NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(FRIARGATE AREA, PRESTON, PRESTON CITY) (REVOCATION AND VARIOUS PARKING RESTRICTIONS) ORDER 202*

NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Various Roads, Chorley, Fylde, Lancaster, Preston, Ribble Valley, South Ribble and West Lancs) (Revocations and Various Parking Restrictions November 2018(No1)) Order 2020" insofar as it relates to the following:
i. Schedule 7;
ii. Schedule 8.
b) The "Lancashire County Council (Cheapside Area, Preston, Preston City) (Revocation and Various Parking Restrictions) Order 2013" insofar as it relates to:
i. Items (i), (ii), (vii), (v), (x), (xi), (xiii), (xiv), (xvii), (xix), (xxiv), (xx), (xxi), (xviii), (xxii), (xxiii), and (xxv) of Schedule 10;
ii. Items (i), (iv), (vi), (v), (xvii), (x), (xi), (xiii), (xviii), (xvi), (xx), (xxi) and (xix) of Schedule 11.
c) The "Lancashire County Council (Fishergate Phase 2, Various Roads, Preston, Preston City) (Revocation and Various Parking Restrictions) Order 2016" insofar as it relates to:
i. Item (e) of Schedule 13;
ii. Schedule 23.
d) The "Lancashire County Council (Preston City Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Item (6)a)(i) of Schedule 11.116;
ii. Schedule 11.117.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Birley Street, Preston, both side, from its junction with the centreline of Earl Street for a distance of 7 metres in a southerly direction;
b) Birley Street, Preston, the west side, from a point 45.5 metres south of its junction with the centreline of Earl Street for a distance of 10 metres in a southerly direction;
c) Birley Street, Preston, the north east side, from a point 35 metres south of its junction with the centreline of Earl Street for a distance of 66.5 metres in a southerly direction;
d) Birley Street, Preston, the west side, from a point 67 metres south of its junction with the centreline of Earl Street for a distance of 34.5 metres in a southerly direction;
e) Cheapside, Preston, the east side, from a point 47 metres north of its junction with the centreline of Fishergate to its junction with Market Street;
f) Cheapside, Preston, the south west side, from a point 91.5 metres north of its junction with the centreline of Fishergate to its junction with Market Street;
g) Cheapside, Preston, the west side, from a point 47 metres north of its junction with the centreline of Fishergate for a distance of 19 metres in a northerly direction;
h) Earl Street, Preston, the north side, from a point 36 metres east of its junction with the centreline of Market Street for a distance of 5 metres in an easterly direction;
i) Earl Street, Preston, the north side, from a point 53 metres east of its junction with the centreline of Market Street for a distance of 5 metres in an easterly direction;
j) Earl Street, Preston, the north side, from its junction with the centreline of Lancaster Road for a distance of 10 metres in a westerly direction;
k) Earl Street, Preston, the north side, from its junction with the centreline of Market Street for a distance of 19 metres in an easterly direction;
l) Earl Street, Preston, the south side, from its junction with the centreline of Market Street to its junction with the centreline of Lancaster Road;
m) Friargate, Preston, the north side, from its junction with the centreline of Orchard Street for a distance of 15 metres in a north westerly direction;
n) Friargate, Preston, the north side, from its centreline junction with Cheapside and Market Street for a distance of 44 metres in a westerly direction;
o) Friargate, Preston, the south side, from a point 72 meters north west of its junction with the centreline of Cheapside to a point 15 metres north west of its junction with the centreline of Orchard Street;
p) Friargate, Preston, the south west side, from its centreline junction with Cheapside and Market Street for a distance of 53 metres in an westerly direction;
q) Lowthian Street, Preston, both sides, for the entire length;
r) Market Street, Preston, the east side, from the centreline of Earl Street for a distance of 13 metres in a southerly direction;
s) Market Street, Preston, the east side, from its junction with Cheapside for a distance of 23 metres in a northerly direction;
t) Market Street, Preston, the north east side, from its junction with the centreline of Earl Street to its junction with Lowthian Street;
u) Market Street, Preston, the north east side, from a point 45.5 metres north of its junction with the centreline of Cheapside for a distance of 3 metres in a northerly direction;
v) Market Street, Preston, the south west side, from its junction with Lowthian Street for a distance of 43 metres in a southerly direction;
w) Market Street, Preston, the west side, from a point 61 metres north of its junction with the centreline of Cheapside for a distance of 10 metres in a northerly direction;
x) Market Street, Preston, the west side, from a point 71 metres north of its junction with the centreline of Cheapside for a distance of 8 metres in a northerly direction;
y) Market Street, Preston, the west side, from its junction with Cheapside for a distance of 39 metres in a northerly direction;
z) Orchard Street, Preston, both sides, the entire length.
3. Introduce a prohibition of loading and unloading in the following lengths of road:
a) Birley Street, Preston, the east side, from a point 35 metres south of its junction with the centreline of Earl Street for a distance of 66.5 metres in a southerly direction;
b) Birley Street, Preston, the west side, from a point 45.5 metres south of its junction with the centreline of Earl Street for a distance of 10 metres in a southerly direction;
c) Birley Street, Preston, the west side, from a point 67 metres south of its junction with the centreline of Earl Street for a distance of 34.5 metres in a southerly direction;
d) Birley Street, Preston, both sides, from its junction with the centreline of Earl Street for a distance of 7 metres in a southerly direction;
e) Cheapside, Preston, the east side, from a point 47 metres north of its junction with the centreline of Fishergate to its junction with Market Street;
f) Cheapside, Preston, the south west side, from a point 91.5 metres north of its junction with the centreline of Fishergate to its junction with Market Street;
g) Cheapside, Preston, the south west side, from a point 47 metres north of its junction with the centreline of Fishergate for a distance of 19 metres in a northerly direction;
h) Earl Street, Preston, the north side, from a point 36 metres east of its junction with the centreline of Market Street for a distance of 5 metres in an easterly direction;
i) Earl Street, Preston, the north side, from a point 53 metres east of its junction with the centreline of Market Street for a distance of 5 metres in an easterly direction;
j) Earl Street, Preston, the north side, from its junction with the centreline of Lancaster Road for a distance of 10 metres in a westerly direction;
k) Earl Street, Preston, the north side, from its junction with the centreline of Market Street for a distance of 19 metres in an easterly direction;
l) Earl Street, Preston, the south side, from its junction with the centreline of Market Street to its junction with the centreline of Lancaster Road;
m) Friargate, Preston, the north east side, from a point 63 metres north west of its junction with the centreline of Cheapside to a point 15 metres north west of the centreline of Orchard Street;
n) Friargate, Preston, the north east side, from its centreline junction with Cheapside and Market Street from a distance of 44 metres in a westerly direction;
o) Friargate, Preston, the south west side, from its centreline junction with Cheapside and Market Street for a distance of 53 metres in an easterly direction;
p) Market Street, Preston, the east side, from a point 45.5 metres north of its junction with the centreline of Cheapside for a distance of 3 metres in a northerly direction;
q) Market Street, Preston, the east side, from the centreline of Earl Street for a distance of 13 Metres in a southerly direction;
r) Market Street, Preston, the east side, from its junction with Cheapside for a distance of 23 metres in a northerly direction;
s) Market Street, Preston, the north east side, from its junction with the centreline of Earl Street to its junction with Lowthian Street;
t) Market Street, Preston, the south west side, from its junction with Cheapside for a distance of 39 metres in a northerly direction;
u) Market Street, Preston, the south west side, from its junction with Lothian Street for a distance of 43 metres in a southerly direction;
v) Market Street, Preston, the west side, from a point 71 metres north of its junction with the centreline of Cheapside for a distance of 8 metres in a northerly direction;
w) Market Street, Preston, the west side, from a point 61 metres from its junction with the centreline of Cheapside for a distance of 10 metres in a northerly direction.
4. Introduce a prohibition of loading between 11am and 4pm in the following lengths of road:
a) Lowthian Street, Preston, the both sides, for the entire length;
b) Orchard Street, Preston, both sides, for the entire length.
5. Introduce a goods vehicle only loading bay in the following lengths of road:
a) Friargate, Preston, the north east side, 51.3 metres east of its junction with the centreline of Orchard Street for a distance of 19 metres in an easterly direction;
b) Friargate, Preston, the south west side, from a point 42.6 metres east of its junction with centreline of Orchard Street for a distance of 19 metres in an easterly direction.
