(Civil Enforcement Area) (Amendment No. 77) Order 2026

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order: To introduce or amend parking restrictions on the following lengths of road in the City of Chelmsford as specified below. All measurements are taken as accurately as possible and are taken from the extended kerb line unless stated otherwise.

1. To introduce ‘No Waiting at Any Time’:
   

   Road	Description
   Brackenden Drive, Springfield	North side: From its junction with Lawn Lane, eastwards to its junction with Briarswood. South side: From its junction with Lawn Lane, eastwards for 70 metres. TILE: TL715 090 Rev. 0
   Briarswood, Springfield	Both sides: From its junction with Brackenden Drive, northwards for 10 metres. TILE: TL715 090 Rev. 0
   Mallard Road, Chelmsford	South side: From a point 3 metres west of the shared boundary of property Nos. 15 & 17 Mallard Road, eastwards for 26 metres. TILE: TL705 040 Rev. 0 to Rev. 1
   Golding Thoroughfare, Chelmer Village	North & East side: From its junction with New Dukes Way, eastwards and southwards to a point 15 metres southeast of its junction with Lovibond Place; a distance of 116 metres. South & West side: From its junction with New Dukes Way, eastwards and southwards for 120 metres. TILE: TL725 075 Rev. 2 to Rev. 3
   Mearns Place, Chelmer Village	Both sides: From its junction with Golding Thoroughfare, northwards for 10 metres. TILE: TL725 075 Rev. 2 to Rev. 3
   Lovibond Place, Chelmer Village	Both sides: From its junction with Golding Thoroughfare, north-eastwards for 10 metres. TILE: TL725 075 Rev. 2 to Rev. 3
   2. To replace ‘Limited Waiting 10mins No Return Within 1hr’ with ‘Disabled Badge Holders Only 30mins No Return Within 1hr’:
   Area	Description
   Pick-up and drop off area adjacent to Beaulieu Park Station, off Beaulieu Park Station Approach, Boreham	10 metres of the first bay located outside Beaulieu Park Station within the south-eastern area of the Restricted Parking Zone as set out in the associated plans.    3. To add existing ‘Pedestrian Crossings’ and ‘Bus Stops’ onto Tile TL715 090. This is a paper exercise (no changes to the ground) to ensure the map records are up to date:

This Order will be incorporated into The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by creating or substituting tile numbers:

Further details: Following comments received during the formal consultation, ‘No Waiting at Any Time’ restrictions have been abandoned on Burgess Field and on Golding Thoroughfare, from outside no. 3 Golding Thoroughfare to its junction with Burgess Field. The remaining Order is to be made as advertised.

Application to the High Court: Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
