MINOR BATCH 5, 2026 (T16(26)) REMOVAL OF OVERNIGHT WAITING RESTRICTIONS, SHARED-USE PROVISION OF RESIDENTS PARKING AND PAY BY PHONE, EXTENSION AND PROVISION OF WAITING RESTRICTIONS, AMENDMENT TO PERMIT PARKING AND CORRECTION TO CPZ BOUNDARY AND ELIGIBILITY The Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. X) Order 202*

1. NOTICE IS HEREBY GIVEN that the Council of the LBWF ('the Council') propose to make the above-mentioned Order under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984, as amended.

2. The general effect of the Order would be in:

a) Greenleaf Rd E17, north side, outside the William Morris Community Centre,

(i) remove the single yellow line waiting restriction within the pay by phone bay (that operates overnight outside of the Pay by Phone hours of control)

(ii) i nclude shared-use parking for WSC resident permit holders with Pay by Phone users (operational times will be Mon - Sat 8am - 9.30pm and Sun 10am to 9.30pm and conditions and restrictions for Pay by Phone use remain unchanged)

b) Billet Rd E17 the north-west to south-east access road that runs parallel to the north-west bound A406 slip road - the north-east side, extend the double yellow line "at any time" waiting restrictions (sited across the subway route for cyclists and pedestrians) southward by 6m to the north­west facing wall of No. 1 Waltham Park;

c) Harold Rd E4, the south east side, provide a single yellow line waiting restriction operating 8am to 6pm everyday outside No. 18 Harold Rd for 6m (overhang of 1m on either side of the dropped kerb)

d) Kingsley Rd E17, reinstate permit parking space outside No. 3 Kingsley Road by removing the cycle hangar apparatus and relocating it to the side/rear of No. 849 Forest Rd displacing 2.5m of permit parking space

3. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 proposes to make an order to include missing roads from the QB CPZ namely Amberley Road E10, Avondale Road E17, Boston Road E17, Boundary Avenue E17 Bowdon Road E17, Farmilo Road E17, Lily Road E17, Northumberland Road E17, Onra Road E17, Rochdale Road E17, Russell Road E10 Salcombe Road E17, Shrubland Road E10, Theobald Road E17 and those parts of Boundary Road E17 and add properties eligible for permits namely Alexandra Road E17, No.1; Avondale Road E17, Beaconsfield Road E17 Nos. 2 to 24 (even numbers only); Boston Road E17, Boundary Avenue E17, Boundary Road E17 Nos. 142 to 274 (even numbers only) and Nos. 137 to 275 (odd numbers only); Farmilo Road E17 Nos. 1 to 125 Farmilo Road (odd numbers only) and Nos. 2 to 122 Farmilo Road (even numbers only); Lea Bridge Road E10 Nos. 323 to 453 (odd numbers only); Markhouse Road E17 Nos. 249 to 339 (odd numbers only); Northumberland Road E17, Rochdale Road E17, Salcombe Road E17, Saxon Close E17 Nos. 1 to 6 (odd and even numbers). No changes will be made on street or to map schedules governing the provisions and restrictions in those roads.

4. A copy of the proposed Order, the Council's statement of reasons for proposing to make that Order and plans showing the locations and effect of the Order (and non-order items) can be inspected until the end of a period of 6 weeks from the date on which the Order is made, the Council decides not to make the Order, on request by either emailing traffic.scheme@walthamforest. gov. uk, or visiting (*by appointment) the Highways, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/ content/road-traffic-schemes-and-consultations.

5. Any person desiring to object to or to make any other representation with regards to the Order should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS or by emailing: traffic.scheme® walthamforest.gov.uk quoting reference T16(26) - Minor batch 5-26 by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
