Northamptonshire: Daventry and Towcester - Off Street Parking Places

(OFF-STREET PARKING PLACES) ORDER 2026
NOTICE OF MAKING

NOTICE IS HEREBY GIVEN that West Northamptonshire Council (“the Council”), in exercise of its powers under Sections 32 and 35 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers, having considered all objections and representations received, has made the above Order with modifications from that originally advertised.

The effect of the Order is to:

•  revoke existing Off-Street Parking Places Orders relating to the parking places specified in the Schedules to the Order insofar as they are inconsistent with or directly affected by the Order; and

•  consolidate and regulate the use of the Council’s off-street parking places by:

•  specifying the parking places to which the Order applies;

–  prescribing the conditions under which vehicles may be left in those parking places;

–  providing for parking charges, charging hours, free parking periods, exemptions and permits;

–  making provision for pay and display, cashless parking, and barrier controlled or Automatic Number Plate Recognition (ANPR) controlled parking places; and

–  setting out enforcement provisions applicable to those parking places.

Modifications from the Advertised Proposal

•  Parking charges originally proposed for car parks in Daventry and Towcester, and for previously free car parks in Northampton, including Hunsbury Hill Country Park, West Hunsbury Country Park, Bedford Road Picnic Area, The Racecourse and Radlands Skate Park, have been withdrawn. These car parks will remain free of charge as specified in the made Order.

•  The proposal to require Disabled Badge holders to pay parking charges in paid car parks has not been proceeded with. The exemptions available to Disabled Badge holders will continue to apply in accordance with the provisions of the made Order.

The parking places affected by the Order are those specified by name in Schedules 1 to 4 of the Order and shown on the plans contained in Schedule 5.

A copy of the Order and associated documents may be inspected at Kier Highways, Brixworth Depot, Harborough Road, Brixworth, Northamptonshire, NN6 9BX by appointment only by telephoning 01604 529700. Copies may also be obtained on request by emailing WNCParkingenquiries@kier.co.uk. The Order was made on 16th July 2026 and will come into operation on 1st August 2026.

Any person wishing to question the validity of the Order or any provision contained within it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order, may, within six weeks from the date on which the Order was made, apply to the High Court for that purpose.
