NEW PEDESTRIAN AND CYCLE ZONE IN AIRLIE GARDENS AT SCHOOL DROP-OFF AND PICK-UP TIMESAND CONSOLIDATION OF PEDESTRIAN AND CYCLE ZONE ORDERS

The Kensington and Chelsea (Prescribed Routes) (No. 1) Traffic Order 2026

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea pursuant to arrangements made under section 101 of the Local Government Act 1972 1 with the Council of The City of Westminster, on 21 st July 2026 Made the abovementioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order would be to:
(a) provide a pedestrian and cycle zone in Airlie Gardens, outside Holland Park School. Motor vehicles will be banned from entering all that part of Airlie Gardens that is public highway, between 8.00 a.m. and 8.30 a.m. and between 3.00 p.m. and 3.30 p.m. on Mondays to Fridays inclusive; [Note: (1) Foot scooters, e-scooters, emergency vehicles and Dial-a-ride buses will be exempt from the closures. Residents and traders who live or work in the sections of road referred to above will be able to register for an exemption. (2) The pedestrian and cycle zone will operate at the times stated above, although in practice it is anticipated that it will only operate during these hours in school termtime, when physical barriers are installed on street].
(b) remove the exemption that applies to disabled persons blue badge holders to the school street pedestrian and cycle zones in St Albans Grove, in relation to Thomas's Kensington School, and in Pembridge Square and Moscow Road, in relation to Pembridge Hall and Wetherby Schools, bringing these in line with all other pedestrian and cycle zones within the Royal Borough of Kensington and Chelsea; and
(c) Consolidate the existing vehicle ban in Portobello Road, between Lancaster Road and its junction with Elgin Crescent / Colville Terrace, and the existing pedestrian and cycle zones within the Royal Borough of Kensington and Chelsea, as well as the pedestrian and cycle zones in lengths of Moscow Road and Pembridge Square within the City of Westminster.

3. Copies of the Order, which will come in to force on 28th July 2026 and of all other relevant documents may be obtained via email for inspection by contacting trafficorders@rbkc.gov.uk and can be inspected by appointment at Kensington Town Hall, Hornton Street, London W8 7NX between 9am and 5pm on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made.

4. Anyone wishing to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make an application for the purpose to the High Court.
