NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.
Effect of the Order: To introduce or amend parking restrictions on the following lengths of road in the City of Chelmsford as specified below. All measurements are taken as accurately as possible and are taken from the extended kerb line unless stated otherwise.
- To introduce ‘No Waiting at Any Time’:

Further details: Following comments received during the formal consultation, ‘No Waiting at Any Time’ restrictions have been abandoned on Burgess Field and on Golding Thoroughfare, from outside no. 3 Golding Thoroughfare to its junction with Burgess Field. The remaining Order is to be made as advertised.

Date of operation: This Order will come into operation on Monday 17th August 2026.
Application to the High Court: Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
