TEMPORARY TRAFFIC REGULATION ORDERS 2026

(NORWICH)

Road Traffic Regulation Act 1984

Norfolk County Council in exercise of its powers under Sections 14(1) of the Road Traffic Regulation Act 1984, hereby give notice that:

(i) THEY PROPOSE TO MAKE Temporary Traffic Regulation Orders in respect of the following roads:

CARROW ROAD, THORPE ROAD – A) Carrow Road from its junction with Thorpe Road to its junction with Barton Road; B) Carrow Road from its junction with Thorpe Road to its junction with Clarence Road; C) Thorpe Road from its junction with Carrow Road to its junction with Clarence Road and D) Thorpe Road from its junction with Lower Clarence Road to its junction with Riverside to facilitate subsidence investigation and repair works. Road A will be temporarily closed (except for pedestrian access), Road B shall be temporarily subject to the suspension of the one-way system (southwest bound) to allow vehicles to travel in both a northeast and southwest direction, Road C shall be temporarily subject to the suspension of the bus lane to allow vehicles to travel eastwards along Road C, and Road D shall be temporarily subject to the suspension of the bus lane and bus gate to allow vehicles to travel eastwards along Road D from 27th to 31st July 2026 (may continue until 11th September 2026). Alternative route for Road A is via: Westbound on Thorpe Road – Thorpe Road, Riverside, Koblenz Avenue and Canary Way. Eastbound on Thorpe Road to Carrow Road – Thorpe Road, Yarmouth Road, Yarmouth Road Roundabout with Northside, Yarmouth Road, Thorpe Road, Riverside, Koblenz Avenue and Canary Way. The works promoter is Norfolk County Council.

CITY ROAD, LONG JOHN HILL – A) C818 City Road/Long John Hill from its junction with Smithfield Road to its junction with Arnold Miller Road and B) C818 Long John Hill from its junction with Barrett Road to its junction with Mansfield Lane to facilitate surface dressing works between 19:00 and 23:59 from 30th July to 11th August 2026 (may continue until 22nd September 2026). Alternative route is via: A) City Road, Queens Road, Bracondale, Martineau Lane, Barrett Road and vice versa. B) Stoke Road, White Horse Lane, The Street, Bracondale, Martineau Lane, Barrett Road and vice versa (Norwich, Trowse with Newton). The works promoter is Norfolk County Council.

NB: Works are anticipated to take place in phases. Phase 1 between 19:00 and 23:59 from 30th July to 1st August 2026. Phase 2 between 19:00 and 23:59 from 7th to 11th August 2026. Contingency dates are included in case of inclement weather.

EARLHAM GREEN LANE, EARLHAM GROVE, HUTCHINSON ROAD, BOWTHORPE ROAD – A) C802 Earlham Green Lane from its junction with Larkman Lane to its junction with Bowthorpe Road; B) U40860 Earlham Green Lane from its junction with Bowthorpe Road to its junction with Cunningham Road; C) Earlham Grove from its junction with Earlham Green Lane to its junction with Motum Road; D) Hutchinson Road from its junction with Earlham Green Lane to its south-westernmost junction with Douglas Haig Road and E) Bowthorpe Road from its junction with Earlham Green Lane to its westernmost junction with Gipsy Lane to facilitate carriageway resurfacing works. Works are anticipated as follows: Roads C and D between 07:00 and 16:30 from 27th to 31st July 2026; Roads A, B and E between 07:00 and 16:00 on 1st, 8th and 9th August 2026 and Roads A, B and E between 19:00 and 23:59 from 13th to 15th August 2026 (may continue until 22nd September 2026). Alternative route is via: Larkman Lane, Dereham Road, Guardian Road, Bowthorpe Road, Farrow Road, Earlham Road and vice versa (Norwich, Trowse with Newton). The works promoter is Norfolk County Council.

GERTRUDE ROAD – from its junction with Lavengro Road for 200m eastwards to facilitate gas main replacement works from 27th July to 28th August 2026 (may continue until 28th February 2027). Alternative route is via: Lavengro Road, Mousehold Avenue, Silver Road, Sprowston Road, Gertrude Road and vice versa. The works promoter is Cadent.

HELLESDON ROAD, HELLESDON HALL ROAD – A) Hellesdon Hall Road from its junction with Sweet Briar Road to its junction with Hellesdon Road and B) Hellesdon Road from its junction with Hellesdon Hall Road and its junction with Marl Pitt Lane to facilitate surface dressing works between 19:00 and 23:59 from 27th July to 6th August 2026 (may continue until 17th September 2026). Alternative route is via: Sweet Briar Road, Dereham Road, Marl Pitt Lane and vice versa. The works promoter is Norfolk County Council.

NB: The works are anticipated to take place in phases. Phase 1 between 19:00 and 23:59 from 27th to 29th July 2026. Phase 2 between 19:00 and 23:59 from 4th to 6th August 2026.

MAGDALEN ROAD, SPROWSTON ROAD – A) A1151 Magdalen Road/Sprowston Road from its junction with Magpie Road to its junction with Mousehold Lane and B) A1151 Sprowston Road from its junction with Gertrude Road to its junction with Mousehold Lane to facilitate surface dressing works from 27th July to 7th August 2026 (may continue until 18th September 2026). Road A will be temporarily closed/restricted (except for pedestrian access), and over Road B, traffic (constituting any class of vehicle) shall be temporarily prohibited to park, stop, load and/or unload. Alternative route for Road A is via:

Northbound – Bull Close Road, Charlton Road, St Crispins Road, Pitt Street, St Augustines Street, Aylsham Road, Cromer Road, Mile Cross Lane and Chartwell Road.

Southbound – Chartwell Road, Mile Cross Lane, Aylsham Road, Magpie Road.

The works promoter is Norfolk County Council.

NB: These works will take place in phases. Phase 1 between 19:00 and 23:00 from 27th to 29th July. Phase 2 between 19:00 and 23:00 from 3rd to 7th August 2026. Each phase includes 2 days for contingency in the event of inclement weather.

WATERWORKS ROAD – from its junction with Dereham Road to its junction with Northumberland Street to facilitate surface dressing works between 19:00 and 23:59 from 28th July to 7th August 2026 (may continue until 18th September 2026). Alternative

route is via: Dereham Road, Old Palace Road, Heigham Street and vice versa. The works promoter is Norfolk County Council.

NB: The works are anticipated to take place in phases: Phase 1 between 19:00 and 23:59 from 28th to 30th July 2026. Phase 2 between 19:00 and 23:59 from 5th to 7th August 2026. Contingency dates are included in case of inclement weather.

WELSFORD ROAD, IPSWICH ROAD – A) U42862 Welsford Road from its junction with U42830 Ipswich Road for 74m eastwards and B) U42830 Ipswich Road from its junction with U42862 Welsford Road for 20m southwards to facilitate subsidence repair works between 09:00 and 16:00 from 27th to 31st July 2026 (may continue until 11th September 2026). Alternative route is via: Welsford Road, Lyhart Road, Ipswich Road. The works promoter is Norfolk County Council.

(ii) THEY HAVE MADE Temporary Traffic Regulation Orders in respect of the following roads:

CARROW HILL – A) from its junction with Bracondale for 30m eastwards and B) from its junction with King Street to its junction with Bracondale to facilitate water connection works, Road A will be temporarily closed (except for pedestrian access), and Road B shall be temporarily subject to the suspension of the one-way system (westbound) to allow vehicles to travel in both an easterly and westerly direction from 22nd to 24th July 2026 (may continue until 4th September 2026). Alternative route is via: Carrow Hill, King Street and Bracondale. The works promoter is Anglian Water.

EARLHAM ROAD – from its junction with Mill Hill Road for 20m westwards to facilitate drainage scheme works from 20th to 31st July 2026 (may continue until 11th September 2026). Alternative route is via: Earlham Road, Farrow Road, Guardian Road, Dereham Road, Grapes Hill, Unthank Road, Convent Road and vice versa. The works promoter is Norfolk County Council.

EARLHAM ROAD/WATTON ROAD – from its junction with B1108 Earlham Green Lane/Bluebell Road Roundabout to its junction with U78470 Old Watton Road to facilitate surface dressing works between 19:00 and 05:00 from 18th July to 3rd August 2026 (may continue until 14th September 2026). Alternative route is via: Earlham Road, Farrow Road, Guardian Road, Dereham Road, Longwater Slip Road to A47 eastbound, A47, Watton Road and vice versa (Norwich, Colney, Baburgh, Costessey). The works promoter is Norfolk County Council.

NB: These works will take place in phases. Phase 1 from 18th to 19th July 2026. Phase 2 from 1st to 3rd August 2026.

GROVE AVENUE – A) from its junction with Grove Walk for 30m westwards and B) from 30m west of its junction with Grove Walk to its junction with Ipswich Road to facilitate utility cover repair works, Road A will be temporarily closed (except for pedestrian access) and Road B shall be temporarily subject to the suspension of the one-way system (eastbound) to allow vehicles to travel in both a westerly and easterly direction from 21st to 23rd July 2026 (may continue until 3rd September 2026). Alternative route is via:

• Eastbound: Ipswich Road, St Stephens Road, Victoria Street, Grove Road and Grove Avenue.

• Westbound: Grove Avenue, Trafford Road, Grove Road and Ipswich Road.

The works promoter is Anglian Water.

IPSWICH ROAD – from its junction with Daniels Road for 50m north-eastwards to facilitate traffic signal upgrade scheme works from 21st July to 25th August 2026 (may continue until 25th February 2027). Alternative route is via:

• Eastbound: Lakenham Road, Barrett Road, Martineau Lane, Bracondale, Queens Road, St Stephens Roundabout, St Stephens Road, Ipswich Road.

• Westbound: Daniels Road, Newmarket Road, St Stephens Road, St Stephens Roundabout, Ipswich Road.

• Southbound: Newmarket Road, Daniels Road.

The works promoter is Norfolk County Council.

MASON ROAD – from its junction with Mile Cross Lane for 329m south-westwards to facilitate carriageway resurfacing works between 19:00 and 06:00 from 20th to 23rd July 2026 (may continue until 3rd September 2026). Alternative route is via: N/A. The works promoter is Norfolk County Council.

MAUD STREET – from its junction with Connaught Road to its junction with St Philips Road to facilitate water lead replacement scheme works from 20th to 31st July 2026 (may continue until 11th September 2026). Alternative route is via: St Philips Road, Sandringham Road, Connaught Road and vice versa. The works promoter is Anglian Water.

ST MILDREDS ROAD – from 40m southwest of its junction with Calthorpe Road for 30m south-westwards to facilitate defective reinstatement repair works from 21st to 23rd July 2026 (may continue until 3rd September 2026). Alternative route is via: Calthorpe Road, Marlbrook Road, Wilberforce Road, St Mildreds Road and vice versa. The works promoter is Anglian Water.

Unless otherwise stated, the effect of these Orders will be to prohibit the use by traffic of the named road(s)/footpath(s). In the event of the start date being delayed the new start date will be displayed on site in advance. Where an Order is for a reason other than works it is because of the likelihood of danger to the public or of serious damage to the road/footpath.

Anticipated dates are stated but the Orders may continue until the end date where necessary or required. The Orders are revoked on the end date or on the actual date of removal of the prohibition/restriction where earlier without further notice. If necessary, the restrictions can have a maximum duration of 18 months or 6 months in respect of footpaths, cycle tracks, bridleways, restricted byways, and byways open to all traffic (BOAT), but may also be extended further by the Secretary of State.

Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.
