What is happening?
PUBLIC NOTICE
THE CITY OF SOUTHAMPTON (ST MONICA SAFER ROUTES TO SCHOOL) TRAFFIC REGULATION ORDER 2025
NOTICE IS HEREBY GIVEN THAT SOUTHAMPTON CITY COUNCIL made the above Order on 15th July 2026, the effects of which will be:
- A School Street (prohibition of motor vehicles except permit holders restriction) that applies Monday to Friday: 8:00 - 9:30am & 2:15 - 3:45pm (during the school term only) in St Monica Road, From its junction with Bay Road to its junction with South East Road; and Maxwell Road, For its entire length.
- A banned right turn restriction from St Monica Road into South East Road.
- A no entry except cycles restriction from South East Road into St Monica Road.
- A one-way except cycles restrictions in Chapel Crescent, from its junction with South East Road to its junction with Rothbury Close. All vehicles except cycles must travel north-eastwards.
No waiting at any time restrictions in the following locations:
a. Bay Road, north side, From its junction with St Monica Road to 10m east of the eastern kerbline of Kathleen Road; south side, From 7m west of the western kerbline of Kathleen Road to 10m east of the eastern kerbline of Kathleen Road (in place of the existing no waiting Monday - Friday: 8am - 6pm restrictions).
b. Chapel Crescent, north-west side, From 10m north-east of the north-eastern kerbline of South East Road north-eastwards for 5m (in place of the existing limited waiting parking); south-east and south-west side, From its junction with South East Road to 5m south-east of the extended south-eastern kerbline of Cunningham Crescent; north-east side, from the north-western kerbline of Cunningham Crescent north-westwards for 5m.
c. Cunningham Crescent, north-west side, From the north-eastern kerbline of Chapel Crescent north-eastwards for 10m.
d. Kathleen Road, both sides, From 25m north of the northern kerbline of Bay Road southwards to its junction with St Monica Road (in place of the existing no waiting Monday - Friday: 8am - 6pm restrictions).
e. Maxwell Road, both sides, From the western kerbline of St Monica Road westwards for 10m.
f. South East Road, north-east side, From 26m south-east of the south-eastern kerbline of Kathleen Road, south-eastwards for 22m.
g. St Monica Road, east side, From its junction with Kathleen Road northwards for 11m; west side, From 10m south of the southern kerbline of Maxwell Road to 10m north of the northern kerbline of Maxwell Road; both sides, From 15m south of the southern kerbline of South East Road southwards for 7m.
- To amend the no waiting during restricted hours times of operation on St Monica Road from Monday - Friday: 8:15 - 9.15am and 2.30 - 4pm, to Monday - Friday: 8am - 6pm.
This Order will come into operation on 21st August 2026.
Copies of the Order, relevant map and statement of reasons can be viewed on the Councils website: transport.southampton.gov.uk/TRO or may be inspected Monday - Friday, 10am - 3pm at Gateway in the Civic Centre, Southampton SO14 7LY.
Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
