Southampton - New Shared Use Cycle Facilities & Toucan Crossing Improvements

PUBLIC NOTICE THE CITY OF SOUTHAMPTON (WINCHESTER ROAD ACCESS IMPROVEMENTS) TRAFFIC REGULATION ORDER 2026

NOTICE IS HEREBY GIVEN THAT SOUTHAMPTON CITY COUNCIL proposes to make the above order, the effects of which would be:

1. To introduce Mandatory with-flow cycle lanes on Winchester Road:

a. North-west side, from 20m south-west of its (closed) junction with Thornhill Road to 10m southwest its junction with Vermont Close,

b. south-east side, from 23m north-east of its junction with Vermont Close to 9m north-east of its north-eastern junction with Pointout Road.

Note it is also intended to reconfigure the existing advisory cycle facilities on Winchester Road, south-east side, between Pointout Road and Thornhill Road.

2. To introduce a banned right turn restriction to prohibit vehicles from turning right out of Vermont Close into Winchester Road.

3. To introduce no waiting at any time restrictions in Winchester Road:

a. South-east side, from 20m north-east of the north-eastern kerbline of Pointout Road (south-western junction) north-eastwards for 30m, from 2m north-east of the south-western boundary of 409 Winchester Road south-westwards for 19m, from 30m south-west of the south-western kerbline of Pointout Road (north-eastern junction) south-westwards for 10m, from 10m north-east of the north-eastern kerbline of Pointout Road (north-eastern junction) to 44m north-east of the north-eastern kerbline of Fernlea Gardens

b. North-west side, from the boundary between 434 and 436 Winchester Road to 1m south-west of the boundary between 426 and 428 Winchester Road. Copies of the draft order, relevant map and statement of reasons for proposing can be viewed on the Councils website: transport.southampton. gov.uk/TRO or may be inspected Monday - Friday, 10am - 3pm at Gateway in the Civic Centre, Southampton SO14 7LY.

Any person wishing to object or make any other representation relating to this order must do so in writing via the Councils website: transport. southampton.gov.uk/TRO or by post to the Traffic Regulation Team at Balfour Beatty Living Places, City Depot, First Avenue, Southampton SO15 0LJ quoting the order title and, where objecting, stating the grounds for the objection, within 21 days of the date of this notice (i.e. by 7th August 2026). Please note that all representations submitted, including the name and address of the person submitting it, may be made available for public inspection.
