ORDER 2026

To allow fibre works to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of Bossingham Road, Stelling Minnis & The Street, Bossingham, on or after 20th August 2026 for up to 2 days or until the works have been completed.

Bossingham Road & The Street will be closed at the bottom of the track to the School Farm House, between the hours of 08:00 and 17:00 only, to the extent indicated by signs and barriers on site.

The alternative route for any through traffic is via Bossingham Road, Curtis Lane, B2068 Stone Street, B2068 Street End, Hardres Court Road, School Lane, The Street and vice versa.

Pedestrian access will be maintained during the works.

Boyington Lane, Swingfield, CT15 7HU (PROHIBITION OF DRIVING) TEMPORARY ORDER 2026

To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Boyington Lane, Swingfield, on or after 7th August 2026 for up to 4 days or until the works have been completed.

The road will be closed opposite Hearts Delight, between the hours of 09:00 and 17:00 only, to the extent indicated by signs and barriers on site.

The alternative route for any through traffic is via Boyington Lane, Oak Hill and vice versa.

Pedestrian access will be maintained during the works.

Dixwell Road, Folkestone, CT20 2LG (PROHIBITION OF DRIVING) TEMPORARY ORDER 2026

To allow gas works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Dixwell Road, Folkestone, on or after 3rd August 2026 for up to 19 days or until the works have been completed.

The road will be closed at the junction of A259 Sandgate Road, to the extent indicated by signs and barriers on site.

The alternative route for any through traffic is via Dixwell Road, Bouverie Road West, Grimston Avenue, A259 Sandgate Road and vice versa.

Pedestrian access will be maintained during the works.

Lynwood, Folkestone (PROHIBITION OF PEDESTRIANS) TEMPORARY ORDER 2026

To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit pedestrian traffic on part of Lynwood, Folkestone, on or after 5th August 2026 for up to 3 days or until the works have been completed.

Pedestrians will be prohibited from outside number 121 to outside number 131, between the hours of 08:00 and 17:00 only, to the extent indicated by signs and barriers on site.

The alternative route for any through traffic is via Lynwood and vice versa.

Access for residents will be maintained during the works.

Misling Lane, Stelling Minnis (PROHIBITION OF DRIVING) TEMPORARY ORDER 2026

To allow tree cutting to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of Misling Lane, Stelling Minnis, on or after 17th August 2026 for up to 6 hours or until the works have been completed.

The road will be closed from the junction of B2068 Stone Street for approximately 122m in a Westerly direction, between the hours of 09:00 and 15:30 only, to the extent indicated by signs and barriers on site.

The alternative route for any through traffic is via B2068 Stone Street, Maxted Street, Misling Lane and vice versa.

Pedestrian access will be maintained during the works.

School Road, Saltwood, CT21 4PY (PROHIBITION OF DRIVING) TEMPORARY ORDER 2026

To allow footway reconstruction works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of School Road, Saltwood, on or after 3rd August 2026 for up to 14 days or until the works have been completed.

The road will be closed from the junction of Tanners Close to outside Bullaceton, to the extent indicated by signs and barriers on site.

The alternative route for any through traffic is via Brockhill Road, Hillcrest Road, Castle Road, School Road and vice versa.

Pedestrian access will be maintained during the works.

The Street, Swingfield, CT15 7EZ (PROHIBITION OF DRIVING) TEMPORARY ORDER 2026

To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of The Street, Swingfield, on or after 7th August 2026 for up to 4 days or until the works have been completed.

The road will be closed approximately 60m West of Sunset View, between the hours of 09:00 and 17:00 only, to the extent indicated by signs and barriers on site.

The alternative route for any through traffic is via The Street, Swanton Lane and vice versa.

Pedestrian access will be maintained during the works.

ROAD TRAFFIC REGULATION ACT 1984

The KENT COUNTY COUNCIL, acting as the Local Authority and in exercise of its powers under Sections and 1, 2, 3, 4, 5, 19, 32, 35, 36, 44, 45, 46, 47, 49, 53, 124 Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, (‘the Act’) the Traffic Management Act 2004, and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby make the following order:-

1. This Order shall come into operation on the 10th day of August 2026 and may be cited as “The Kent County Council (Various Roads, Folkestone and Hythe) (Waiting Restrictions and Street Parking Places) (Consolidation) Order 2025 (Amendment No.15) Order 2026” (‘this Order’)

2. The Interpretation Act 1978 shall apply to this Order as it applies for the interpretation of an Act of Parliament.

3. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order, ‘The Kent County Council (Various Roads, Folkestone and Hythe) (Waiting Restrictions and Street Parking Places) (Consolidation) Order 2025’ (‘the Order of 2025’) shall have effect as though:

(a) Schedule 2 to the Order of 2025 is amended by the introduction of disabled persons parking places in the following roads:

Folkestone: In the vicinity of: 64, Greenfield Road; 33, 99 Hollands Avenue; 37 Bournemouth Road; 32 Denmark Street; 23 Appledore Crescent; 101 Shaftesbury Avenue; 36 Grove Road; 1 Mead Road; 11 Phillip Road; 4 Marten Road; 15 Oaks Road; 100 Linden Crescent; 10 Ethelbert road; 25 Montgomery Way; 273 Cheriton Road.

Hythe: In the vicinity of: 3 St Nicholas Road; 8 New Road, Saltwood.

Sandgate: In the vicinity of: Lachlan Way, opposite library.

Sellindge: In the vicinity of: 3 Greenfields.

New Romney: In the vicinity of: 2 St Martins Road.

Notice is hereby given that KENT COUNTY COUNCIL has made the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1) and (2), 32(1), 35(1), 45, 46, 49, 53, 122 and 124 Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, and of all other enabling powers, and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act:

This Order shall come into operation on the 24th day of August 2026 and will amend the Folkestone Central Parking Zone (Zone H) to include the following roads - Dixwell Road (South of Sandgate Road), Cliff Road, Metropole Road East & Metropole Road West, and The Leas (between Earls Avenue and Metropole Road West).

The following restrictions will apply:

Permits will be available to a resident of any of the roads mentioned in the second paragraph of this Notice, and to any business or organisation with vehicle(s) essential to its operation.

Annual Zone H Resident Permits will cost £47 per year, whilst Resident Visitor Permits will cost £2.10 per session. Business Permits will cost £94 per year. Pay and Display parking will be charged at £2.70 per hour.

Residents of Folkestone & Hythe can apply for a Residents’ Discount Parking Permit, allowing parking for up to 3 hours on The Leas (between Earls Avenue and Metropole Road West) and in council car parks. Permits are available at a cost of £80 per year or £20 for a three-month permit.

Waiting will be prohibited on any of the roads referred to in the second paragraph of this Notice where a parked vehicle would cause an obstruction.

Any person wishing to question the validity of the Notice or of any of its provisions on the ground that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant regulations made there under has not been complied with may, within 6 weeks from the date on which the Notice was published, make application for the purpose to the High Court.
