Holme Street - Revocation, Prohibition Of Waiting And Loading

NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL (HOLME STREET, NELSON, PENDLE AREA) (REVOCATION, PROHIBITION OF WAITING AND LOADING) ORDER 2026

NOTICE IS HEREBY GIVEN that on 10th July 2026 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Pendle Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Item (174) of Schedule 10.01;
ii. Item (4) of Schedule 13.01.
b) Schedule 9 of the "Lancashire County Council (Various Roads, Various Locations, Chorley, Fylde, Pendle, Preston, Rossendale, South Ribble, West Lancashire and Wyre) (Revocations, Amendment to Permit Parking Provisions, and Various Parking Restrictions, March 20 (NO1)) Order 2022"
2. Introduce a prohibition of waiting in the following lengths of road:
a) Brook Street, Nelson, the north east side, from its junction with the Centreline of Netherfield Road for a distance of 29 metres in a south easterly direction;
b) Brook Street, Nelson, the south west side, from its junction with the Centreline of Netherfield Road for a distance of 37.5 metres in a south easterly direction;
c) Holme Street, Nelson, the north east side, from its junction with the centreline of Leeds Road to its centreline junction with Sagar Street;
d) Holme Street, Nelson, the south west side, from its junction with the centreline of Broadway to its centreline junction with New Scotland Road;
e) Netherfield Road, Nelson, both sides, from its roundabout junction with Sagar Street in a north easterly direction, to a point 27 metres northeast of its junction with the Centreline of Brook Street.
3. Introduce a prohibition of loading and unloading in the following lengths of road:
a) Holme Street, Nelson, the north east side, from its junction with the centreline of Leeds Road to its centreline junction with Sagar Street;
b) Holme Street, Nelson, the south west side, from its junction with the centreline of Broadway to its centreline junction with New Scotland Road.
4. Introduce a restriction of waiting Monday to Saturday between 8am and 6pm in the following lengths of road:
a) Brook Street, Nelson, the north east side, from a point 44.5 metres south east of its junction with the Centreline of Netherfield Road to its junction with the Centreline of Chapel House Road;
b) Brook Street, Nelson, the south west side, from a point 51.5 metres south east of its junction with the Centreline of Netherfield Road for a distance of 149 metres in a south easterly direction.

This Order will come into force on the 27th July 2026. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Pendle Borough Council, No1 Market Street, Nelson, Lancashire, BB9 9LU, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
