What is happening?
PUBLIC NOTICE THE CITY OF SOUTHAMPTON (WINCHESTER ROAD ACCESS IMPROVEMENTS) CYCLE FACILITIES NOTICE 2026
NOTICE IS HEREBY GIVEN THAT SOUTHAMPTON CITY COUNCIL in accordance with section 65 and section 66 of the Highways Act 1980 intends to construct shared use cycle tracks (permitted use by pedal cycles and on foot) in the following locations:
1. Winchester Road Footways (both sides) and Thornhill Road Footways (south-eastern closed end), conversion of existing and new footway to shared use cycle tracks at the junction of Winchester Road and Thornhill Road to facilitate a new Toucan Crossing. For approximately 28m along Winchester Road and in Thornhill Road between the closed end of the carriageway and its junction with the Winchester Road Footway.
2. Winchester Road Footways (both sides), conversion of existing and new footway to shared use cycle tracks south-west at its junction with Butterfield Road to facilitate a new Toucan Crossing. For approximately 52m along the south-east side (including a new continuous crossing across Butterfield Road) and for approximately 26m along the north-western side.
3. Winchester Road Footways (both sides) and Vermont Close Footways (south-west side) formalisation of existing footway to shared use cycle tracks at the junction of Winchester Road and Vermont Close to facilitate the realigned Toucan Crossing. For approximately 26m along Winchester Road and the whole section of Vermont Close Footway on the south-western side of the junction. Copies of the relevant map can be viewed on the Councils website: transport.southampton.gov.uk/ TRO or may be inspected Monday - Friday, 10am -3pm at Gateway in the Civic Centre, Southampton SO14 7LY.
Any person wishing to object or make any other representation relating to this notice must do so in writing via the Councils website: transport. southampton.gov.uk/TRO or by post to the Traffic Regulation Team at Balfour Beatty Living Places, City Depot, First Avenue, Southampton SO15 0LJ quoting the notice title and, where objecting, stating the grounds for the objection, within 21 days of the date of this notice (i.e. by 7th August 2026). Please note that all representations submitted, including the name and address of the person submitting it, may be made available for public inspection.
