The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) (Amendment No. *) Order 2026 and The Kensington and Chelsea (Charged-For Parking Places) (Amendment No. *) Order 2026
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:-
a) on the south side of Blenheim Crescent, to convert 14 metres (46ft) of single yellow line (hours of control: Mon-Fri 8.30am-6.30pm and Sat 8.30am-1.30pm) outside the flank wall of No. 197 Portobello Road (situated in Blenheim Crescent) and Nos. 1 and 3 Blenheim Crescent, to a loading bay (hours of control: Mon-Fri 8.30am-6.30pm and Sat 8.30am-1.30pm. Max stay 40 minutes. No return within 2 hours);
b) on the south side of Bomore Road, to convert one pay-by-phone visitor parking bay (hours of control: Monday to Friday, 08:30am to 6.30pm and Sat 8.30am to 1.30pm) outside the flank wall of No. 44 Avondale Park Road, located in Bomore Road, to 5.5 metres (18ft) of pedestrian zig zag markings;
c) on the west side of Bramley Road, to convert 7.5 metres (25ft) of bus cage, underneath the Westway, to pedestrian zigzag crossing markings;
d) on the west side of Bramley Road, to convert 8.5 metres (28ft) of double yellow lines, underneath the Westway, to a bus cage;
e) on the west side of Bramley Road, to convert 6 metres (20ft) of residents parking bay to bus cage, opposite the Latymer Christian Centre;
f) on the west side of Cadogan Square, to convert 6.6 metres (22ft) of residents’ parking outside No. 58 Cadogan Square, to personalised disabled bay No. 890;
g) on the north side of Cale Street, to convert 10 metres (33ft) of single yellow line (hours of control: Mon-Sat 8.30am-6.30pm) with underlying mandatory school keep clear markings (Hours of control: Monday to Friday 8am to 9.30am and 2.30pm to 4pm) to double yellow lines with underlying mandatory school keep clear markings (Hours of control: Monday to Friday 8am to 9.30am and 2.30pm to 4pm), going eastwards from the junction of Bury Walk until the junction of Ixworth Place;
h) on the north side of Cale Street, to convert 11 metres (36ft) of single yellow line (hours of control: Mon-Sat 8.30am-6.30pm) to double yellow lines with underlying mandatory school keep clear markings (Hours of control: Monday to Friday 8am to 9.30am and 2.30pm to 4pm), outside the flank wall of No. 70 Bury Walk, located in Cale Street. This is the 11 metres going west of the existing school keep clear markings on Cale Street;
i) on the south side of Collingham Place, to convert two pay-by-phone visitor parking bays (hours of control: Mon-Fri 8.30am-6.30pm and Sat 8.30am-1.30pm Max stay 4 hours), opposite Nos. 1 to 5 Collingham Place, to two Diplomatic Parking Bays (hours of control: at all times);
j) on the east side of Collingham Road, to convert one pay-by-phone visitor parking bay (hours of control: Mon-Fri 8.30am-6.30pm and Sat 8.30am-1.30pm Max stay 4 hours) outside the flank wall of No. 11 Colbeck Mews, situated in Collingham Road, to 6 metres (20ft) of pedestrian zigzag markings;
k) on the east side of Collingham Road, to convert 2 metres (7ft) of double yellow lines outside the flank wall of No. 11 Colbeck Mews, situated in Collingham Road, to pedestrian zigzag markings, this is the 2 metres of double yellow lines immediately south of the pay-by-phone bay at this location;
l) on the north side of Cottesmore Gardens, to convert 4 metres (13ft) of single yellow line (hours of control: Monday to Friday 8.30am-6.30pm and Saturday 8.30am to 1.30pm) to resident’s parking, outside the flank wall of No. 40 Victoria Road, situated in Cottesmore Gardens;
m) on the north side of Denbigh Terrace, to convert 6.6 metres (22ft) of residents’ parking outside No. 25 Denbigh Terrace, to personalised disabled bay No. 892;
n) on the north side of Denyer Street, to convert 20 metres (66ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) to residents’ parking, from a point 20 metres northeast of the junction with Draycott Avenue, to a point 40 metres northeast of the junction with Draycott Avenue;
o) on the north side of Denyer Street, to remove 25 metres (82ft) of Keep Clear Entrance Markings (school keep clear) on the north side of Denyer Street, from a point 40 metres northeast of the junction with Draycott Avenue, to a point 65 metres northeast of the junction with Draycott Avenue;
p) on the south side of Elm Park Road, to convert 6.6 metres (22ft) of residents’ parking outside No. 78 Elm Park Road, to personalised disabled bay No. 889;
q) on the north side of Elvaston Place, to convert of one pay-by-phone visitor parking bay to 4.5 metres (15ft) of disabled blue badge bay (hours of control: Mon-Sat 8:30am to 6:30pm, maximum stay 4 hours. At other times and on Saturday and Sunday, blue badge holders only with no maximum stay) outside the flank wall of No. 35 Gloucester Road, situated in Elvaston Place. This is the westernmost pay-by-phone bay at this location;
r) on the east side of Exmoor Street, to convert 5.5 metres (18ft) of residents’ parking outside No. 5 Exmoor Street, to personalised disabled bay No. 887;
s) on the east side of Gloucester Road, to convert 17 metres (55ft) of double yellow lines to bus cage outside Nos. 1 to 3 Gloucester Road and Lindsay House;
t) on the west side of Gloucester Road, to convert 10 metres (33ft) of double yellow lines with no loading Mon-Sat 7am-10am and 4pm-7pm to 2 pay-by-phone visitor parking bays (hours of control: Mon-Sat, 8.30am to 6.30pm), outside Nos. 12 to 14 Gloucester Road;
u) on the west side of Gloucester Road, to convert 10 metres (33ft) of double yellow line with no loading Mon-Sat 7am-10am and 4pm-7pm to a loading bay (hours of control: at all times, maximum stay 40 minutes, no return within 2 hours), outside Nos. 22 to 26 Gloucester Road;
v) on Gloucester Road, to convert double yellow lines with no loading (hours of control: Mon-Sat 7am-10am and 4pm-7pm), situated at the following locations, to double yellow lines with no loading at any time: i. on the west side, for 25 metres (82ft), outside Nos. 16 to 20 Gloucester Road;
ii. on the west side, for 12 metres (39ft), outside Nos. 26 to 32 Gloucester Road;
w) on Gloucester Road, to convert bus cage outside at the following location, to double yellow lines with no loading at any time:
i. on the east side, for 26 metres (85ft), outside Nos. 23 to 27 Gloucester Road;
ii. on the west side, for 4 metres (13ft), outside Nos. 46 to 48 Gloucester Road;

aa) on the south-west side of Ixworth Place, to convert 15 metres (49ft) of single yellow lines (hours of control: Monday to Saturday, 8.30am to 6.30pm) with underlying mandatory school keep clear markings (Hours of control: Monday to Friday 8am to 9.30am and 2.30pm to 4pm) to pedestrian zigzag markings, going north for 15 metres from its junction with Cale Street;
bb) on the north side of the northern arm of Kensington Gate, to convert 3 echelon pay-by-phone parking bays (hours of control: Monday-Saturday, 8.30am to 6.30pm, max stay 2 hours) to 8 metres (24ft) of double yellow lines (these being the three bays at the junction with Gloucester Road);
cc) on Kensington Gate, to convert single yellow line (hours of control: Monday-Saturday, 8:30am to 6:30pm) situated at the following locations to a raised table:
i. on the north side of the northern arm, for 3 metres (9ft) going eastwards from its junction with Palace Gate and Gloucester Road;
ii. on the north side of the southern arm, for 3 metres (9ft) going from the junction with Gloucester Road;
iii. on the south side of the northern arm, for 3 metres (9ft) going from the junction with Gloucester Road;
iv. on the south side of the southern arm, for 5 metres (16ft), going from the junction with Gloucester Road;
dd) on Kensington Gate, to convert three residents’ parking bays situated at the following locations to double yellow lines:
i. on the north side of the southern arm for 10 metres (33ft), being the 10 metres closest to the junction with Gloucester Road;
ii. on the south side of the northern arm, for 10 metres (33ft) being the 10 metres closest to the junction with Gloucester Road;
ee) on Kensington Gate, to convert one residents’ parking bay situated at the following locations to raised table:
i. on the north side of the southern arm, for 3 metres (9ft), this is the echelon bay nearest to the junction with Gloucester Road;
ii. on the south side of the northern arm, for 3 metres (9ft), this is the echelon bay nearest to the junction with Gloucester Road;
ff) on the west side of Ladbroke Grove, to convert 10 metres (33ft) of residents’ parking to pedestrian zigzag markings outside Nos. 249 and 251 Ladbroke Grove;
gg) on Ladbroke Grove, to convert double yellow lines waiting restriction with no loading permitted at any time situated at the following locations to pedestrian zigzag markings:
i. on the east side, for 5 metres (16ft), going north from the junction of Blenheim Crescent and Ladbroke Grove;

ii) on the east side of Pavilion Road, to convert 12 metres (43ft) of pay-by-phone visitor parking bays to a shared use electrical scooter and dockless bicycle bay, outside the flank wall of No. 113 Cadogan Gardens, situated in Pavilion Road.
