Kingston Road - Temporary Traffic Management for Traffic Signal Refurbishment Works

Temporary Traffic Management Order 2026

On 22 July 2026 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to:-

1. Prohibit vehicles that are proceeding in a north-westerly direction on A240 Kingston Road, Ewell from turning right into D2013 Stoneleigh Park Road.

Alternative route:- Continue on A240 Kingston Road, continue N/B on A240 for 1.7km, then turn right onto B284 Worcester Park Road, turn right back onto A240 Kingston Rd S/B, continue back along A240 S/B to the junction with Stoneleigh Park Road.

2. Prohibit vehicles that are proceeding in a north-easterly direction on D2041 Bradford Drive from turning:-

a) right onto A240 Kingston Road, Ewell.

Alternative route:- Turn right onto A240 Kingston Rd S/B, continue to the roundabout junction with Park Avenue, Ewell By-Pass, take 4th exit back onto A240 N/B and continue back to junction with A240 Bradford Drive.

b) left onto A240 Kingston Road, Ewell.

Alternative route:- Turn left onto A240 Kingston Road, continue N/B on A240 for 1.7km, then turn right onto B284 Worcester Park Road, turn right back onto A240 Kingston Rd S/B, continue back along A240 S/B to junction with Stoneleigh Park Road.

3. Reduce the maximum speed limit to 30mph in that length of:-

a) A240 Kingston Road, Ewell (Northbound) that extends from its roundabout junction with D2329 Park Avenue West, northwards to a point opposite No. 211 Kingston Road.

b) A240 Kingston Road, Ewell (Southbound) that extends from its junction with Moormead Drive, southwards to a point opposite No. 141 Kingston Road.

4.. “The London Traffic (40 M.P.H. Speed Limit)(No.9) Order 1964” (as amended) shall be suspended insofar as imposes a speed limit of 40mph in the lengths of A240 Kingston Road, Ewell described in Part 3 above.

This Traffic Order is required to enable Surrey County Council to carry out traffic signal refurbishment and/or repair and/or maintenance and/or highway works. These works are anticipated to be carried out between the hours of 8am and 5pm on weekdays (extended weekday working hours of 5pm to 9pm) and 8am to 3pm on Saturdays, within 4 weeks of the 12 month period of operation of this Temporary Order that commences on 29 July 2026.

Advanced warning signs will be displayed and the temporary banned turns, suspension and speed limits, will only operate when the relevant traffic signs are displayed.

Access for emergency services, residents, businesses, pedestrians, and dismounted cyclists and equestrians will be maintained at all times.

The speed limits imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police.

Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle's owner.
